These Guidelines establish the procedure for maintaining accounting and organizing accounting work, which is mandatory for commercial banks, including microfinance banks (hereinafter referred to as "banks" in the text). I. General Provisions
The maintenance of accounting, the proper organization of accounting work, and the clear conduct of control ensure the bank's correct performance of its tasks, providing clear and useful information for the honest assessment of bank activities by existing and potential investors, creditors, government agencies, ministries, departments, the public, and other interested users, as well as for the bank's management and employees.
These Guidelines provide instructions on the principles of conducting accounting work in banks and organizing the accounting apparatus, methods for establishing customer service and document circulation, rules for accounting for bank operations and controlling them, and liability for the legality of executed bank operations.
Furthermore, the following are aimed at:
ensuring the correct execution of settlement, cash, currency, credit, and other bank operations and their timely and accurate reflection in accounting records and reports;
collecting reliable information about the state of bank assets, liabilities, income, expenses, and capital, and changes therein;
creating an information system serving for the preparation of financial statements regarding the bank's financial position, changes in its financial position, and financial results, as well as statements evaluating the activities of the bank's management;
strict adherence to the bank's working day schedule, providing fast and accurate service to customers;
accelerating the turnover of funds in settlements;
properly formalizing documents issued by the bank, thereby facilitating their use, as well as organizing the coordination of operations performed with these documents in other banks and the accounting of operations of customers served by them in accordance with established requirements;
preventing shortages or surpluses of cash funds, material valuables, and strictly accounted blanks in the bank, and organizing their storage in the prescribed manner;
creating the opportunity for constant internal control and audit of the legality and correctness of operations, and drawing up and formalizing reports on their results;
reducing labor and financial costs in the software implementation of bank operations accounting, conducting accounting work, and preparing reports using modern computer technology tools.
Within the framework of the rules established by these Guidelines, banks must develop an internal accounting policy that takes into account their specific operational characteristics, ensuring accurate and complete accounting and the effectiveness of internal control in the activities of branches, bank service offices, and other subdivisions, as well as establishing procedures for correct accounting of their income and expenses, timely preparation and submission of financial and tax reports, and the posting and storage of payment documents or their software-based electronic formation and formalization with an electronic digital signature. Bank employees must keep confidential information about bank secrets reflected in accounting records, strictly observing the requirements of the Law of the Republic of Uzbekistan "On Bank Secrecy."

internal control of bank operations (hereinafter referred to as "internal control") — a system to ensure the compliance of daily bank operations with legislation, their effectiveness, high-quality execution, and the reliability of financial reports, carried out by the bank's management and all bank employees;
Internal control is not a procedure or rule that must be applied for a specific or clear period, but rather an integral part of bank activity that is continuously conducted from the beginning to the end of daily bank operations in all links of the bank.
Internal control, in turn, is divided into preliminary control, current control, and final control; See previous edition.

