Credit institutions requesting the withdrawal of their authorization must submit a complete application dossier using the specific form attached to this instruction. This form, along with any requested supplementary documents, must be completed electronically via the European Central Bank's IMAS portal. The instruction enters into force the day after its publication in the official register of the Prudential Control and Resolution Authority.
Instruction No. 2022-I-10 regarding the withdrawal of authorization of credit institutions
The Prudential Control and Resolution Authority (ACPR), Having regard to Articles 4-1 and 14-5 of Council Regulation (EU) No 1024/2013 of 15 October 2013 conferring specific tasks on the European Central Bank concerning policies relating to the prudential supervision of credit institutions; Having regard to Article 80 et seq. of Regulation (EU) No 468/2014 of the European Central Bank of 16 April 2014 establishing the framework for cooperation within the Single Supervisory Mechanism between the European Central Bank, national competent authorities and designated national authorities (the "SSM Framework Regulation"); Having regard to the Monetary and Financial Code, in particular Articles L. 511-1 and L. 511-15 thereof; Having regard to the Order of 4 December 2017 relating to the authorization, modification of status and withdrawal of authorization of credit institutions; Having regard to Instruction No. 2018-I-07 of 9 July 2018 relating to the withdrawal of authorization, approval or registration of credit institutions, financing companies, third-party financing companies, investment firms, payment institutions, account information service providers or electronic money institutions; Having regard to Instruction No. 2019-I-20 of 23 April 2019 amending Instruction No. 2018-I-07 of 9 July 2018 relating to the withdrawal of authorization, approval or registration of credit institutions, financing companies, third-party financing companies, investment firms, payment institutions, account information service providers or electronic money institutions; Having regard to Instruction No. 2022-I-09 of 11 April 2022 amending Instruction No. 2018-I-07 of 9 July 2018 relating to the withdrawal of authorization, approval or registration of credit institutions, financing companies, third-party financing companies, investment firms, payment institutions, account information service providers or electronic money institutions, as amended by Instruction No. 2019-I-20; Having regard to the opinion of the Prudential Affairs Advisory Commission of 24 March 2022,

DECIDES
Article 1: Hereinafter referred to as "credit institutions":
Article 2: Credit institutions that request the withdrawal of their authorization from the competent authority must submit a complete application file to the latter using the form set out in the annex to this instruction.
Article 3: This form, together with any requested supplementary documents, must be completed electronically on the European Central Bank's IMAS portal at the following address: https://imas.ecb.europa.eu/
Article 4: This instruction shall enter into force the day following its publication in the Official Register of the Prudential Control and Resolution Authority.
