GBCSRD Circular No. 03: Opening of Bank Accounts for Cleaning Staffs of Dhaka North and Dhaka South City Corporation

This circular instructs all government-owned commercial and specialized banks in Bangladesh to facilitate the opening of bank accounts for cleaning staff of the Dhaka North and Dhaka South City Corporations. Banks are required to allow these staff members to open accounts with a minimum deposit of 10 Bangladeshi Taka, without imposing any minimum balance requirements or charging any fees. Transactions may be conducted via vouchers if checkbooks are unavailable, and banks must report weekly, monthly, and quarterly progress on account openings in their respective reports.

Dear Sir,

Subject: Opening of Bank Accounts for Cleaning Staff of Dhaka North and Dhaka South City Corporations.

To facilitate the payment of salaries of the cleaning staff/workers of Dhaka North and Dhaka South City Corporations through bank accounts, the cleaning staff are permitted to open bank accounts in their own names by depositing 10 (ten) Taka against their National Identity Card and the ID card issued by the City Corporation. No minimum balance requirement shall be imposed on these bank accounts, and no type of cheque/fee shall be collected. In cases where there is a shortage of checkbooks, transactions in these accounts may also be made through vouchers.

You are advised to take necessary measures to ensure the payment of salaries of the cleaning staff/workers of Dhaka North and Dhaka South City Corporations through bank accounts and to provide banking services for them.

Regarding this, the information related to opening bank accounts with 10 Taka and 100 Taka must be submitted to this department in due course as part of the weekly, monthly, and quarterly progress reports.

This instruction shall be implemented immediately.