accounting registers — journals, records, notebooks, and approved forms in which operations are recorded using the double-entry method;
Back-office — a structural unit of the bank consisting of a group of accountants who perform current control over operations that have undergone preliminary control by the Front-office and are submitted for execution, and execute bank operations.
The main task of the Back-office is to re-subject all bank operations approved by the Front-office after preliminary control to current control, record them in accounting registers using double-entry, and prepare relevant reports.
The Back-office does not communicate directly with customers. It communicates with the Front-office regarding the reflection of customer operations in accounting, and with the bank administration regarding the reflection of the bank's internal financial and economic operations in accounting.
The Head of the Back-office manages the Back-office, who in turn is subordinate to the bank's head;
preliminary control — control carried out by the Front-office or the responsible executing accountant to determine the compliance of operations with legislation before they are executed;
subsidiary ledger — personal accounts opened to general ledger accounts, as well as cards, books, or journals maintained for separate types of funds and securities; See previous edition.
current control — control carried out repeatedly by the Back-office or the controlling accountant to determine the compliance of all bank operations approved by the Front-office or the responsible executing accountant with legislation. bank service office — a structural unit of a bank branch located outside the bank branch building and operating in accordance with the relevant normative legal acts of the Central Bank of the Republic of Uzbekistan. Front-office — a structural unit of the bank consisting of a group of employees who provide all bank services to bank customers by communicating directly with them in the execution of bank operations provided for by legislative acts. The Head of the Front-office manages this group. The main task of the Front-office is to determine the compliance of operations to be executed according to customer orders and the bank's internal activities with legislation and prepare them for reflection in accounting; See previous edition.
final control — control carried out to check the correct reflection of all bank operations executed in the bank in accounting, including that they were carried out based on primary documents, after the end of the practice day, no later than the next bank working day (excluding payment documents formed automatically through software calculation and operations executed through remote service systems to bank accounts). The Final Control Service is organized as a separate department in banks (branches). In cases where accounting documents related to operations executed by the bank are stored in bank service offices, the Final Control Service is organized as a separate staff unit in the bank service offices. II. Organization of the Accounting Apparatus, Working Day, and Document Circulation in Banks
§ 1. Organization of the Accounting Apparatus in Banks
The head of the bank branch (hereinafter referred to as "bank") organizes the organization of accounting and reporting. The Chief Accountant of the bank leads the accounting apparatus. It operates on the basis of the Model Regulation on Chief Accountants of the Banking System (Appendix No. 1 to these Guidelines). In the absence of a Chief Accountant, their duties are performed by the Deputy Chief Accountant.
An accounting apparatus is established for conducting accounting work in banks. It is strictly prohibited to include accountants hired on a contract basis from outside or employees of accounting firms in the bank's accounting apparatus.
The organizational structure of the bank's accounting apparatus and the number of departments established within it depend on the volume of operations performed and their degree of automation.
In banks with a small volume of work, the accounting apparatus may operate as an integral subdivision of the bank. In this case, the accounting for interbank settlements, operations in foreign currency, and operations on the bank's internal accounts may be assigned to special departments.
In banks with a large volume of work, the accounting apparatus must be organized taking into account the requirements of these Guidelines. Furthermore, to ensure that all operations undergo preliminary control by responsible executing accountants and current control by controlling accountants, a balance must be maintained between the number of responsible executing accountants and controllers based on the volume of work. The specific duties of the accounting apparatus employees are defined by the Chief Accountant and approved by the bank's head. The duties of responsible executing and controlling accountants include maintaining certain accounts or executing separate operations. Accounts are distributed among employees based on the volume of operations, types of customers, and other characteristics, in accordance with the bank's internal regulations. The workstations of bank employees must be arranged such that customers and other third parties cannot access the bank's seals, stamps, documents, and forms.
In cases where an employee goes on annual leave, falls ill, or is absent from work for other reasons, the accounts assigned to them, along with their duties, seals, and stamps, are handed over to another employee, and appropriate entries are made in a special register. See previous edition.
The Chief Accountant is responsible for organizing general control and monitoring compliance with the established procedure in all links of accounting and cash work on a daily basis. Furthermore, the bank's Chief Accountant is responsible for directing the recording of operations in general and subsidiary ledgers and the software-based preparation of relevant accounting reports. Complaints from customers regarding the actions of bank employees and other appeals are accepted and considered in accordance with current legislative acts. The procedure for appealing must be communicated to customers by posting notices. § 2. Bank service offices must be staffed with a responsible executing accountant to conduct preliminary control. Current control is carried out by the head of the bank service office accounting (hereinafter referred to as "leading accountant" in the text).
Payments made from bank service offices are executed after undergoing current control. In this case, the execution of payments does not require confirmation by the Head of the Back-office or the Chief Accountant of the bank branch.
Bank service offices may submit to the bank (branch) documents serving as the basis for operations and (or) payments, including electronic copies of settlement documents, to ensure control over operations and payments executed in them. The daily accounting documents of bank service offices must be formed and stored in a consolidated journal in the manner prescribed in paragraph 7 of these Guidelines, or the formed daily accounting documents consolidated journal must be periodically delivered to the bank (branch) organizing the bank service office for storage, but at least once a month. Electronic documents formed by software and formalized with an electronic digital signature are stored in the software system. The bank manager and chief accountant must establish constant control over the proper organization of accounting work in the minibanks under their supervision and the accurate and timely execution of bank operations.
§ 3. Organization of the working day and document circulation See previous edition.
The working day of accounting staff must be organized such that payment documents accepted for execution by the bank during the business day undergo preliminary and current control, are executed on time, that is, operations on accounts are reflected in accounting records, a daily balance report is prepared, and all operations performed without delay from the next bank working day undergo final control, except for operations carried out through remote service systems for bank accounts. Each bank, while complying with the requirements listed below, independently determines the procedure for serving customers and document circulation during the business day:
Banks start the new working day by checking the consistency of the turnover and balance amounts of their external representative account opened in the Calculation Center of the Central Bank of the Republic of Uzbekistan (hereinafter referred to as CC in the text) ("21302-Representative account of a resident bank") with the turnover and balance amounts of their internal representative account ("10301-Funds to be withdrawn from the representative account in the Central Bank - Nostro"). The CC accepts the electronic file sent by banks, software-compares the balance amounts of the bank's external and internal representative accounts, and returns confirmation of their consistency to the banks. After receiving confirmation (W-file) from the CC, banks are permitted to carry out interbank payments; See previous edition.
For banks with branches, the confirmation of the consistency of the balance amount of the external account opened in the "Payment Center" ("22204-Funds payable for settlements with branches and interbank settlements for Head Office/Branches") and the internal accounts opened in the branches ("16103-Funds receivable for settlements with branches and interbank settlements from Head Office/Branches") is carried out by the Head Bank. Banks independently determine the time for accepting payment documents from their customers for the transfer of inter-branch and internal payments. Banks must deliver accounting entries for payment documents accepted from their customers during the bank's business day (by 16:00 for paper payment documents) to the CC before the time for interbank payments ends, otherwise interbank payments will not be carried out. The CC sends information to banks about the completion of interbank payments (END file), after which interbank payments between banks for that business day are stopped. Banks send the electronic balance (0106BS) report to the Central Bank after the end of the bank's working day, but no later than 10:00 of the next bank working day. Receipts may be created using computer technology. In banks where technical capabilities are not available, receipts are filled out manually. In this case, receipts confirming the receipt of cash must be filled out manually only with ink or ballpoint pens. This does not apply to receipts that are part of the form set and are filled out simultaneously with black paper (carbon copy).
The amount written in words on receipts issued by the bank must start with a capital letter at the beginning of the line. In the "Amount in numbers" requisites, two parallel straight lines are drawn in the empty space remaining before and after the amount.
Final amounts in receipt-expense orders regarding the receipt and write-off of valuables and documents stored in the cash office are rewritten in words. See previous edition.
When receipt and expense cash journals are maintained on a computer during the bank's business day, they are printed on paper at the end of the day and signed by the Front-office employee or responsible executor who performed the preliminary control, the receipt or expense cashiers, and the cash manager.

§ 2. Initial Control of Accounting Operations
Initial control is carried out by Front-office employees (if the bank's organizational structure is divided into Front-office and Back-office) or the responsible executive accountant (if the accounting apparatus is a single unified unit) to ensure the efficiency of operations before they are performed, and their compliance with the bank's internal policy and current legislation. If operations are carried out in foreign currency based on international contracts, compliance with the terms of the contract is required. See previous edition.
When accepting payment documents from customers, it is checked that they are written on forms established by the normative legal acts of the Central Bank of the Republic of Uzbekistan, correctly formalized, all requisites are filled in completely and correctly, no smudges, drawings, or corrections are allowed in these payment documents, and the signatures and seal impressions (if the seal is present) of the account owners match the samples submitted. If deficiencies and defects contradicting the requirements established in the Regulation on Non-Cash Settlements in the Republic of Uzbekistan (registry number 3229, April 13, 2020) are detected in the payment documents submitted by the customer, the payment documents must be returned to the customer without being accepted for execution. Payment documents with altered amounts, customer names, and their account numbers are not accepted for execution, even if corrections were made by mutual agreement of the customers. The date of payment orders and notices used for depositing cash must be the same as the date they were submitted to the bank; otherwise, they are not accepted for execution (except for payment documents accepted on the previous banking day with a "late" stamp). Before signing copies of payment documents, the responsible executive accountant or Front-office employee must compare them and ensure their mutual identity. After that, the final copy of the document, certified by the signature of the responsible employee with the execution date indicated and bearing the bank stamp attached to it, is returned to the customer. The customer's authorized representative, who has been granted a power of attorney to withdraw cash from the bank, submits the cash check to the responsible executive accountant (in banks not divided into Front-office and Back-office) or to the Front-office employee serving this customer. The responsible executive accountant or Front-office employee checks the authenticity of the cash check with the following requisites:
the cash check has not expired;

