Timely publication of regulated information and compliance with deadlines set by regulations are essential prerequisites for a transparent, fair, and efficient capital market. This fosters investor confidence in the capital market, ensures equal access to information, and allows investors and shareholders to make informed decisions, while enabling issuers to demonstrate compliance with regulatory requirements and maintain a good reputation.
Chapter III of the Financial Instrument Market Law establishes the obligation of issuers of shares and bonds to publish regulated information, as well as the deadlines and procedures for its publication.
In conducting supervision of the submission of regularly published information, the Bank of Latvia has identified that several issuers have failed to comply with the deadlines for publishing regulated information set by regulations, and have also made discrepancies in the preparation and formatting of documents.
In view of the above, the Bank of Latvia reminds issuers of their obligation to publish regulated information within the timeframe, scope, and procedure set by regulations, ensuring its compliance with applicable requirements.
Information published by issuers must be complete, accurate, easily accessible, clearly understandable, and prepared in accordance with regulatory requirements.
The Bank of Latvia urges issuers to ensure the publication of regulated information in the future, strictly observing the deadlines and requirements set by regulations. At the same time, the Bank of Latvia draws attention to the fact that failure to comply with the obligation or deadlines for publishing regulated information constitutes a violation of the regulations governing financial instrument markets, for which the Bank of Latvia is entitled to apply the sanctions and administrative measures provided for in Article 148 of the Financial Instrument Market Law.
