Banco Nacional del Ejército, Fuerza Aérea y Armada, S.N.C. (BANJERCITO), in its capacity as an Entity of the Federal Public Administration, Paraestatal, Majority State-Participation Company, National Credit Society, and Development Banking Institution, is established as a Coordinated, Non-Supported Entity with Indirect Control, whose own revenues are not included in the Revenue Law, and whose expenditures do not form part of the total net spending.

In this sense, all actions considered in the Program, including those corresponding to its objectives, strategies, and lines of action, as well as inter-institutional coordination tasks for the implementation of said actions, monitoring, reporting, and accountability, will be carried out from the budget authorized for this Financial Institution; therefore, it will not be necessary to request additional public resources beyond the authorized budget, always adhering to the principles of the Federal Law on Republican Austerity.

  1. Legal Basis

With the objective of establishing a clear guideline for institutional management, this document is governed as a strategic instrument, through which Senior Management sets the course for the Bank in the short, medium, and long term, detailing strategies oriented towards the fulfillment of institutional objectives as established in its Organic Law.

In its capacity as a Development Banking Institution, BANJERCITO provides its services subject to the objectives and priorities of the PND and PRONAFIDE, in accordance with what is stipulated in articles 2° and 3° of its own Organic Law, article 26 of the Political Constitution of the United Mexican States, articles 2, 4, 12, 14, fraction VI; 17 fractions V and VI, 22, 24, 26 Bis, 3rd paragraph, and 31 2nd paragraph of the Planning Law, articles 47, 48, 49, and 59 fraction II of the Federal Law of Paraestatal Entities, articles 15, 22, and 27 of its Regulation, and articles 30, 31, 46, and 47 of the Law of Credit Institutions.

In congruence with what is established in the Federal Law on Republican Austerity, this program is governed by the principles of rationality, efficiency, and responsibility in the use of public resources. The foregoing, with the purpose of avoiding superfluous spending, prioritizing substantive actions, and contributing to the strengthening of the Federal Public Administration through compliance with provisions on austerity.

In compliance with article 17 fractions II, V, and VI, and 30 of the Planning Law, which establishes that Paraestatal Entities must elaborate their respective Institutional Programs, under the terms provided; the Federal Law of Paraestatal Entities or, in its case, by the provisions that regulate their organization and functioning, attending to the provisions contained in the corresponding Sectoral Program, observing in what is pertinent the respective environmental, economic, social, and cultural variables. The Institutional Program of BANJERCITO 2025-2030 reflects the strategic vision of Senior Management, exposing lines of action oriented towards the strengthening of management, development, and performance of the Bank.

For the above and in attention to its functions, BANJERCITO will be responsible for coordinating the integration, publication, execution, and monitoring, as well as the delivery of results in accordance with the principles of transparency and accountability of this Institutional Program.

Through this document, the actions to be implemented to expand the offer of financial services for the benefit of the personnel of the Armed Forces are specified, in congruence with the directives issued by the Federal Executive.

  1. Diagnosis of the current situation and long-term vision

BANJERCITO carries out its activities through two main activities:

  1. Financial Services to its target population and the general public, and

  2. Border Banking Services

5.1 Financial Services

In an increasingly interconnected world, Financial Inclusion and Digital Transformation represent fundamental pillars for economic and social development. Financial Inclusion, understood as the "access and use of financial services" (CONAIF, 2016), has become a priority both nationally and internationally. In turn, the digitization of these services is evolving the way people interact with the financial system, facilitating access and reducing geographic, economic, and social barriers.

Worldwide, organizations such as the World Bank, the International Monetary Fund, and the G20 have promoted strategies to promote Financial Inclusion. Initiatives such as the Global Findex Database (World Bank, 2021) show important advances in access and use of financial services worldwide, but also allow identifying the main barriers and gaps in Financial Inclusion.

In Mexico, the context of financial inclusion has improved, but still faces important challenges. According to the ENIF 2024 prepared by the CNBV and INEGI, the following findings are presented below:

  • In 2024, 76.5% of the population declared that they have at least some formal financial product; however, there is a gap between men and women of 8.1 percentage points.

  • Regarding access to financing, half of the adult population declared having or having had some type of financing in 2024, (37% of the population has some credit and 13% had some credit).