The Back-office employee or controlling accountant checks the correct formalization of the original and electronic copies of payment documents received for the bank's internal financial and economic operations, as well as copies of the Service Orders of the relevant bank departments serving as the basis for carrying out these operations, ensuring there are no errors and deficiencies. If errors and deficiencies are detected in the original copies of payment documents or their electronic files, the Back-office employee or controlling accountant returns the original copy of the payment document to the Front-office or responsible executive accountant without signing it, indicating the errors and deficiencies. Relations between the bank and its customers are regulated on the basis of a written bank account agreement concluded between the bank and the customer. The account holder is responsible for losses incurred as a result of the payment of funds on a check or payment order with forged signatures, fake seals, or fake text, if the guilt of the bank employee is not proven. See previous edition.
In addition, the bank employee is not responsible for accepting such documents if the customer's forged signatures and fake seals on payment documents cannot be detected by ordinary visual inspection. The accounting employees and the bank's chief accountant (Head of Back-office, lead accountant) who accepted and passed through internal control the payment documents submitted by the customer to the bank for carrying out operations on bank accounts are jointly responsible for their correct formalization, i.e., that the document is written on a form of the established shape, all requisites envisaged by the bank are filled in correctly, the seal impression (if the seal is present) and signatures match the samples provided to the bank, and the amounts written in numbers and words match. If the bank unlawfully, without the customer's consent or without grounds, deducts funds from the customer's accounts at the bank, it must, at the customer's request, credit the corresponding amount back to the account.
If the bank knowingly carries out this operation contrary to legislation based on the customer's instruction or with their consent, the customer and the bank are jointly responsible.
Bank branches and services are fully responsible for the legality of the bank's internal operations being performed and their correct formalization.
They must timely submit to the accounting department the documents (orders, resolutions, directives, estimates, norms, and other materials) necessary for maintaining accounting, control, and sending through calculation devices. Officials of the bank who prepared and signed these documents are responsible for the poor quality and formalization of these documents, delays in their submission for recording in accounting and reporting, inaccuracies in the information in the documents, and the preparation of documents reflecting illegal operations.
The list of officials assigned the task of preparing primary documents and granted the right to sign these documents is agreed upon with the Chief Accountant. See previous edition.
Despite the lack of signing authority, accounting (bank accounting) staff who sign any payment document are held liable in the appropriate manner. Similarly, bank employees who have been granted signing authority are held liable in the appropriate manner if they act beyond their powers. When the bank participates as a payer, liability for the correctness of operations carried out with memorial orders is placed on the head of the bank and the chief accountant.
Responsibility for ensuring the correct and effective implementation of internal control described in these Instructions is placed on the bank management and the internal audit service.

On the cover of the register, over the ends of the passed threads, a separate piece of paper is attached with the inscription "... pages in this register were numbered" signed by the bank head and chief accountant, glued, and certified with a seal. The number of pages is indicated in writing.

The return of unused powers of attorney is recorded in the Register of Issued Powers of Attorney (in the column "Records on the execution of orders according to the power of attorney"). Returned unused powers of attorney are crossed out with the inscription "unused" and are kept by the person responsible for registering them until the end of the reporting year. At the end of the year, such unused powers of attorney are destroyed in the prescribed manner by drawing up an appropriate act. New powers of attorney are not issued to persons who have not reported on the use of expired powers of attorney, and the reason for the non-return of the expired power of attorney is investigated. After the material values are delivered, the power of attorney is submitted to the accounting along with the document for the final batch of values to be delivered according to the power of attorney.
§ 3. Inventory of Material Values and Formalization of Identified Surpluses and Shortages
To control the actual availability and storage of material values in banks, they are subject to periodic inventory, but at least once a year. The procedure for conducting the inventory is established by the bank management, and an inventory commission is formed. The composition of the inventory commission consists of the chairman of the inventory commission appointed by the order of the bank head and its members, and their number must be odd.
An act is drawn up and reflected in accounting in the established manner regarding identified surpluses or shortages as a result of the inventory of material values.
Material values identified as surpluses as a result of the inventory conducted in the bank are considered bank income. See previous edition.
§ 4. Accounting for the Issuance of Material Values from the Warehouse and Their Use
Requisitions written for materials that must be charged to the relevant accounts must contain the authorizing signature of the disposer authorized to sign by the bank order.
Requisitions for issuing materials from the warehouse are drawn up in three copies. They indicate all required requisites, as well as the nomenclature number, name (type), quantity, and purpose of the requested material values.
The first two copies of the requisitions are signed by the material receiver with a receipt confirming receipt, and the warehouse keeper who issued the materials signs these papers. See previous edition.
After the issued materials are written off in the warehouse accounting records, the warehouse keeper stitches the second copy of the requisition into his collection of expense documents in chronological order. The first copy is submitted to accounting, and the third copy is given to the person receiving the materials, except for requisitions formed in software and formalized with an electronic digital signature. When material values accounted for in the accounts "16561 - Fixed Assets in Warehouse" and "19921 - Low-Value and Fast-Wearing Items and Other Valuables in Warehouse" are issued from the warehouse based on electronic requisitions, the document circulation for electronic requisitions is regulated by the bank's internal documents. An income-expenditure order is drawn up to reflect material expenses in accounting documents based on the total sum of the requisitions.
Fuel and lubricants, as well as other economic materials, may be issued regularly to drivers and other persons holding certain limits without requisitions, based on limit cards maintained for each receiver every month. The sum of materials issued is recorded in these cards. Based on these limit cards, the value of materials is written off from the balance sheet at the end of each month. See previous edition.
Material accounting under the "Warehouse" appendix (sub) account is carried out in terms of quantity and value (by type and name).
Personal accounts are kept in an additional book, and in addition, accounting is maintained in cards and registers by material types and accountable persons. The card indicates the bank name, tool name, register number, account number, tool price, number of tools, name of the person issuing the tool, date of the accounting entry, full name of the person responsible for the tool, sum of the tools, and their storage location. Cards are placed in a card index by groups of items of the same type. The ledger for accounting for fixed assets is not closed at the end of the year, and entries in it are continued in the new year. Material values are subject to periodic inventory in the generally established manner.
Cards and registers by material types and accountable persons are maintained in electronic form through software. § 5. Issuance of Funds on Accountability and Accounting for Them
Advances for business trip expenses are given personally to the employee being sent on the business trip.
It is prohibited to give advances for business trip expenses to group (brigade) leaders.
Funds on accountability for expenses related to business trips are given to persons going on a business trip within the limits of amounts covering the cost of getting to and returning from the business trip destination, daily expenses, and accommodation expenses. See previous edition.
Unspent balances of funds issued on accountability must be returned to the bank cash desk after the order is executed or after returning from the business trip. If the order is canceled, the amount of the advance issued on accountability for its execution must be returned immediately.
This does not apply to cases where, due to the nature of the tasks being performed by the accountable person, it is necessary to always carry cash. The amount of the advance balance that may be used to replenish spent amounts is established by bank heads.
Reports on advances spent on business trips completed in the previous year must be recorded in that same year.
Reports on advances spent on business trips started in the previous year and completed in the new year are recorded in the new year's transactions.
Amounts for which no report on expenditure has been submitted must also be reflected in the balances of accountable persons' accounts as of January 1.
V. Accounting Registers and Their Maintenance
§ 1. General Rules
Summary and analytical accounting operations in banks are recorded in separate accounting registers. The General Ledger is used for synthetic accounting, and Auxiliary Books are used for analytical accounting.
The General Ledger records summary information used for accounting, grouping, and preparing reports on bank operations. It reflects opening balances, turnover of operations performed during the day, and closing balances for each account.
Auxiliary Books reflect accounting operations in detail and completely. The form and types of Auxiliary Books are independently determined by each bank.
Accounting operations in General Ledger and Auxiliary Book accounts must necessarily be recorded following the double-entry principle or by indicating the numbers of accounts corresponding to these accounts.
General Ledger accounts are considered control accounts relative to Auxiliary Book accounts. The final sums in the Auxiliary Book must be equal to the control sum in the General Ledger and the balance sheet sum at the end of each bank working day, as well as at the end of the month and on the first day of the new month.

