FEPD Circular No. 29: Export subsidy with bond/duty drawback facility against export of Footwear and bag made of Synthetic & Fabrics
Circular No. 29 establishes a 2% export incentive or cash assistance for footwear and bags made of synthetic and fabric mixtures exported between July 1, 2025, and December 31, 2025, provided the imported materials used in production benefited from a customs bond or duty drawback facility. This directive applies to goods shipped during the specified period and maintains the applicability of instructions from previous Foreign Exchange Circulars 36 and 28. Authorized dealer banks are instructed to implement this incentive and inform all relevant parties of these requirements.

Dear Sir,
Regarding the provision of export incentives/cash assistance against the export of footwear and bags made of a mixture of synthetic and fabrics, availing the customs bond/duty drawback facility on the materials used for export.
With reference to the subject, your attention is drawn to Serial No. 26 of Annexure-A of Foreign Exchange Circular No. 36, dated: December 05, 2024, and Foreign Exchange Circular No. 28, dated: July 10, 2025.

It is informed that, in accordance with the government's decision, an export incentive/cash assistance at the rate of 2% will be applicable for goods shipped between July 01, 2025, and December 31, 2025, against the export of footwear and bags made of a mixture of synthetic and fabrics, availing the customs bond/duty drawback facility on the materials used for export.

The applicable instructions of other relevant Foreign Exchange Circulars/Circular Letters regarding the provision of export incentives/cash assistance against the export of footwear and bags made of a mixture of synthetic and fabrics will remain in force as usual. It is advised to inform all concerned parties about this matter.