  • In financial infrastructure, the main financial channels in 2024 were ATMs and branches with a population usage of 60% and 49% respectively.

  • Regarding digital means, 69% of the population made inquiries or movements in accounts through the mobile application, being the main means, followed by ATMs with 20%.

  • As payment methods, in 2024, one in three people made payments in physical establishments with a physical card, and one in five people with transfers. Likewise, close to 93% of the population prefers cash to make their payments.

For the above, there are important challenges to contribute to financial inclusion and the development of physical and digital technological infrastructure, such as increasing the use of financial products by facilitating times and processes for obtaining them, and thereby, decreasing the use of cash, promoting the use of physical cards and transfers with the optimal use of physical technological infrastructure (branches, ATMs, and correspondents) and digital (mobile banking), increasing the network of physical infrastructure, to reach lagging regions and promoting the use of digital infrastructure, through advertising, promotional, and dissemination strategies so that people know the financial products and services and can access financing as well, accompanied by guidance and talks on financial education, and reducing gender gaps through strategic products oriented towards women that contribute to their well-being.

A similar panorama is observed with the target population of BANJERCITO, which according to Article 2° of its Organic Law, is a Development Banking Institution and has the object of granting financial support to members of the Army, Air Force, National Guard, and Navy of Mexico (Target Sector or Armed Forces).

The Armed Forces constitute the set of permanent institutions responsible for preserving national sovereignty, guaranteeing internal security, and contributing to social peace in the country. In this framework, BANJERCITO fulfills a strategic function as a financial institution serving military, naval, and national guard personnel in active service, in retirement status, and their beneficiaries, offering products and services that strengthen their economic well-being and promote their Financial Inclusion.

The Armed Forces are integrated by four institutions, grouped into two State Secretariats which are: Secretariat of National Defense (in charge of the Mexican Army, Mexican Air Force, and National Guard) and the Secretariat of the Navy (in charge of the Mexican Navy).

At the close of 2024, the personnel of the Armed Forces (personnel in active service, in retirement status, and pensioners) amounted to 506,578 elements, of which 374,515 are accredited (elements who have at least some credit product), so the Coverage Index was located at 73.9% (Graph 1).

It is important to highlight the reduction between 2020 and 2024 of the Coverage Index (personnel with an active credit), which is explained by several factors, the fact that elements do not reach the minimum seniority or the necessary hierarchy to access certain products, the increase in indebtedness of the target sector, changes in evaluation and granting criteria for credits, the objectives of maintaining adequate risk management and keeping healthy finances in this S.N.C. This factor also coincides with the second reason why the general population does not have some credit product in the ENIF 2024, since they do not meet the minimum requirements to access credits.

At the close of 2024, the credit portfolio was located at 49,098 mdp, where Troop personnel had 59.79% participation (Hierarchy in which Soldiers, Corporals, Sergeants, and their equivalent in the Navy are located), personnel who have the highest delinquency, located at 1.88%, which is indicative as an area of opportunity to increase Financial Education Campaigns, in order to promote Financial Inclusion and Good Management of their Personal Finances.

It should be noted that, within our credit portfolio, there is indirect benefit for civilian personnel (Beneficiaries) as observed in Table 1, since this Institution has the financial product Banje-Auto Familiar, which is directed to parents, children, and/or spouse of military, naval, and national guard personnel in active service or in retirement status, and military personnel act as Guarantors to access said product.

In Graph 2, the preference in types of credit by military, naval, and national guard hierarchy can be observed, which reflects that for the hierarchies of soldier and sailor, practically 99.85% of the credits granted (206,029) are for consumption and 0.15% (300) are mortgage, and as one ascends in hierarchy until reaching Division General or Admiral, close to 85% of the credits granted are for consumption and 15% are mortgage.

In Graph 3, the composition of the credit portfolio with data as of December 2024, by hierarchy and type of loan, is observed, where it is visualized that from the hierarchy of soldier/sailor practically 98.8% of the credit portfolio balance corresponds to consumption credits (6,822 mdp), and only 1.2% corresponds to mortgage credits (84 mdp), while, for the hierarchy of Division General, 40.3% (84 mdp) corresponds to consumption credits and 59.7% (124 mdp) to mortgage credits. Therefore, it is inferred that there is a greater payment capacity of elements with higher hierarchy and therefore greater ease of obtaining a mortgage credit with a higher loan amount.