In a multi-currency accounting system, the accounting for the bank's fixed assets, capital, income, and expenses is carried out only in the national currency. Entries in personal accounts are made only on the basis of properly formalized primary documents. A personal account consists of the following requisites:

number of the personal account printing order (i.e., the number assigned by the computer);
code and name of the bank issuing the personal account;
number and name of the personal account;
number, surname, name, and patronymic of the accountant serving the account;

Personal accounts of customers are prepared by software based on primary documents. A copy of the personal account for giving to the customer is printed in one copy and serves as a document confirming the operations performed by the bank on the customer's account. This copy is obtained by persons indicated on a sheet with samples of signatures and seal impressions submitted by the customer to the bank, or by a person authorized by the customer's power of attorney, in the agreed manner. Copies of personal accounts are prepared in the integrated automated banking system; when given to customers, they are formalized with the signature of the responsible executive accountant (Front-office employee) serving this customer and the attached bank stamp.
If banks need information about personal accounts, they use data from the electronic directories of the integrated automated banking system's single database. A stamp must be applied to documents attached to copies, as well as a calendar stamp indicating the date the document was processed for the personal account (if this date does not match the date the document was written). The stamp is applied only to the main attachment of the copy. Second copies of settlement documents with paid funds attached to copies of customer accounts, which have the bank stamp or seal applied at the initial stage of processing, as well as documents related to income-cash operations, are not confirmed with the stamp mentioned above. 3 §. Main and Auxiliary Books

Cash journals are created in two copies via software for cash receipts and payments, and totals are calculated for balance sheet accounts and the entire journal. After comparing the totals with the cash box, the first copies are given to the employee responsible for comparing Auxiliary Book data with Main Book data, as well as for comparing receipt-disbursement documents, posting to the daily summary, and daily computer archiving.
4 §. Verification of Main and Auxiliary Books
Entries in personal accounts are controlled by accounting staff assigned to maintain these accounts. In this regard, it is checked that all entries in personal accounts have passed control by authorized bank employees, correspond to the documents signed by them during the formalization of operations, and that the relevant requisites and document amounts are correctly transferred to personal accounts. Personal account turnovers are checked by comparing the sums of entries for each debit and credit in the turnovers with the sums in payment documents formalized by the bank itself and in electronic payment documents received from other banks. Balance sums at the beginning of the day in personal accounts are checked by comparing them with the balance sums at the end of the previous day's personal account register.
Balance sums at the end of the day in personal accounts are checked via the daily turnover-balance summary and by comparing the following:
Data in control accounts of the Main Book is compared with the final sums of relevant accounts in the Auxiliary Book. If there are no errors in initial entries, the sums will be equal.
5 §. Preparation and Submission of Daily Balance Reports
The Department (Directorate) of Accounting and Reporting of the Head Bank monitors the preparation of the single balance report.
At branches, operations performed based on all payment documents (payment orders, payment demands, collection orders, letter of credit applications, memorial orders, lists of attached collected cash receipts, notices, and money checks) are automatically transmitted to the Main Server as special indicators and immediately reflected on the Main Server. At the end of each working day, the Head Bank prepares a list of operations performed during the day, divided into interbank, inter-branch, and internal bank operations. The Head Bank management must take all necessary measures to eliminate deficiencies if unbalanced, unregulated differences arise or if customer service is not ensured throughout the day.
If branch managers and chief accountants do not report to the Head Bank within the established deadline regarding the lack of balance, measures up to dismissal from their positions will be taken against them.

