Authorized Dealers in Foreign Exchange in Bangladesh may now consider discrepant import bills waived by importers under reasonable grounds as eligible for payments, provided the waivers do not result in material changes as outlined in paragraph 31(c), chapter 7 of GFET. Additionally, Authorized Dealers must conduct due diligence before issuing shipping guarantees, airway releases, or delivery orders against copy documents received directly by importers to ensure no discrepancies arise on original documents. These measures modify paragraph 26, chapter 7 of the Guidelines for Foreign Exchange Transactions (GFET)-2018, Vol-1.
Foreign Exchange Policy Department Bangladesh Bank Head Office Dhaka www.bb.org.bd FE Circular No. 14 Date: April 20, 2025 All Authorized Dealers in Foreign Exchange in Bangladesh Dear Sirs, Remittance against import transactions Please refer to paragraph 26, chapter 7 of the Guidelines for Foreign Exchange Transactions (GFET)-2018, Vol-1 in terms of which Authorized Dealers (ADs) are allowed to effect remittances against discrepant document/documents received directly by respective importers, on receipt of bill of entry in support of the release of goods. 02. To bring flexibility in import trade, it has been decided that ADs may consider discrepant import bills, waived by importers under reasonable grounds acceptable to ADs, as eligible for payments provided that such waivers will not result in material changes as outlined in paragraph 31(c), chapter 7 of GFET. 03. In addition, ADs shall conduct due diligence before issuance of shipping guarantees/airway releases/delivery orders, for the release of respective goods, against 'copy documents' received directly by importers so that there creates no question to raise discrepancies on original documents. 04.