From the number of credits in the portfolio at the close of 2024 by type of loan and gender, the following is observed:

In Table 2, it is observed that 85.4% (614,235) of consumption credits was granted to men contrasted with 14.6% (104,849) of credits granted to women. Meanwhile, for mortgage products, 92.9% (29,624) corresponds to credits for men and 7.1% (2,251) to women. This behavior is directly related to the composition of the personnel of the Armed Forces, where the female population represents 20% (101,917) with respect to the total of the sector (506,578). It is worth mentioning that the Coverage Index for men was 76.91%, while that of women was 73.01% as of December 2024. In this sense, it is observed that more than 70% of men and women of the Armed Forces have some credit product, which reflects an important level of access to financing in both genders.

A similar behavior is observed with respect to the balance of the credit portfolio as of December 2024 by gender and type of loan (Table 3), where 86.6% of the credit portfolio balance corresponds to men (42,533 mdp) and 13.4% (6,565 mdp) to women.

Note: Our diagnosis does not consider the population by age groups, due to the fact that to grant credits, hierarchy and seniority in the Armed Forces influence.

The States of the Republic in which there is greater participation in the balance of the credit portfolio are: Mexico City, State of Mexico, Veracruz, Guerrero, and Oaxaca, as they are the federal entities where our target sector is mostly concentrated. It is important to mention that traditional granting is done through branches, however, due to the nature of the strategic sector attended by the Institution, the elements of the Armed Forces are deployed in those places where they are required, for which reason they are frequently moving throughout the country, for which reason through Electronic Banking, the granting of consumption products such as Unsecured Loans has been promoted. For the above, at the close of 2024, there were 328,838 credits placed through Electronic Banking, which represents 43.79% of the total credit portfolio.

Regarding the payroll and savings accounts that this Institution has, in the following table it is observed that the number of bank accounts is higher for men due to the composition of our target sector, and it is important to highlight that between 2023 and 2024 the growth rate of said accounts was higher for the case of women (4.69% for women and 3.01% for men) which favors Financial Inclusion with a gender perspective.

In the same line, in order to continue promoting Financial Inclusion, in the following graph the campaigns that the bank has undertaken are presented, and it is important to highlight the constant growth that has been had.

Physical infrastructure, according to the Annual Panorama of Financial Inclusion 2024 report of the CNBV, in 2023 the number of ATMs amounted to 67,035 units, representing a growth of 5% with respect to 2022, with which 78% of the municipalities in the country had at least one ATM, and for every 10 thousand adult people, there were 7 ATMs for their attention. Likewise, based on the quarterly report on Financial Inclusion of the CNBV with data as of the 3rd quarter of 2024, there was a network of 68,726 ATMs; however, the problem of not having the necessary ATMs where required stands out; since the coverage of ATMs in municipalities was in inverse relation to their social lag, that is, to lower social lag there was a greater number of ATMs and to higher social lag, fewer ATMs, so there are regions where there is a shortage of ATMs and where the population finds difficulty in accessing financial services.

In the case of BANJERCITO, in order to benefit our target sector, the following table illustrates the network of ATMs.

It is important to highlight that this Institution has a network of ATMs strategically located in regions, military and naval zones, branches, and areas close to our target sector, which had a growth of 57.89% between 2020 and 2024.

Thus, BANJERCITO aspires to provide quality experiences, caring for the functioning of installed and operating ATMs, ensuring correct maintenance and operability of these. Likewise, it intends to increase the network of ATMs, moving from traditional ATMs to multifunctional ATMs, in order to migrate operations usually done in branches to multifunctional ATMs, decreasing times in basic operations.

Another option for cash withdrawal are the collaboration agreements that are had with different credit institutions such as Banamex, BBVA Bancomer, Banco Azteca, BABIEN, and Afirme, so that personnel of the Armed Forces can use their network of 32,402 ATMs, without commission charge.

At the annual close of 2024, the bank had 93 branches distributed in 6 strategic zones in National Territory, as follows:

As mentioned previously, due to the deployment of the Armed Forces throughout the national territory, it is not always possible to have a branch or an ATM within reach, it is important to have access to electronic banking, through which they can make inquiries or movements and request some credit products. In 2024, the coverage index of electronic banking was located at 73.36%, so this Institution intends to increase its coverage, in order to contribute to the well-being of our target sector.