The daily printing of the single balance for the entire bank at the Head Bank is determined independently by the bank. 5¹ §. Maintenance and Revaluation of Accounts in Multi-Currency Accounting
147¹. Operations conducted in one currency are recorded only in the Main Book of that currency. For example, operations conducted in US dollars are recorded in the Main Book in US dollars, and operations conducted in sums are recorded in the Main Book in sums.
147². A currency cross-operation involves two currencies:
a) operations involving two different currencies are balanced using accounting entries related to the relevant accounts of the currency position in each Main Book of these currencies;
b) operations conducted in foreign currency and sums are recorded in the Main Book in foreign currency and the Main Book in sums;
c) operations conducted in two different foreign currencies are recorded in the Main Books corresponding to these two currencies.
147³. Revaluation of balances of asset and liability accounts recorded in foreign currency is conducted on the last working day of each month to determine profits or losses from changes in exchange rates and to prepare financial reports. Revaluation may be conducted on any day of the month for the preparation of the consolidated balance report. In such cases, the same revaluation rules are applied.
In this regard, the balances of the bank's accounts in foreign currencies (assets and liabilities) are revalued based on the Central Bank's exchange rate as of the balance preparation date.
147⁴. Revaluation is conducted daily via software without accounting entries, solely for the preparation of the consolidated balance report. The difference between the two final sums of revalued assets and liabilities reflects the new balance of the currency position account in the currency book.
147⁵. At the end of each month, profits and losses resulting from revaluation are determined for recording in the financial report. The procedure for determining profits and losses resulting from revaluation is as follows:
a) based on data from Main Books of individual currencies, all balances of assets and liabilities for each currency as of the balance preparation date are summed up. The difference between the final sums of assets and liabilities must be equal to the balance of the currency position account in that Main Book;
b) assets and liabilities recorded in foreign currency are converted into sums based on the rates specified above;
c) the difference between the two final sums of revalued assets and liabilities reflects the new balance of the currency position account in the currency book. This new balance is compared with the corresponding balance of the currency position account in the sum book.
147⁶. The obtained difference constitutes the profit or loss after revaluation and is reflected via the following accounting entry, respectively:

In this regard, the currency position account in the Main Book in sums is continuously regulated until it matches the new balance of the currency position account in the Main Book in foreign currency. Such regulation reflects the profit or loss from revaluation via debit or credit accounting entries.
147⁷. Profit is obtained after revaluation in the following cases:
if the new credit balance of the currency position account in the Main Book in foreign currency is greater than the corresponding debit balance of the currency position account in the Main Book in sums;
if the new debit balance of the currency position account in the Main Book in foreign currency is less than the corresponding credit balance of the currency position account in the Main Book in sums.
147⁸. Loss is incurred after revaluation in the following cases:
if the new credit balance of the currency position account in the Main Book in foreign currency is less than the corresponding debit balance of the currency position account in the Main Book in sums;
if the new debit balance of the currency position account in the Main Book in foreign currency is greater than the corresponding credit balance of the currency position account in the Main Book in sums.

6 §. Correction of Accounting Errors
Erasing and correcting sums, as well as using correcting liquids to make corrections, is strictly prohibited.
If errors are detected after the end of the bank working day, the preparation of the balance report, and its submission to the Central Bank of the Republic of Uzbekistan, such errors must be corrected on the next bank working day by entering reverse accounting entries (storno) to the accounts where the errors were made, based on correction memorial orders. In such cases, sums are deducted from accounts without the customer's consent. This must be specified in the contract concluded between the bank and the customer. See previous edition.
Correction orders must be prepared in three copies if a customer is served by a single bank branch. The first copy serves as the order, and the second and third copies serve as debit and credit notices for customers. See previous edition.
The text of the correction order must indicate when and in which document the error was made. If it was caused by a customer's application, this reason is indicated. On the back of the first copy of the memorial order, it is recorded who was at fault for the error, and the position and surname of the executor, as well as the person who controlled the incorrect entry, are indicated. Applications serving as the basis for correction memorial orders are posted to the daily summary, except for electronic documents formed via software where errors and deficiencies committed by whom can be determined automatically and confirmed by electronic digital signatures of participants. An error in a personal account whose sum is later corrected by reverse accounting entries must be marked with the "Corrected" sign, and the date of correction and the number of the correction memorial order must be indicated. It is strictly prohibited to correct errors in interbank and inter-branch electronic payments using memorial orders. To correct errors in interbank and inter-branch electronic payments, the bank branch that made the error (initiator) sends a request to the bank to which the erroneous electronic payment was sent (beneficiary) via the "Lotus-Notes" communication email, indicating information about the erroneous payment, requesting the return of the erroneous payment document. In this case, regardless of whether the erroneous funds are returned, the initiator bank must transfer the funds to the recipient's account via account "19997 – Other Assets" no later than the next bank working day after the error is detected.
7 §. Storage of Accounting Documents
Responsibility for compliance with the established procedure for storing accounting documents and organizing this work correctly lies with the bank managers and chief accountants. The bank manager and chief accountant must provide guidelines to bank employees, allocate and assign specific places for employees to store documents in cabinets and other warehouses, and establish the procedure and sequence for moving documents to secure places when necessary. The cover of the brochured document consolidated file is formatted in accordance with the form provided in Annex 7 of these Instructions.
A relevant section of the daily list of accounting operations signed by the responsible executive accountant who maintains the account is attached to the bound documents. If the documents are stapled, they may be calculated by referring to the daily accounting journal by the stapler responsible executive accountants, but the employee who prepared these documents must ensure that all documents related to accounting operations conducted during the day are present in this bundle.
The responsible employee assigned to prepare the documents must carefully check that the attachments indicated in the documents with attachments are indeed present.
Completed day documents must be formatted in the manner specified above without delay from the next bank working day. Documents for which formatting is incomplete must necessarily be stored in metal cabinets. Documents for long-term storage, as well as documents related to the bank's internal operations, must be placed in separate consolidated files.
As a rule, these documents are prepared daily. The cover is confirmed by the signatures of the employee who prepared it, the chief accountant, or his deputy, with information on the number of accounting documents and the total sum. See previous edition.
In banks with a small volume of operations, long-term storage documents related to the previous year may be formed at the discretion of the bank manager after the end of the year. In such cases, until the end of the year, these documents must be accumulated in a consolidated file and stored in the warehouse or in a metal cabinet under the responsibility of the chief accountant. When long-term storage documents are bound, supplementary sheets for each day must be attached to the consolidated file, indicating the sums of documents for the debit and credit of each account compared with accounting data for that day, and the total sum of documents for the debit and credit of each account compared with accounting data is recorded on the consolidated file cover. Certificates signed by the chief accountant or his deputy are placed in the general consolidated files of accounting and cash documents. These certificates must be drawn up regarding the sums of documents for the receipt and payment of each account debit, as well as for each "Off-balance" account stored in separate consolidated files. The employee responsible for document storage must ensure the complete and intact storage of documents. They must not allow others to review their documents without the permission of the chief accountant, his deputy, or the department head.
The following documents must be stored:
In the warehouse or metal cabinets:
a) a copy of the annual report for the past year, duly signed, as well as the monthly balance for the last completed month and all its attachments;
b) inspection records for the first day of the current month;
c) active personal accounts for citizen deposits;
d) cash documents for the last 12 months;
e) documents for receipt and payment for the current month;
f) registers for accounts regarding the accounting of buildings and structures, economic equipment, low-value and fast-wearing items.
In metal cabinets, safes, or boxes in a guarded room:
a) active personal account card indexes (excluding personal accounts for deposits), practice journals, books, cards with signature samples, cards for accounting funds issued for payroll, records for calculating interest;
b) card indexes of active and archived pension slips and orders for one-time pension and allowance payments.
Correspondence regarding changes in signature rights, documents determining the authority to manage the account, applications for opening loan accounts, as well as copies of orders regarding the opening of accounts are filed in these consolidated files. The number of the deposit account to be retained until requested is indicated in each consolidated file. See previous edition.
The task of storing documents related to the legal formalization of accounts is entrusted to the chief accountant (Back-office Head) or his deputy. These consolidated files must be stored in lockable cabinets. Active signature samples must be stored in lockable card indexes of the practice department employees. Expired documents related to the legal formalization of accounts remain in the consolidated file, and a line is drawn through them, noting that they have been replaced by new documents. When replacing the sheet with signature samples, one copy of the expired sheets is filed in the customer's legal consolidated file, and the rest are destroyed. If there is no space in the warehouse, this same employee is responsible for the integrity of documents stored in iron cabinets in the accounting department.
Receipt and payment documents are issued from the warehouse and current archive with the written permission of the chief accountant. Documents must be returned by the end of the day. See previous edition.

