ISMC Circular No. 01: Submission of Data for Integrated Supervision System T_PS_M_NBFI_MONITOR_HO | T_PS_M_NBFI_MONITOR_BR | instruction | certificate

The Integrated Supervision Management Department of Bangladesh Bank mandates all financial institutions to submit monthly data via the Integrated Supervision System using specific formats for headquarters and branches, with headquarters filing by the 15th and branches by the 7th of the following month. Dear Sir,

Regarding the provision of data in the Integrated Supervision System.

In exercise of the powers conferred under Section 12 of the Financial Institutions Act, 1993, with a view to carrying out the functions specified in Section 7(A)(B) of the Bangladesh Bank Order, 1972 (Presidential Order No. 10, 2003), the following instructions are hereby issued for all financial institutions operating in Bangladesh:

  1. To provide data in the Integrated Supervision System for the Head Office and branches of financial institutions, the previously provided Form-A (for Head Office) and Form-B (for Branches) have been replaced with 'T_PS_M_NBFI_MONITOR_HO' (for Head Office) and 'T_PS_M_NBFI_MONITOR_BR' (for Branches). From December 2017, all financial institutions' Head Offices and branches are required to use 'T_PS_M_NBFI_MONITOR_HO' and 'T_PS_M_NBFI_MONITOR_BR' to submit monthly data to the DBD (Department of Banking Supervision) of Bangladesh Bank by the 15th (fifteenth) of the following month.

  2. Branches of financial institutions shall send monthly data according to 'T_PS_M_NBFI_MONITOR_BR' to their Head Office's ISS Desk by the 07th (seventh) of the following month. The ISS Desk, after receiving data from branches, shall verify and ensure accuracy within the next 05 (five) working days, provide necessary instructions to branches, and branches shall submit the corrected (where applicable) 'T_PS_M_NBFI_MONITOR_BR' to the DBD within the time limit mentioned in paragraph 02 above.

  3. Along with submitting data to the DBD according to 'T_PS_M_NBFI_MONITOR_HO' and 'T_PS_M_NBFI_MONITOR_BR', each financial institution must keep a backup (prepared in Excel and CSV format) at its Head Office's ISS Desk. Additionally, a CD of the said backup (prepared in Excel and CSV format) and a Data Reliability Certificate (according to the attached format) submitted by the financial institution must be submitted to this Department by the 20th (twentieth) of each month.

  4. Data in 'T_PS_M_NBFI_MONITOR_HO' and 'T_PS_M_NBFI_MONITOR_BR' certified by financial institutions cannot be corrected in the subsequent month; therefore, all corrections to the data must be completed before submitting the Data Reliability Certificate.

  5. To cross-check the data submitted by financial institutions, each financial institution must submit a copy of the complete (Form-1, 2A, 2B, 3A, 3B, 4A, 4B, 5 & 6) FICL report prepared according to FIC Circular No. 06, dated 20/08/2006, to this Department via CD within 30 (thirty) days following each quarter.

  6. All financial institutions must submit a copy of the final and audited Balance Sheet, Profit & Loss Account, and Financial Report (Annual Report) prepared according to the Financial Institutions Act, 1993, to this Department within 15 (fifteen) days of the publication of the report.

  1. If there is any discrepancy between the ISS report submitted by the financial institution and its final financial report, a detailed Adjustment Report must be submitted to this Department within 15 (fifteen) days of the finalization of the financial report. In such cases, a corrected soft copy of 'T_PS_M_NBFI_MONITOR_HO' based on the date of the relevant financial report must also be submitted to this Department.

  2. If incomplete or false data is provided in the reports submitted by financial institutions, disciplinary action or punitive measures will be taken against the respective financial institution in accordance with the rules of the Financial Institutions Act, 1993.

  3. If it is not possible to submit the mentioned reports within the stipulated time due to unavoidable reasons, this Department must be informed in writing at least 02 (two) days before the last deadline for submitting the report. However, requests for repeated extension of time for data submission by any financial institution will not be considered.

  4. The instructions contained in letter No. DBI-2(MIS & RBI Cell)/22/2014-1037, dated July 20, 2014, regarding the provision of data in the Integrated Supervision System, are hereby repealed through this Circular.

  5. To obtain 'T_PS_M_NBFI_MONITOR_HO' and 'T_PS_M_NBFI_MONITOR_BR', one must follow the attached "ISS Data Filling and Web Data Submission Instructions".

  6. This Circular shall come into force immediately.