As part of its Financial Inclusion strategy and with the objective of providing an integral service, BANJERCITO has diversified its product portfolio, incorporating options such as:

5.2 Border Banking Services.

The Border Banking Services provided by this Institution play a strategic role in regulation and facilitate the temporary transit of people and vehicles between Mexico and the U.S. It is important to mention that since 1992, by order of the Ministry of Finance and Public Credit (SHCP), BANJERCITO has been responsible for the processing, registration, and control of the Temporary Importation of Vehicles, and Imported Vehicles in the Northern Border Region or Zone of the Country. The procedure is carried out in accordance with the standards and provisions published by the General Administration of Customs.

Likewise, BANJERCITO manages the Right of Non-Remunerated Activity "DNI", which is a payment made by foreigners who enter the country with the migratory characteristic of Tourist, Business Visitor, Advisor Visitor, or Transmigrant, highlighting that in coordination with the National Institute of Migration, there is an agreement whereby the bank collects the fee and at the same time gathers information to integrate the database of foreigners in the country.

Within the framework of this diagnosis, we have identified internal and external factors that represent areas of opportunity and possible risks for current operations, such as:

  1. Partial digitalization of processes, despite having some online procedures, such as the Temporary Import Permit for Vehicles, a large part of the processes still require the physical presence of the user, which generates long waiting times during periods of high traffic.

  2. Limited infrastructure. Although the entity has presence at strategic border points, some modules could improve in terms of user comfort and space adequacy, in order to offer greater comfort and ease of use.

To provide the service of issuing Temporary Importation Permits for Vehicles, as of the end of December 2024, the bank had 42 border offices and 10 offices in the U.S. Consulates, located at strategic customs entry points for land entry in the United States where there is a Mexican population and needs for border services: Chicago, Houston, Los Angeles, Denver, Dallas, San Bernardino, Sacramento, Austin, Phoenix, and Albuquerque.

Service granted to residents in the Northern Border Region or Zone of the country who are owners of used vehicles imported definitively to that Region or Zone, in order that they can enter legally with their vehicle into the interior of the Mexican Republic.

Consists of issuing a temporary import permit for foreign mobile homes, which require entering national territory temporarily, crossing the border zone limit, in order to have control of the mobile homes circulating in the country legally.

Consists of issuing a temporary import permit for foreign vessels, which enter temporarily through national waters, in order to have control of the vessels arriving at national ports or the Mexican coastline.

Duty-Free Allowance

Tax collected when there is an excess in the authorized duty-free allowance, regarding personal luggage when entering the country by land, the amount is determined by the customs authority.

Physical Vehicle

Inspection

Service granted to natural or legal persons who carried out before the customs authority, the definitive importation of used foreign vehicles into national territory, which consists of a physical, documentary review, and consultation of the theft report in Mexico, with the purpose of placing the

Certificate and carrying out the registration of Inscription to the Public Vehicle Registry (REPUVE).

Migratory Taxes

Migratory contribution that foreigners must pay who wish to enter Mexican national territory by land entry under the condition of stay tourist or non-tourist.

5.3 Linkage of the Institutional Program with the National Development Plan 2025-2030.

Based on article 24 of the Planning Law, article 31 of the Credit Institutions Law, and article 2° of the Organic Law of BANJERCITO, the Institutional Program of the entity 2025-2030, must be prepared based on the NDP 2025-2030 (published in the Official Gazette of the Federation, on April 15, 2025) and the corresponding Sectoral Program, which, in this case, is PRONAFIDE 2025-2030.

BANJERCITO aligns with the NDP 2025-2030 through the following axes:

  • General Axis 2, Development with Well-being and Humanism

  • General Axis 3, Moral Economy and Work

Likewise, this Institutional Program has its linkage with Transversal Axis 1 Substantive Equality and Women's Rights, Transversal Axis 2 Public Innovation for National Technological Development, and with the Principles of Mexican Humanism, such as the Principle "Politics is done with love and not with hate" since the happiness and well-being of our target sector is part of our mission being "To provide banking and credit services to members of the Armed Forces under preferential conditions, which improve their quality of life, increase their assets and family well-being, as well as offer banking services to the general public".