When the original document is obtained, a protocol or statement is drawn up in two copies, which is signed by the bank manager or his deputy, the chief accountant, and the representative of the organization requesting the document. The protocol or statement must clearly indicate which document is being obtained, at whose request and with whose permission it is being obtained. The second copy of the protocol or statement is handed over to the representative mentioned above. In place of the obtained original document, a copy certified by the chief accountant, the first copy of the protocol or statement, and the request for obtaining the document are placed. This request must also contain the signature of the person who obtained the original document. The chief accountant writes and signs on the cover of the consolidated file where this document was kept that the document has been obtained.

MODEL STATUTE
Regarding Chief Accountants of the Banking System
I. General Provisions
This Statute applies to chief accountants of banks (branches) of the Republic of Uzbekistan and defines the duties, rights, and responsibilities of chief accountants. See previous edition.
In accordance with the Law of the Republic of Uzbekistan "On Accounting," the bank manager is responsible for organizing accounting and reporting in banks and must create the necessary conditions for proper accounting.
The requirements of the chief accountant regarding the documentation of economic operations and their submission to the accounting service are mandatory for all employees of the bank. The bank manager must ensure compliance with these requirements by all divisions, services, and employees related to accounting of the bank. The chief accountant ensures the proper organization of accounting in the bank and the implementation of the Accounting Policy approved by the Bank Council. He submits proposals for appropriate changes to the Accounting Policy if necessary. See previous edition.
The chief accountant of the bank is appointed and dismissed by order of the bank manager. In banks with branches, the appointment and dismissal of the branch chief accountant is carried out by the Chairman of the Bank Management or his deputy, in agreement with the Director of the Department of Accounting and Reporting (Head of the Department). He is also directly subordinate to the bank manager, and in matters related to the organization of accounting, preparation of reports, control procedures, and methodology, he is directly subordinate to the Director of the Department of Accounting and Reporting of the Head Bank. All accounting employees, including the deputy chief accountant and cashiers and controllers located outside the bank, are subordinate to the chief accountant.

In his work, the chief accountant relies on the Constitution of the Republic of Uzbekistan, laws, resolutions of the Chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees and resolutions of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers of the Republic of Uzbekistan, and other normative legal acts, International Financial Reporting Standards, and other normative legal acts on accounting and preparation of financial reports, as well as this Statute.
The chief accountant must know:
a) accounting legislation;
b) civil law, banking, financial, tax, and economic legislation relevant to accounting;
c) bank structure, strategy, and development prospects;
d) normative and methodological documents related to the financial and economic activities of the bank, organization of accounting, and preparation of financial reports;
e) tax, statistical, management, and financial accounting;
f) the procedure for documenting operations and organizing document circulation in accounting units, as well as the procedure for receiving, recording, storing, and spending (expending) monetary funds and their equivalents, as well as other material values;
g) the procedure for recording and derecognizing fixed assets, intangible assets, and other material values, as well as derecognizing debtor and creditor debt, calculating depreciation on fixed assets and intangible assets, and evaluating and re-evaluating property;
h) rules for settlements with debtors and creditors;
i) conditions for taxation of legal and physical persons;
j) the procedure for inventorying property and liabilities, and the procedure for conducting audits;
k) the procedure and deadlines for preparing accounting, tax, and statistical reports;
l) economic analysis of the financial and economic activities of the bank, identification of internal bank reserves;
m) the procedure for conducting inspections and documentary audits;
n) computer programs for accounting, and modern information and information systems in the field of accounting and financial management;
o) the procedure for storing accounting documents and protecting information;
p) labor legislation, labor protection procedures and norms;
q) specific features of production technology;
r) advanced national and foreign experience in organizing accounting.
Duties directly related to material liability for monetary funds and material valuables, as well as performing the duties of the bank manager during his temporary absence, may not be entrusted to the chief accountant. The chief accountant is prohibited from directly receiving monetary funds and material valuables for the bank based on checks and other documents.
During the temporary absence of the chief accountant (business trip, vacation, illness, etc.), the rights and obligations of the chief accountant are transferred to his deputy; if the deputy is also absent, they are transferred to another official based on a separate order of the bank manager. In accordance with Article 36 of the Labor Code of the Republic of Uzbekistan and the Law of the Republic of Uzbekistan "On Banks and Banking Activities," members of the bank management and important employees may work on a part-time basis in other organizations with the consent of the employer, except in cases where their employment in other banks and organizations may lead to a conflict of interest. III. Carrying Out the Handover Procedure When Appointing and Dismissing the Chief Accountant
The protocol is signed by the receiving and handing-over chief accountants, as well as the bank manager and the Head Bank representative (if the Head Bank representative participated in the process according to the order).
If the handing-over chief accountant does not agree with certain information recorded in the protocol, he has the right to provide justified comments on them when signing the protocol and must provide his written conclusion on the disputed part of the protocol. This written conclusion is filed with the protocol as other evidentiary documents.
In banks with existing branches, the protocol is drawn up in three copies and approved by the branch manager. The 1st copy of the protocol is given to the receiver, the 2nd copy to the giver, and the 3rd copy to the Accounting Department of the Head Bank. In banks without a Head Bank, the protocol is drawn up in two copies, with the 1st copy given to the receiver and the 2nd copy to the giver. See previous edition.
The handover is carried out by order of the bank (branch) manager. The order must specify the deadlines for the handover. Also, the right to sign payment documents falling within the authority of the newly hired chief accountant is formalized. Until the signing right is formalized, these documents are signed by the handing-over chief accountant under the control of the new receiving chief accountant. After that, the receiving chief accountant manages the current affairs of the accounting department, establishes his control over the compliance of accounting operations with the approved accounting policy, the documentation and circulation of documents, the preparation of financial reports, and the payment of taxes.
IV. Duties of Chief Accountants

