The Ministry of Finance and Public Credit (SHCP) issues the final resolution for the 2025 Performance Evaluation of Multiple Banking Institutions, determining that 46 of 49 evaluated institutions received a satisfactory rating. Banco Bancrea, Banco Credit Suisse (México), and Banco Shinhan de México were rated unsatisfactory, while Banca Afirme, Banco de Inversión Afirme, BNP Paribas México, and Banco Bineo received satisfactory ratings with observations. Institutions with less than five years of operation are subject to an indicative evaluation and are exempt from specific measures under Articles 53 and 281 of the Credit Institutions Law.
1 Mexico City, July 29, 2026 Communication No. 15 Final Resolution of the Performance Evaluation of Multiple Banking Institutions 2025 ● In accordance with the results of the Performance Evaluation of Multiple Banking Institutions (EDB) for the 2025 fiscal year, carried out by the Ministry of Finance and Public Credit (SHCP), 46 of the 49 evaluated multiple banking institutions obtained a satisfactory rating, in accordance with the methodology provided for in the Credit Institutions Law and the Guidelines for the Performance Evaluation of Multiple Banking Institutions. Based on Article 280 of the Credit Institutions Law (LIC), as well as on the Fifth and Twenty-Second provisions of the Guidelines for the Performance Evaluation of Multiple Banking Institutions, the SHCP presents the Final Resolution corresponding to the 2025 fiscal year. The Performance Evaluation of Multiple Banking Institutions aims to assess the contribution of these institutions to the support and promotion of the development of the country's productive forces and to the growth of the national economy, in adherence to sound banking practices and usages. In terms of the Credit Institutions Law, this evaluation does not aim to assess the financial condition, liquidity, or solvency of the participating institutions; therefore, its results must be interpreted exclusively within the scope of the elements that make up the evaluation methodology. The evaluation is carried out annually and aims to measure and rate the performance of each multiple banking institution based on the Bank Evaluation Index and the Strategic Questionnaire, instruments that make up the methodology provided for in the Credit Institutions Law and in the Guidelines issued for such effect. In accordance with Article 110 Bis 11 of the Law, both instruments are notified to the institutions during the month of October of the year being evaluated. Multiple banking institutions that have at least one year of operation at the close of the corresponding fiscal year are subject to evaluation.
2 Likewise, multiple banking institutions with less than five years of operation at the close of the evaluated year are subject to an evaluation for exclusively indicative purposes and for monitoring their performance, operation, and implemented good practices. Consequently, such institutions are not subject to the measures provided for in Article 53, second paragraph, and Article 281, second and third paragraphs, of the Credit Institutions Law. The EDB seeks to foster savings in all sectors and regions of the country, as well as to promote its adequate channeling towards a broader regional coverage that contributes to the decentralization of the banking system. To this end, the evaluation methodology considers, among others, the following aspects: • Intermediation related to credit activity and the collection of resources. • The products, services, and infrastructure through which institutions carry out their banking operations. • The quality of services provided by the institutions. • Performance in investment activities and in the management of foreign exchange. • Practices implemented in the area of sustainable finance and gender equality.