In compliance with the "One Hundred Commitments for the Second Phase of the Transformation", BANJERCITO aligns with the following Republics:

  • I. Democratic, Just, Honest, Free, Participatory, and Responsible Republic.

  • III. Educator, humanist, and scientific Republic.

  • VIII. Republic with work and fair wage.

  • XI. Prosperous and Connected Republic.

5.4 Long-term Vision.

Among the main challenges facing our target sector are the following:

  • High indebtedness: The ease of access to credit in Traditional Banking can lead to levels of indebtedness difficult to manage.

  • Lack of financial culture and economic vulnerability: There is a low savings culture, so there is economic vulnerability in case of retirement, disability, or death, for which reason, their family economy may be affected.

  • Access to technology: these digital financial services may be affected by the zones in which our sector is deployed, such as rural or remote areas.

For the above, contributing to the permanent objectives of this Institution and always with the aim of benefiting our clients, work will be carried out on the following actions:

  1. Increase the granting of consumer and mortgage credits, as well as implement improvements in the conditions of credit products such as the expansion of credit lines, reevaluate and improve the credit conditions offered by Commercial Banking and increase the term of credits, in order to decrease monthly payments and generate greater liquidity for the borrower without putting their debt capacity at risk and thereby contributing to their family economy.

  2. Financial education talks and promotional fairs will be increased in our branches, as well as in Military, Naval, and National Guard facilities to promote savings, investment, and BANJERCITO products.

  3. Maintain a healthy credit portfolio by reducing overdue credit portfolio with the purpose of strengthening the assets of the Institution.

  4. With the objective of modernizing our processes and improving efficiency in attention, greater impetus will be given to electronic banking which will allow movements and procedures to be carried out digitally, streamlining processes and reach with our target sector.

  5. The optimization of attention channels will be sought, as well as expanding the coverage of cash disbursements and various procedures that benefit our target sector through multifunctional automated teller machines.

  6. Work will continue to improve the customer experience through the reduction of waiting times in branches, and greater digitalization in the processes of applications and tracking of procedures.

  7. The personal and professional development of female personnel who are members of the Armed Forces will continue to be incentivized, seeking to reinforce financial inclusion activities for women, through promotions and products that address their needs.

  8. This Institution will work on innovation and technological development that impacts the automation of processes that contribute to the strengthening of digital branches that will facilitate access to specific financial solutions for our sector.

  9. Border banking services will be sought to strengthen focused on optimizing processes in order to improve the customer experience.

For the above, from the VIII Republic with work and fair wage, of the One Hundred Commitments for the Second Phase of the Transformation, in relation to Commitment 58 with which it aligns: Progressive increase of salary to soldiers, marines, and the national guard, from 2030, our target sector will have more favorable conditions to access credits, as they will have greater financing, added to the commitment of BANJERCITO to improve the conditions of products and carry out a progressive increase of credit lines and terms without neglecting their indebtedness, profiling our sector with a view to obtaining mortgage products to acquire their assets and contribute to the well-being of their family with a view to 2050.

  1. Objectives

In accordance with what is established in the Planning Law and the Federal Law of Parastatal Entities, BANJERCITO, as a Development Bank, aligns with the NDP 2025 - 2030 and PRONAFIDE 2025 - 2030, so the objectives of the Institutional Program

of BANJERCITO 2025-2030 are listed below:

6.1 Relevance of Objective 1: Incentivize savings and investment within the personnel of the Armed Forces and the general public.

This objective has its linkage with General Axis 2 Development with Well-being and Humanism of the NDP 2025-2030, insofar as through this Axis the State assumes the responsibility to promote, respect, protect, and guarantee social rights, guaranteeing that the population has access to education, health, adequate housing, and the financial system. In this sense, BANJERCITO will have in sight to put at the reach of the target sector (Armed Forces) and the general public, the access and use of financial products and services through the deployment of financial education campaigns, with the purpose that our clients have the knowledge and skills that allow them better planning and correct management of their personal finances.