verification of the correct formation of electronic payment documents by comparing them with their original copies, unless this task is assigned to the Deputy Chief Accountant or other accounting staff;

proper maintenance of accounting for incoming funds, securities, commodity-material values, and fixed assets, as well as timely reflection in accounting of operations related to their status and movement;
preservation of strictly accounted forms and proper maintenance of their accounting;
correct reflection in the General Ledger and reports, and correct recording and timely payment of contributions to the state budget and extra-budgetary funds, using the method of accounting for bank income and expenses;
correct and timely calculation of interest on customers' deposit and loan accounts;
compliance with the requirements of accounting legislation when concluding economic contracts;
participation in inspections by legal service staff regarding documents on shortages and misappropriation of funds and commodity-material values, control over the submission of these materials to courts and investigative authorities in relevant cases, and performing these tasks directly if legal service staff do not participate;
providing timely guidance to staff on accounting, reporting, control, and economic analysis issues;
preservation of accounting documents, their proper formalization, and submission to the archive.
a) compliance with established rules for formalizing the receipt and delivery of commodity-material values;
b) proper expenditure of the wage fund, correct establishment of official salaries, and strict compliance with staffing, financial, and cash discipline;
c) compliance with established rules for inventorying funds, commodity-material values, and fixed assets, and fulfilling calculation and payment obligations;
d) timely collection of receivables and repayment of payables within established deadlines, and compliance with payment discipline;
e) legal write-off of shortages, receivables, and other losses from the bank's balance sheet reports.
In cases where the bank has an independent financial service, the duties of controlling the legality, timeliness, and proper formalization of the bank's financial accounting operations are assigned to the Chief Accountant.
The Chief Accountant must actively participate in preparing measures to prevent the occurrence of shortages and illegal expenditure of funds and commodity-material values, together with the bank's internal control and internal audit staff. If it becomes known that officials are committing illegal actions (i.e., overstatement, misuse of funds, and other violations and abuse of office), the Chief Accountant must inform the bank management to take measures.
The Chief Accountant, together with the bank management, must take all measures to eliminate deficiencies identified in accounting as a result of external audits, inspections by Central Bank inspectors, and other authorized organizations.

Documents to which the Chief Accountant or other authorized persons have not signed are considered invalid and are not accepted for execution by responsible persons and accounting staff of the bank.

In cases where an order to perform such actions is received from the bank management, the accountant, before executing it, must in writing draw the bank management's attention to the illegality of the order given. In cases where a written order is received from the bank management or a second signature is affixed to the document, the Chief Accountant executes it. In this case, full responsibility for the illegality of the executed operation falls on the bank management. The bank management must immediately inform the higher bank management in writing about the decision taken. The higher bank management receiving such a notification must review it promptly, make a relevant decision, and inform the Chairman of the Bank Board about this.

The duties of the Chief Accountant listed in these Regulations do not cover all duties that must be performed; therefore, additional duties related to maintaining accounting may be assigned to Chief Accountants by the bank management based on the requirements of current legislation and international standards for financial reporting. V. Rights of the Chief Accountant
The Chief Accountant assigns service duties to subordinate staff. Each staff member must know their obligations and be responsible for their execution. Staff engaged in maintaining and organizing accounting and reporting in other divisions and services are subordinate to the Chief Accountant regarding their duties.
The Chief Accountant's requirements for submitting documents and information to accounting for formalizing executed operations and transmitting data through calculation devices are mandatory for all divisions and services of the bank.
Persons guilty of non-execution or violation of instructions given by the Chief Accountant based on their assigned duties may be deprived of bonuses in whole or in part by order of the bank management in the established manner, or held liable in accordance with the law if necessary.

Issues regarding the appointment, dismissal, and transfer to other positions of persons with material responsibility (cashiers, warehouse managers, etc.) are resolved in agreement with the Chief Accountant.
Orders and directives on establishing official salaries, wage supplements, and bonuses for staff are initially reviewed and signed by the Chief Accountant.
The Chief Accountant has the following rights:
a) to demand from the bank management measures to ensure the proper organization of accounting and control work;
b) to regularly check compliance with established procedures for the receipt, recording, storage, and expenditure of funds, commodity-material, and other valuables in structural divisions;
c) to make proposals to reduce bonus amounts or deprive of bonuses.
The Chief Accountant must firmly stop any attempts to exert pressure on them for fulfilling these obligations and exercising their rights, and persons guilty of this must be held strictly liable.
VI. Liability of Chief Accountants
a) if accounting is maintained incorrectly, resulting in chaos and disruption of accounting reports;
b) if documents are formalized and accepted for execution regarding operations contradicting the established order for receiving, recording, storing, and spending funds, commodity-material, and other valuables;
c) if operations on other accounts and settlements with debtors and creditors are delayed and executed incorrectly until demanded;
d) if the procedure for writing off shortages, receivables, and other losses from accounting balance sheet reports is violated;
e) if an incorrect accounting report is prepared due to the fault of an accounting staff member;
f) if the requirements of other normative legal documents regarding the organization of accounting are violated.

b) failure to timely collect the amount of damage caused by officials;
c) violation of deadlines for submitting daily, monthly, quarterly, and annual balance sheet reports and other accounting reports to relevant authorities;
d) for the preservation of information reflected in the bank's balance sheet report and electronic payment documents, and for the daily archiving procedure.
In this regard, the Chief Accountant may be held disciplinarily liable by the relevant higher bank in accordance with the subordination procedure.

