This instruction establishes technical standards for banking coordinates, specifically the Bank Identity Statement (RIB) and Postal Identity Statement (RIP), applicable to credit institutions and other payment service providers in the Democratic Republic of Congo. It mandates a 23-character standardized format comprising a 5-digit bank code, a 5-digit agency code, an 11-digit account number, and a 2-digit RIB check key calculated using the MOD 97 method. The regulation entered into force six months after its signature by the Governor of the Banque Centrale du Congo.

INSTRUCTION N° 28 ON THE STANDARDIZATION OF BANKING COORDINATES
The Central Bank of the Congo;
Having regard to Law No. 005/2002 of May 7, 2002, relating to the constitution, organization, and functioning of the Central Bank of the Congo, particularly Article 6, point 3;
Having regard to Law No. 003/2002 of February 2, 2002, relating to the activity and control of credit institutions;
Considering that the Central Bank of the Congo ensures the efficiency of computerized processing of interbank exchanges and thereby guarantees the relevance of standards applicable to banking coordinates;
Considering that the standardization of banking coordinates contributes to achieving the objective of banking interoperability and the efficiency of payment systems and instruments;
Hereby adopts the following provisions relating to the standardization of banking coordinates.
Article 1: The purpose of this Instruction is to define the standards applicable to banking coordinates.
Article 2: This Instruction applies to credit institutions or any other entity, hereinafter referred to as "subject entities," authorized to carry out payment operations and manage payment means.
Article 3: The technical characteristics and the standardized model of banking coordinates are described in the annex attached to this Instruction.
Article 4: The provisions of this Instruction shall enter into force six (6) months from the date of its signature.

This Annex defines the technical characteristics and the standardized model of banking coordinates consisting of the Bank Identity Statement (RIB) or the Postal Identity Statement (RIP).
The RIB or RIP is a standardized codification of the main details appearing on checks, bills of exchange, promissory notes, direct debit authorizations, and transfers. It constitutes a necessary element for the settlement of paper or electronic payment instruments.
The RIB or RIP, consisting of 23 characters, contains the following information/data:
Bank Code: 5 characters, Numeric. Pad with zeros to the left.
Agency Code: 5 characters, Numeric. The 5-digit numeric agency code assigned by credit institutions.
Account Number: 11 characters, Numeric. Pad with zeros to the left.
RIB Key: 2 characters, Numeric. To be calculated according to the formula below.
Calculation of the RIB Key MOD 97
The sequence formed in order by the bank code (5 characters), the agency code (5 characters), and the account number (11 characters) forms a number N of 21 digits.
Multiply N by 100 = N' Divide N' by 97
The remainder of the Euclidean division by 97 (modulo 97) can only take values between 00 and 96.
The difference between the number 97 and the remainder of this division constitutes the RIB check key (on 2 positions).
Formula: RIB Key = 97 - (remainder of the division 100xN/97)

The result of this subtraction can only take values between 01 and 97.

The sequence formed in order by the establishment code, the agency code, the account number, and the check key forms a number of 23 digits.
The remainder of the division of N by 97 is equal to 0.
The establishment code is assigned by the Central Bank to each subject entity.
The agency code is assigned by the subject entity to each of its agencies. The Central Bank of the Congo is informed of these numbers, which form part of the reference database for payment systems.
The client's account number is assigned by the subject entity that opened the account.
