The National Commission for the Retirement Savings System establishes the specific non-working days in 2026 for AFORE administrators, similar public institutions, specialized retirement investment societies, and the National SAR Database operating companies, requiring them to close their doors and suspend operations on these dates. The Commission itself also suspends its activities on these days, with the addition of May 5, while noting that online services for Social Security Institutes must remain operational on working days. The designated days are excluded from the calculation of deadlines for administrative appeals and information requests, and the Commission retains the authority to order closures or openings on other days as necessary for inspection purposes.

OPERATING THE NATIONAL SAR DATABASE, MUST CLOSE THEIR DOORS AND SUSPEND
OPERATIONS.

has deemed it appropriate to issue the following:
GENERAL PROVISIONS
DESIGNATING THE
DAYS OF THE
YEAR 2026 ON
WHICH THE
ADMINISTRATORS
OF RETIREMENT
FUNDS,
PUBLIC
INSTITUTIONS
PERFORMING SIMILAR
FUNCTIONS,
SPECIALIZED
RETIREMENT FUND
INVESTMENT SOCIETIES
AND OPERATING
COMPANIES
OF THE
NATIONAL SAR
DATABASE,
MUST CLOSE
THEIR DOORS
AND SUSPEND OPERATIONS
Article 1.
The AFORE Administrators, Public Institutions performing similar functions, Specialized Retirement Fund Investment Societies and Companies Operating the National SAR Database, established anywhere in the Mexican Republic, must close their doors and suspend operations, in addition to Saturdays and Sundays of the year 2026, the following:
a) Thursday, January 1;
b) Monday, February 2;
c) Monday, March 16;
d) Thursday 2 and Friday 3 of April;
e) Friday, May 1;
f) Wednesday, September 16;
g) Monday, November 2;
h) Monday, November 16, and
i) Friday, December 25.
In addition to the days provided for in the preceding paragraph, those days in which the Financial System must suspend operations as established by any other competent authority shall be considered non-working days for AFORE Administrators, Public Institutions performing similar functions, Specialized Retirement Fund Investment Societies and Companies Operating the National SAR Database.
AFORE Administrators, Public Institutions performing similar functions and Companies Operating the National SAR Database must maintain online services consulted by Social Security Institutes in operation on the days of the year considered working days for them.
Article 2.
The National Commission for the Retirement Savings System will suspend its work, in addition to Saturdays and Sundays of the year 2026, the following:
a) Thursday, January 1;
b) Monday, February 2;
c) Monday, March 16;
d) Thursday 2 and Friday 3 of April;
e) Friday, May 1;
f) Tuesday, May 5;
g) Wednesday, September 16;
h) Monday, November 2;
i) Monday, November 16, and
j) Friday, December 25.
Article 3.
The days indicated in Articles 1 and 2 above shall not be considered for the filing and resolution of administrative appeals referred to in Article 102 of the Law of the Retirement Savings Systems, for the computation of the deadlines for delivery of information required in relation to such procedures followed before the National Commission for the Retirement Savings System, regarding other information requests made by this authority, as well as that information that must be delivered in accordance with general provisions so establishing.
What is established in this article shall be applicable to all Participants in the Retirement Savings Systems.
Article 4.
The National Commission for the Retirement Savings System may order the aforementioned entities to close their doors and suspend operations on days other than those indicated in Article 1 of these provisions, when it deems it necessary.
On the basis of Articles 90, paragraphs I, XI and XIII and 94 of the Law of the Retirement Savings Systems, the National Commission for the Retirement Savings System may order the aforementioned entities to open their doors and continue their operations on the days indicated in Article 1, when it deems it necessary for the purpose of exercising its inspection powers, through the conduct of inspection visits.
Article 5.
AFORE Administrators, Public Institutions performing similar functions, Specialized Retirement Fund Investment Societies and Companies Operating the National SAR Database may present to the National Commission for the Retirement Savings System a draft calendar of days on which they intend to close their doors and suspend operations, in addition to those provided for in the previous Article 1, in order to obtain, if applicable, the corresponding authorization whenever they justify it.
The days authorized in accordance with the preceding paragraph shall be considered working days for all legal purposes.
Article 6.
The National Commission for the Retirement Savings System will resolve doubts that arise regarding the application of these general provisions, as well as the cases of exception that must be recognized and will issue the measures it deems pertinent for the same purpose.
Article 7.
Days considered working days are those that the National Commission for the Retirement Savings System enables for the practice of inspection visits, regardless of whether the Financial System must suspend operations as established by any other competent authority.
TRANSITORY CLAUSES
FIRST.- These general provisions will enter into force on December 31, 2025.
SECOND.- From the date of their entry into force, the "General Provisions Designating the Days in the Year 2025, on Which AFORE Administrators, Public Institutions Performing Similar Functions, Specialized Retirement Fund Investment Societies and Companies Operating the National SAR Database Must Close Their Doors and Suspend Operations", published in the Official Gazette of the Federation on December 16, 2024, are repealed.
THIRD.- AFORE Administrators, Public Institutions performing similar functions, Specialized Retirement Fund Investment Societies and Companies Operating the National SAR Database may present to the National Commission for the Retirement Savings System, no later than January 30, 2026, the draft calendar referred to in Article 5, in which they will include the days that their contracts or general terms of employment indicate as non-working, as well as the days on which they usually do not work in accordance with their practices and customs, which are not provided for in Article 1 of these general provisions.
