GUIDELINE (EU) 2026/1694 OF THE EUROPEAN CENTRAL BANK
of 25 June 2026
amending Guideline (EU) 2018/876 on the Register of Institutions and Affiliates Data (ECB/2018/16) (ECB/2026/15)
THE GOVERNING COUNCIL OF THE EUROPEAN CENTRAL BANK,
Having regard to the Treaty on the Functioning of the European Union, and in particular Article 127(2) and (5) thereof,
Having regard to the Statute of the European System of Central Banks and of the European Central Bank, and in particular Articles 5.1, 12.1 and 14.3 thereof,
Whereas:

The European Central Bank (ECB) maintains the Register of Institutions and Affiliates Data (RIAD) which is a shared dataset for the European System of Central Banks (ESCB) of reference data on legal and other statistical institutional units (‘RIAD data’).
(2)
RIAD data is used, among other purposes, for the official lists of financial institutions prepared and published by the ECB, including investment funds (IFs). Statistical information on IFs collected pursuant to Regulation (EU) 2024/1988 of the European Central Bank (ECB/2024/17) ( 1 ) , which recasts Regulation (EU) No 1073/2013 of the European Central Bank (ECB/2013/38) ( 2 ) , is used to compile IFs statistics on both an aggregated and a granular fund-by-fund basis. It is therefore necessary to amend Guideline (EU) 2018/876 of the European Central Bank (ECB/2018/16) ( 3 ) to align it with the provisions of Regulation (EU) 2024/1988 (ECB/2024/17), in particular to ensure that all relevant attributes are recorded in RIAD, and with the frequency required pursuant to Regulation (EU) 2024/1988 (ECB/2024/17).

Amendments to Annexes I and II to Guideline (EU) 2018/876 (ECB/2018/16) are necessary to ensure they reflect the current technical specifications of RIAD, in particular in relation to attributes which are no longer required or where the systematic collection may not always be feasible.

This Guideline also introduces consequential changes following the repeal of Regulation (EU) No 1071/2013 of the European Central Bank (ECB/2013/33) ( 4 ) by Regulation (EU) 2021/379 of the European Central Bank (ECB/2021/2) ( 5 ) , of the repeal of Guideline ECB/2014/15 of the European Central Bank ( 6 ) by Guideline (EU) 2021/835 of the European Central Bank (ECB/2021/16) ( 7 ) , and the adoption of Guideline (EU) 2021/830 of the European Central Bank (ECB/2021/11) ( 8 ) , as well as the repeal of Regulation (EC) No 45/2001 of the European Parliament and of the Council ( 9 ) by Regulation (EU) 2018/1725 of the European Parliament and of the Council ( 10 ) and the adoption of Regulation (EU) 2016/679 of the European Parliament and of the Council ( 11 ) .

Therefore, Guideline (EU) 2018/876 (ECB/2018/16) should be amended accordingly,
HAS ADOPTED THIS GUIDELINE:
Article 1
Amendments
Guideline (EU) 2018/876 (ECB/2018/16) is amended as follows:

Article 2 is amended as follows:

point (22) is replaced by the following:

Subject to the requirements of Regulation (EU) 2016/679 of the European Parliament and of the Council ( * ) and in accordance with which any personal data in RIAD shall be processed, NCBs shall not delete entities recorded in RIAD so as to ensure that there is a record of an entity and its life cycle. The ECB shall establish a procedure to correct factual errors, and make it available to the NCBs.

‘1. In order to enable the establishment and maintenance of the list of MFIs referred to in Article 4 of Regulation (EU) 2021/379 (ECB/2021/2), NCBs shall record in RIAD the attributes specified in Parts 1 and 2 of Annex I to this Guideline at the intervals prescribed.’

Article 15 is amended as follows:
(a)
paragraph 1 is replaced by the following:
‘1. To enable the establishment and maintenance of the list of IFs referred to in Article 4 of Regulation (EU) 2024/1988 (ECB/2024/17), NCBs shall record in RIAD the attributes specified in Parts 1 and 2 of Annex I to this Guideline at the intervals prescribed.’

paragraph 3 is replaced by the following:
‘3. NCBs shall report any updates to the attributes specified for IFs in Parts 1 and 2 of Annex I, in particular when an IF joins or leaves the IF population, and shall record them in RIAD at least on a monthly basis, within 28 working days after the month end. NCBs shall update the net asset value attribute for all IFs on an annual basis, within 28 working days of the reference date of year end. Where an IF has been granted a derogation under Article 10(7) of Regulation (EU) 2024/1988 (ECB/2024/17), the deadlines set out in this paragraph shall be extended to take into account the deadlines set for the IF concerned by the relevant NCB for the reporting of the relevant statistical information.’

Statistics on Individual Balance Sheet Items (“iBSI”) and Individual MFI Interest Rate (“iMIR”)
Competent NCBs shall ensure that the information regarding the reporting agents for which iBSI or iMIR data must be reported by NCBs to the ECB in accordance with Guideline (EU) 2021/830 of the European Central Bank (ECB/2021/11) ( * ) is accurately recorded in RIAD. Competent NCBs shall make the necessary amendments to the information recorded in RIAD where there are changes in the reporting agents for which iBSI or iMIR data are to be reported.

Reference data relevant for CSDB
NCBs shall record in RIAD all the attributes listed in Annex II to this Guideline for the issuers of securities which are resident in their country and which are recorded in CSDB in accordance with Article 4(7) of Guideline (EU) 2022/971 of the European Central Bank (ECB/2022/25) ( * ) . NCBs shall ensure that such entities are linked to the CSDB via a common, stable entity identifier that covers such entities in all sectors.

Taking effect
This Guideline shall take effect on the day of its notification to the national central banks of the Member States whose currency is the euro.
