FID Circular Letter No. 04: Quarterly Statement Reporting For the Loan Disbursement to 10 Taka Account Holders under 200 Crore Taka Refinance Scheme

The document requires participating banks to submit quarterly progress reports instead of monthly reports for loan disbursements under the 200 Crore Taka Refinance Scheme for 10 Taka account holders, effective from the September 2016 quarter. Reports must be submitted within 15 days after each quarter ends using a new format that details direct branch lending and MFI linkage activities, including gender-disaggregated data on borrowers and amounts. All other instructions from the original circular remain unchanged.

FID Circular Letter No.: 04/2016 Date: 03 October 2016 18 Ashwin 1423

Managing Director / Chief Executive Officer 32 Participating Banks Head Office Dhaka/Rajshahi.

Dear Sir,

Regarding the submission of quarterly progress reports in a new format instead of monthly progress reports on customer-level loan distribution against bank-determined targets under the "Refinance Scheme of 200 Crore Taka for 10 Taka Account Holders".

We would like to draw your attention to GBCSRD Circular No.: 01/2014 dated 14 May 2014 regarding the 200 Crore Taka refinance fund from Bangladesh Bank's own funds for small/marginal/landless farmers, low-income professionals affected by natural disasters, and marginal/small entrepreneurs who are 10 Taka account holders, under the Financial Inclusion Program. Under this scheme, contracted banks have been submitting progress reports on loan distribution to this department on a monthly basis.

Now, it is advised to submit progress reports on customer-level loan distribution against bank-determined targets under the "Refinance Scheme of 200 Crore Taka for 10 Taka Account Holders" on a quarterly basis in a new format (Annex-A). It is noted that the report must be submitted to this department within 15 days after each quarter.

You are advised to submit quarterly progress reports according to the new format to this department starting from the September 2016 quarter.

All other instructions mentioned in the aforementioned circular regarding this matter will remain unchanged.

Yours faithfully,
