This instruction amends Instruction 15/2014 to restrict the obligation to report decentralized euro cash deposit and withdrawal services exclusively to Credit Institutions (ICs). It updates the electronic reporting form on BPnet by changing the field label from "IC/ETV Code" to "IC Code" and clarifies that this information will not be integrated into the SIN system in the immediate future. The amendment enters into force 30 days after publication.

The Bank of Portugal, through Instruction No. 15/2014, now revised, regulated the conditions under which decentralized deposit and withdrawal services of euro notes and coins are made available by entities that professionally operate with cash, additionally determining the duty to report information regarding said services, such as the identification of clients, the type of equipment in use and its location, by filling out the form available in electronic format on BPnet.

More than four years having passed since the publication and entry into force of Instruction No. 15/2014, and with the experience gathered regarding the performance of the types of equipment operating in the national territory, with the realization of tests and the production of reports that reflect, among other things, the respective results and behavior of those, the present amendment is deemed justified.

In this context, through this revision, only Credit Institutions (ICs) are now obliged to the duty of reporting information by filling out the aforementioned form available in electronic format on BPnet, determining that this amendment requires the adaptation of the field relating to “IC/ETV Code” which now contains only the reference to “IC Code”.

Regarding the possibility of including this type of information in the Integrated Inspection System in the Cash Area (SIN), as had been mentioned in Instruction No. 15/2014, it is important to clarify that this reality is, at least in the immediate future, ruled out.

Mod. 99999940/T – 01/14 Thus, under the provisions of Articles 14 and 17 of the Organic Law of the Bank of Portugal, approved by Law No. 5/98 of January 31, and by Decree-Laws No. 184/2007 of May 10 and No. 195/2007 of May 15, the Bank of Portugal determines, within the scope of its competencies, the following:

  1. Point 1.2 shall have the following wording: 1.2. The recipients of this instruction are credit institutions.

  2. Point 4.1 shall have the following wording: 4.1.
