Instruction No. 4/2019

This instruction amends Instruction 15/2014 by restricting the obligation to report decentralized euro cash deposit and withdrawal information exclusively to Credit Institutions. Consequently, the reporting form field previously labeled "IC/ETV Code" is renamed to "IC Code" to reflect this narrower scope. The integration of this information into the Integrated Inspection System for Cash (SIN) is explicitly deferred for the immediate future. The revised instruction enters into force 30 days after its publication.

The Bank of Portugal, through Instruction No. 15/2014, now revised, regulated the conditions under which decentralized deposit and withdrawal services for euro banknotes and coins are provided by entities that professionally handle cash, additionally determining the duty to report information regarding these services, such as customer identification, the type of equipment in use, and its location, by completing the form available in electronic format on BPnet.

More than four years having passed since the publication and entry into force of Instruction No. 15/2014, and with experience gathered regarding the performance of the types of equipment operating within the national territory, through the conduct of tests and the production of reports reflecting, among other things, their respective results and behavior, the present amendment is deemed justified.

In this context, through this revision, the duty to report information by completing the aforementioned form available in electronic format on BPnet now applies only to Credit Institutions (CI), determining that this amendment necessitates adapting the field related to "IC/ETV Code" to now contain only the reference to "IC Code".

Regarding the possibility of including this type of information in the Integrated Inspection System for Cash (SIN), as previously mentioned in Instruction No. 15/2014, it is important to clarify that this reality is, at least in the immediate future, ruled out.

Thus, under the provisions of Articles 14 and 17 of the Organic Law of the Bank of Portugal, approved by Law No. 5/98 of January 31, and Decree-Laws No. 184/2007 of May 10 and No. 195/2007 of May 15, the Bank of Portugal determines, within the scope of its competencies, the following:

  1. Point 1.2 shall have the following wording: 1.2. The addressees of this instruction are credit institutions.

  2. Point 4.1 shall have the following wording: 4.1.
