FSIPD Circular No. 05: Policy support for restructuring business and financial condition of affected borrowers

Finance companies operating in Bangladesh are authorized to provide special restructuring and restructuring facilities to affected borrower institutions, extending policy support previously available only to bank company customers. This authorization is contingent upon compliance with the Finance Company Act, 2023, and requires that all application processing and board of directors' approvals be completed by 30 September 2026. The directive, issued under Section 41(1)(a) of the Finance Company Act, 2023, takes effect immediately.

Dear Sir,

Regarding the provision of policy support for restructuring the business and financial system of affected borrower institutions.

Your attention is drawn to BRPD Circular No. 07, dated 16 September 2025, BRPD Circular Letter No. 26, dated 24 November 2025, and BRPD-1 Circular Letter No. 16, dated 7 May 2026, issued by the Banking Regulations and Policy Department on the above subject.

  1. Bangladesh Bank has undertaken various initiatives with the aim of restructuring the businesses of affected borrower institutions, restoring the financial sector to its desired state, and revitalizing the country's economic activities. In continuation of this, the Banking Regulations and Policy Department issued the aforementioned circulars and circular letters to ensure the recovery of bank loans by enabling promising but affected borrower institutions to restructure their business and financial systems and elevate them to a successful and profitable level.

  2. Now, considering the existing reality and with the aim of creating opportunities for affected customers to repay loans, reducing classified loans of finance companies through loan recovery, and ultimately improving the liquidity situation, a decision has been taken to provide policy support similar to that for bank companies' customers to finance company customers. The following instructions shall be followed in this regard:

(a) Affected borrowers may be provided with special restructuring and special restructuring facilities under BRPD Circular No. 07, dated 16 September 2025, BRPD Circular Letter No. 26, dated 24 November 2025, and BRPD-1 Circular Letter No. 16, dated 7 May 2026, based on the finance company-customer relationship; (b) In this case, compliance with the provisions of the relevant Finance Company Act, 2023, and circulars/policies issued by this department must be ensured as applicable; and (c) All processes for receiving applications from borrowers of finance companies and obtaining board of directors' approval regarding the provision of special restructuring and restructuring facilities must be completed by 30 September 2026.

  1. This instruction is issued under the power conferred by Section 41(1)(a) of the Finance Company Act, 2023, and shall be effective immediately.