SAMPLE SCHEME OF THE ACT OF ACCEPTANCE AND TRANSFER OF WORK BY CHIEF ACCOUNTANTS OF BANK BRANCHES
The Act of Acceptance and Transfer of Work reflects the presence and condition of the following documents and forms:
Telegraph code — instruction on the use of codes and schedule of dispatch keys (cipher);
Register of opened personal accounts;
Memorial documents for the current year;
Documents related to the maintenance costs of the management apparatus and other documents stored in separate consolidated journals for the current year;
Daily and monthly reports for the current year and the tape calculated for balances in personal accounts for the last month;
Annual report for the previous year;
Dynamic registers for statistical reports and copies of such reports for the current year;
Inspection acts conducted in the bank cash for the current year;
Copies of correction orders for the current year;
Books recording how accounts are distributed among accounting staff and who corner seals, personal accounts, and other materials were handed over to when changes occurred;
Registers recording separate units of accounting work for the period since the last inspection and subsequent inspections, as well as protocols on deficiencies identified during these inspections;
Passports of computing equipment;
Acts of the last inspections and notifications regarding the inspection of accounting work in the department;
Systematic index of normative legal documents of the Central Bank of the Republic of Uzbekistan and amendments to them;
Collections of instructions and other directives of the Central Bank of the Republic of Uzbekistan, as well as current clarifications from higher authorities;
Lists of materials handed over and accepted for storage with unexpired storage periods, submitted to the archive, specifically lists for annual reports for the next 10 years, lists for deposit operations, individual loans to borrowers, operations with precious metals and foreign currency, memorial documents for citizens' deposit personal accounts, and lists of personal accounts for wages of bank employees and staff.
The accepting party must verify the integrity of the aforementioned annual reports and materials by inspecting the documents themselves.
In addition, the act records the acceptance and transfer of keys to the warehouse and reserve fund warehouse, the official seal used to close the warehouse, as well as stamps and seals used in accounting work, in accordance with an album with their impressions;
The following are attached to the Act of Acceptance and Transfer of Work:
a) balance sheet as of the day the work was accepted and transferred;
b) act of inspection of valuables in the cash and warehouse;
c) act of inspection of reserve funds;
d) act of inspection of the state of accounting work. It must also describe the condition of the use of existing computing machines and office equipment;
e) report on profit and loss as of the day of acceptance and transfer of work;
f) staffing schedule showing current staff (positions and salaries);
g) list of sums of receivables whose collection is uncertain. A detailed description must be provided for each sum;
h) list of unexecuted complaints, reclamations, and requests from customers, as well as other banks;
i) list of work being handed over and correspondence regarding accounting work (specifically, correspondence related to emission operations);
j) list of names of accounting staff with their work experience. This list must record whether they used or did not use their next vacation for the current year;

Comments on the Necessity of Dividing the Accounting Apparatus into Front-office and Back-office
Main Tasks of Structural Divisions:
From the bank's perspective, the importance of dividing the Accounting Apparatus into Back-office and Front-office is that Front-office specialists provide direct services to customers, while Back-office specialists process operations initiated by Front-office staff at a stage where the customer's direct participation and waiting for the completion of this stage are not required, bringing them to completion. As a result, each bank operation is carried out in two independent divisions, creating a system of mutual control among bank staff.
From the customer's perspective, the importance of the division is that it creates the opportunity to resolve all their issues with staff of different positions in one division or building of the bank. The customer communicates only with Front-office staff from the start to the completion of operations, and the existence of the Back-office is considered irrelevant to the customer.
To determine the responsibility of the bank's structural organization, it is necessary to define the approximate scope of task distribution among divisions based on the description of operations they perform. It should be noted that the scope of tasks assigned to a division does not need to be strict. Depending on the volume of services provided by bank divisions and the level of automation of bank operations, there may be no specific division/sector within the Back-office or Front-office. In such cases, it is envisaged that the tasks of one division/sector will be performed by another division/sector.
Tasks are distributed separately for each division of the bank's structural organization.
Customer Service:
Since all bank services are provided only in the Front-office division, this division must be formed by qualified specialists who know all types of bank services well.
In this regard, it is necessary to announce the terms and conditions and the list of services provided by the bank to customers, and inform existing and prospective customers of the bank about these services.
Taking into account the possibility of non-standard — unforeseen situations arising during the service process, it should be composed of highly qualified specialists who can resolve questions arising for specific service types (for example, registration and accounting of export or import contracts) on the spot and have the ability to fully control relevant operations.
From this, it follows that the smaller the scope of legislation the responsible executor must know to perform operations, the faster and higher quality their work will be. Therefore, it is appropriate to distribute customers among Front-office responsible executives such that one responsible executive has customers of one type. In this case, one responsible executive must serve all existing accounts of the customer.
Front-office staff should be grouped by customer categories of physical and legal persons. Depending on the diversity (or unity) of the legal base, the aforementioned customers can be further divided into the following smaller types:
customers conducting operations only in national currency;
customers conducting operations in national and foreign currencies.
It is recommended to group customers under different legal frameworks into the following categories:
Enterprises and Organizations:
any organizations conducting activities within the country and abroad, as well as foreign representations, or any organizations having accounts in national and foreign currencies;
large (corporate) customers conducting activities only within the country;
small business and entrepreneurship entities and other organizations, as well as individual entrepreneurs without legal entity status.
Physical Persons:
physical persons having accounts in national and foreign currencies;
physical persons having accounts only in national currency.
Each group of specialists in the Front-office division of the bank provides customers with a full list of standard services provided to them.
If a group of staff provides services for many types of operations, fewer customers should be distributed to this group. This is because serving a customer with many types of operations takes up a lot of time for the bank staff during a single visit.
Control:
The responsibility for the formalization of documents submitted by the customer and preliminary control of the correctness of operations initiated by them is assigned to the Front-office. In cases where additional control is necessary (the bank develops a list of operations that must be controlled and the procedure for controlling them), the Front-office staff member submits documents for operations to the controlling staff member.
Control of customer operations performed by the bank can be divided into the following types based on their characteristics:
Checking the customer's actions based on the contract;
Checking that the customer is performing their operations in the manner established by legislation;
Ensuring compliance with requirements for the formalization of documents;
Determining the availability of financial conditions for making payments.
The task of final control is to conduct the final control of operations by Back-office staff no later than the next bank working day.