Specifically, this objective has linkage with objective 2.1 "Strengthen the social protection network to guarantee the social and economic inclusion of the entire population, with special attention to groups in situations of vulnerability", of General Axis 2 of the NDP 2025-2030, and more particularly with strategy 2.1.6 "Expand and strengthen the offer of financial products and services to meet the needs of beneficiaries of social programs, promoting savings and investment with an inclusive approach that considers ethnic, linguistic, and cultural diversity", insofar as BANJERCITO intends to foster savings and investment of the Armed Forces and the general public.

The current area of opportunity lies in the fact that there is a low culture of savings and investment within our target sector, in order to improve their financial habits, this financial entity will increase the dissemination of the benefits of savings and investment products, facilitate the process of opening said products, and improve the conditions offered by this Institution for the benefit of members of the Armed Forces.

6.2 Relevance of Objective 2: Increase financing for members of the Armed Forces.

This objective has its linkage to General Axis 2 Development with Well-being and Humanism of the NDP 2025-2030, since, in order to guarantee access to the financial system, BANJERCITO will carry out strategies that boost the granting of credits to our target sector (Armed Forces) in order to contribute to their economic well-being.

In the context of the target sector, as mentioned in the diagnosis, as of the end of December 2024, 73.9% have at least some credit product from this S.N.C., so there is not only an important opportunity to reach more elements of the Armed Forces and thus close the gap, but there is also an area of opportunity to offer products in better conditions. It is important to highlight that, there are several factors that influence that credit cannot be granted to members of the Armed Forces, highlighting the following:

  • High indebtedness: There is Armed Forces personnel with considerable indebtedness and limited payment capacity, so they are limited to access to BANJERCITO products and services, due to having alimony or being in the credit bureau and not having a good management of their personal finances. In this sense, financial education campaigns, credit fairs, and promotional talks will be boosted to achieve awareness among our strategic sector about the importance of good management of their personal finances, as well as putting at their reach products according to their needs.

  • Seniority and military hierarchy: In many cases, members of the Armed Forces do not have the necessary hierarchy or required seniority to access certain products. Therefore, in order to boost the granting of credits, without putting their finances and payment capacity at risk, BANJERCITO will carry out improvements in credit products, such as the expansion of the term of mortgage products (from 20 to 25 years), with the purpose of reducing monthly payments to improve their payment capacity and financial stability, and thereby align with objective 2.9 "Guarantee the right to adequate and sustainable housing that improves the quality of life of the population", aligned with Strategy 2.9.2 Boost financing in the housing sector.

Likewise, this objective has close linkage with Transversal Axis 1 Substantive Equality and Women's Rights, through which the State has the responsibility to generate conditions for all women to fully exercise their rights, access opportunities on equal terms, and develop in an environment of peace, security, and well-being, as well as have access to the financial system.

For the above, BANJERCITO establishes a strong commitment to equality and women's rights by integrating a gender approach in its strategies and products, seeking to guarantee that women members of the Armed Forces have equitable access to financial opportunities promoting their integral development.

The current problem lies in how to face it to achieve greater participation of women in the financial system, and ensure the economic empowerment of women through specific products that address their needs and talks that foster greater participation of women in the financial sector, the achievement of this objective will be important to foster access to financing not only of the target sector in general, but with a gender perspective to achieve greater Financial Inclusion.

6.3 Relevance of Objective 3: Boost banking operations through the implementation of physical and digital technological infrastructure, with the purpose of benefiting BANJERCITO clients.

This objective has its linkage to the "One Hundred Commitments for the Second Phase of the Transformation", specifically in III. Educator, humanist, and scientific Republic, commitment 33. Mexico will be a technological and innovation power, and 34. Technological development program for national development, which are encompassed in General Axis 2 Development with Well-being and Humanism.

As well as it also has linkage with Transversal Axis 2. Public Innovation for National Technological Development of the NDP 2025- 2030, aligned to Transversal Objective 2.1: Increase the productivity and competitiveness of the country through a process of simplification, digitalization, and reduction in resolution times of procedures in the three levels of government, and Strategy T2.1.1: Build a national digital identity that allows efficient access to services and streamlines online procedures, reducing times and costs for Mexican society; since this Institution seeks to stay at the forefront through the boost of physical and digital technological infrastructure with the purpose of improving the efficiency and quality of the services it offers to its target sector and the general public, contributing to the reduction of waiting times and that it is within reach of everyone, regardless of their geographic location.

