SAT and CNBV sign agreement to strengthen the digital transformation of the financial system

In an act that reaffirms the commitment to technological innovation in the public sector, the Tax Administration Service (SAT) and the National Banking and Securities Commission (CNBV) signed a collaboration agreement to promote digitalization and security in the regulatory processes of the financial system through the use of the electronic signature (e.firma).

Andrea Hernández Xoxotla, General Administrator of Taxpayer Services at the SAT, stated that the agreement seeks to incorporate the use of the electronic signature as an authentication mechanism within various internal processes and in interactions with financial entities and citizens.

"The first step will be the implementation of the e.firma in the reception of the R24 Regulatory Report (g2470), a fundamental instrument for financial supervision. The incorporation of this mechanism will guarantee the secure transmission of data, as well as the authenticity and integrity of the information submitted by regulated institutions," the public official informed.

Currently, she said, the SAT's e.firma is one of the most widely used digital tools in Mexico, with more than 55.1 million digital certificates issued by the end of June 2025. In addition to its use in tax procedures, it is key in more than 500 government services, such as obtaining professional ID cards, electronic invoicing, and updating data with the RFC (Taxpayer Registry Code).

Hernández Xoxotla noted that this agreement integrates the financial ecosystem within the framework of SAT's digital services, consolidating a technological infrastructure with legal validity, focused on institutional efficiency and transparency.

For his part, Francisco Joaquín Moreno y Rojas, Vice President of Administration and Strategic Planning at the National Banking and Securities Commission, clarified that the agreement will allow the CNBV to directly use some of the services offered by the SAT, especially regarding the use and validation of the Advanced Electronic Signature.

Thanks to this collaboration, resources are optimized, processes are expedited, and procedures are simplified, to strengthen the legal security of management and electronic documents, ensuring their authenticity and legal validity, he specified.

Also present at this meeting were Edgar Abdiel Salinas Cantú, General Director of Informatics, and Gerardo Palomo Ramírez, Director of Informatics, both officials from the CNBV, as well as SAT public servants, including Carlos Gerardo Malanche Flores, General Administrator of Communications and Information Technology; René Guzmán García, Central Administrator of Taxpayer Tax Services; and Sandra Villaescusa Aguilar, Administrator of Taxpayer Tax Services.

Both institutions reiterated their willingness to continue collaborating in favor of a more modern, secure, and reliable Mexico, focused on addressing the needs of users of the Mexican financial system so that technology becomes a fundamental pillar of national development.
