The Foreign Exchange Policy Department restricts the Bangladesh Tanners Association (BTA) to issuing certificates of eligibility for cash subsidies on finished leather exports solely for its own members, excluding other associations. This directive amends previous circulars to ensure that applications for cash assistance under existing foreign exchange realization mechanisms are supported only by BTA certificates issued in favor of member entities. The instruction becomes effective from the date of issuance.

Attention is invited to Paragraph 4(k) of FEPD Circular No. 23, dated November 22, 2009, and Serial (k) of FEPD Circular No. 05, dated May 04, 2011.
FEPD Circular No. 05, dated May 04, 2011, under Serial (k), has issued instructions for the issuance of a certificate of eligibility by the Bangladesh Tanners Association (BTA), alongside other associations, in the context of applications for cash assistance against exports under the full or partial advance price repatriation system. It is hereby informed through government decision that, in addition to the advance price repatriation system, applications for cash assistance payable against the export of Finished Leather under other existing foreign exchange realization systems will be admissible only if accompanied by a certificate of eligibility issued by the Bangladesh Tanners Association (BTA) solely in favor of its members.
This instruction shall be effective from the date of issuance of the circular.
The instructions regarding the issuance of certificates of eligibility by other associations concerning cash assistance in the aforementioned sector, along with other relevant circulars, shall remain unchanged as before.
All concerned parties are directed to be informed about this matter.
