FID Circular Letter No. 01: Refinancing Scheme for Marginal/Landless Farmers, Low Income Professionals, School Banking Account Holders and Small Businessmen with Tk.10/50/100 Account Holders

The refinancing scheme for marginal/landless farmers, low-income professionals, school banking account holders, and small businessmen with Tk.10/50/100 accounts is increased from BDT 500 crore to BDT 750 crore. At least 25% of the total loans under this scheme must be distributed among female borrowers and entrepreneurs, and third-gender customers are also eligible for these facilities. The quarterly progress report format in Annexure 'A' of the monitoring section is replaced by the attached new template. These directives are issued under Section 45 of the Bank Company Act, 1991, and take immediate effect.

Dear Sir,

Regarding the enhancement of the fund for the 'Refinancing Scheme for Marginal/Landless Farmers, Low Income Professionals, School Banking Account Holders and Small Businessmen with Tk.10/50/100 Account Holders'.

Reference is drawn to your attention to FID Circular No. 01 dated 05 September 2021 and FID Circular Letter No. 01 dated 05 January 2022 on the above subject.

  1. Through the aforementioned circulars, Bangladesh Bank had previously established a revolving refinancing scheme of BDT 500 crore for marginal/landless farmers, low-income professionals, school banking account holders, and small businessmen with Tk.10/50/100 accounts. Now, considering the increasing demand for the scheme, the damage caused by natural disasters (floods) in 2024 affecting a total of 27 districts (Feni, Noakhali, Lakshmipur, Comilla, Brahmanbaria, Chandpur, Habiganj, Moulvibazar, Sunamganj, Kurigram, Lalmonirhat, Bogura, Sirajganj, Jamalpur, Tangail, Kishoreganj, Munshiganj, Netrokona, Khagrachhari, Rangamati, Sylhet, Chittagong, Cox's Bazar, Jessore, Satkhira, Bagerhat) and other flood-affected areas, providing priority loan facilities to the people of these flood-affected areas, facilitating access to bank loans for rural communities and women, and expanding financial inclusion to keep the economy moving by involving rural communities in income-generating activities, the amount of the said fund has been increased to BDT 750 (Seven Hundred Fifty) crore.

  2. Under this scheme, at least 25% of the total loans must be distributed among female borrowers/entrepreneurs. Additionally, third-gender customers will be eligible for this loan facility.

  3. Annexure 'A' of paragraph 3.14 (Monitoring) of the aforementioned circular shall be replaced by the attached Annexure 'A'.

  4. Furthermore, other instructions mentioned in the aforementioned circular/circular letter shall remain unchanged.

  5. These directives are issued under the powers conferred by Section 45 of the Bank Company Act, 1991, and shall take immediate effect.
