The Bank of Portugal amends Instruction No. 14/2021 by updating the text of Annex R, which governs minimum reserve statistics for monetary financial institutions. In the exercise of the powers conferred by the following legislation: a) Organic Law of the Bank of Portugal (approved by Law No. 5/98, of January 31, with subsequent amendments), notably Article 13; b) Law of the National Statistical System (approved by Law No. 22/2008, of May 13), notably Articles 3 and 4; c) Council Regulation (EC) No. 2533/98 of November 23, 1998, with subsequent amendments, concerning the collection of statistical information by the European Central Bank, from which the competence of the Bank of Portugal arises, within the framework of its participation in the European System of Central Banks (ESCB), to collect and compile monetary and financial statistics; d) Regulation (EU) No. 2021/378 of the European Central Bank of January 22, 2021, on the application of minimum reserves (recast) (ECB/2021/1);
This Instruction has not been subject to a hearing of interested parties, in accordance with Article 100 of the Administrative Procedure Code, as it is considered not to be capable of affecting, in a direct and immediate manner, rights or legally protected interests of citizens.
The Bank of Portugal, through this Instruction, determines the following:
Article 1. Object This Instruction makes the first amendment to Instruction No. 14/2021, of November 18.

Article 2. Amendment to Instruction No. 14/2021, of November 18 The table R of the annex to Instruction No. 14/2021, of November 18, shall have the wording set out in the annex to this Instruction.
Article 3. Entry into force This Instruction enters into force on the day following its publication.

Annex I – Information to be reported (1) To be completed only if the institution opts to present proof of the amount of securities issued by itself that are effectively held by Central Banks of the Monetary Union, the ECB, or other entities subject to the minimum reserve regime and not exempt from its compliance, in order to exclude them from the minimum reserve base, thereby waiving the standard deduction defined by the ECB (in accordance with Article 5, paragraphs 2 and 3, of Regulation (EU) No. 2021/378 of the ECB, of January 22, 2021, on the application of the minimum reserve regime). In this case, this cell must be filled with the amount of securities to be deducted from the base, and it is strictly necessary to present proof of this amount by sending it to the Bank of Portugal – Markets Department, by letter or email (ecms-pt@bportugal.pt), within the deadline set for the submission of table A. (2) Values calculated applying the current standard deduction or the amounts presented in table R, if the institution has opted to present proof of the amount of securities issued by itself that are held by Central Banks of the Monetary Union, the ECB, or other entities subject to the minimum reserve regime and not exempt from its compliance.
