Final Resolution of the Performance Evaluation of Multiple Banking Institutions and Strategic Outlook of Mexican Banking 2024

The Ministry of Finance and Public Credit (SHCP) presents the final resolution for the 2024 Performance Evaluation of Multiple Banking Institutions, confirming that 45 out of 49 operating institutions received a satisfactory rating. This evaluation assesses contributions to productive development, inclusive growth, regional decentralization, sustainable finance, and gender equality, while explicitly excluding assessments of financial condition, liquidity, or solvency. The document also includes the fourth edition of the Strategic Outlook of Mexican Banking 2024, which analyzes the banking system's performance regarding access, efficiency, and depth from a public policy perspective.

Joint Communication Mexico City, July 30, 2025 FINAL RESOLUTION OF THE PERFORMANCE EVALUATION OF MULTIPLE BANKING INSTITUTIONS AND STRATEGIC OUTLOOK OF MEXICAN BANKING 2024

Based on the results of the Performance Evaluation carried out by the Ministry of Finance and Public Credit (SHCP), the banking system in Mexico maintains a solid and resilient position. Of the 49 multiple banking institutions in operation during 2024, 45 obtained a satisfactory rating.

Based on these results, the fourth edition of the Strategic Outlook of Mexican Banking 2024 offers an overview of the banking system, based on the contribution of these institutions to inclusive growth and the sustainable development of the country.

Under Article 280 of the Credit Institutions Law (LIC), as well as under numerals Fifth and Twenty-Two of the Guidelines for the Performance Evaluation of Multiple Banking Institutions, the SHCP presents the Final Resolution corresponding to the 2024 exercise.

The Performance Evaluation of Multiple Banking Institutions (EDB) values their contribution to supporting and promoting the development of the country's productive forces and the growth of the national economy, adhering to sound practices and banking uses. In accordance with the LIC, the EDB does not evaluate, in any case, the financial condition, liquidity, or solvency of the participating institutions.

Likewise, the EDB seeks to encourage savings in all sectors and regions of the country, and its adequate channeling towards broader regional coverage that promotes the decentralization of the banking system. For this purpose, the EDB considers, among others, the following aspects:

  • Intermediation related to credit activity and resource collection.
  • The products, services, and infrastructure through which institutions carry out their banking operations.
  • The quality of services in the operation of the institutions.
  • Performance in investment activities and foreign exchange management.
  • Efforts and good practices in matters of sustainable finance and gender equality.

Complementarily, the Strategic Outlook of Mexican Banking 2024 is presented, a document that, based on the results obtained in the EDB, offers an overview of the banking system from a public policy perspective, valuing actions and strategies oriented to improve access, efficiency, and depth of the Mexican financial system.