The current problem lies in the fact that, the Armed Forces, due to the nature of their work, carry out operational deployments throughout the national territory, and on many occasions, do not have a branch within reach, so it is fundamental that no matter where the Institution's clients are deployed, they can access the financial products and services offered by this Institution, either through physical infrastructure such as the automated teller machine network, or through digital infrastructure such as the Banjenet, Banjetel, and Banjecel platforms.

Likewise, BANJERCITO seeks to guarantee that clients can carry out their processes and applications in a fast, accessible, and secure manner, so it is crucial to maintain constant innovation in the interface of its applications, ensure correct maintenance in the automated teller machine network, and modernize them to contribute to the migration of procedures carried out in branches to digital channels and thereby reduce waiting times in branches, reduce the times of their procedures, and improve the customer experience.

Regarding the constant innovation in the interface of the applications, it is intended to provide access facilities to information with dynamic and efficient interfaces through Electronic Banking (Banjenet and Banjecel), with the purpose of having rapid navigation, knowledge, and use of financial services, as well as boosting the offer of financial products, news, and promotions for the benefit of the target sector.

This objective, in addition to aligning with the NDP 2025-2030, also aligns with the objectives of the BANJERCITO Strategic Plan, Vision 2040, through which it is sought to increase the use of digital technologies, to attend to clients to a greater extent by digital means and in an agile manner in physical channels. Therefore, it will maintain its efforts to prioritize the materialization of technological projects for the benefit of the client (Front office) and foster the development of technological solutions to improve processes (Back office and Staff).

It is important to highlight that BANJERCITO has a Vision for the year 2040, which has as its purpose to be the guide for the different areas that integrate it, in the improvement of credit services and products offered to the personnel of the Armed Forces and their beneficiaries, as well as to streamline the activities carried out by employees of this Institution. Cited document, is focused on technological modernization, improvements in customer service, structure, processes, business, and financial inclusion and real for the Institution, which will give it solidity and financial growth, which will go hand in hand with the NDP and PRONAFIDE 2025-2030.

6.4 Relevance of Objective 4: Strengthen Border Banking Services to optimize the experience of Mexicans living abroad and foreigners seeking to enter the country.

This objective has its linkage to the "One Hundred Commitments for the Second Phase of the Transformation", specifically in I. Democratic, just, honest, free, participatory, and responsible Republic, commitment 17. Largest digitalization in history (procedures and services), and in XI. Prosperous and connected Republic, commitment 74. Economic incentives continue in border zones.

Specifically, this objective aligns with Transversal Axis 2 Public Innovation for National Technological Development, of the NDP 2025-2030, since, through intelligent technology and digital scanning, it is intended to improve the efficiency, accessibility of border banking services, significant savings of time and resources in routine activities, aligning with Transversal Objective 2.1 Increase the productivity and competitiveness of the country through a process of simplification, digitalization, and reduction in times of

resolution of procedures at the three levels of government, with Strategy T2.1.1 Build a national digital identity that allows efficient access to services and streamlines online procedures, reducing times and costs for Mexican society.

Likewise, it has its linkage with objective 3.7 of the PND 2025-2030 Improve the mobility of people and goods throughout the national and cross-border territory, increasing the country's competitiveness through the consolidation of an intermodal infrastructure network for efficient, sustainable, and safe transport, Strategy 3.7.2 Foster the construction, modernization, and conservation of transport infrastructure to guarantee the mobility of people, goods, services, and national and international tourists, ensuring road safety, accessibility, efficiency, sustainability, quality, inclusion, and equality; therefore, although this Institution will not participate in the increase of physical transport infrastructure, it will participate through technological infrastructure, in order to automate recurring procedures and thereby achieve reduced times and resources, improving the customer experience.

Currently, BANJERCITO is entrusted with providing Border Banking Services, which focus on the entry and exit of vehicles at the country's borders. The main problem we face is that; many of our processes are still carried out manually using paper, which implies an excess in waiting time for document review, harming the customer experience. For this reason, this Institution assumes the importance of implementing the automation and digitalization of procedures, contributing to making mobility sustainable (by reducing paper), safe (reducing human errors through automation), and efficient at the country's border points.
