Law of the Republic of Uzbekistan on State Policy towards Youth

The Law regulates relations in the field of state policy towards youth, defining youth as persons aged 14 to 30 and young specialists as those under 30 who have graduated and worked in their field for no more than three years. It establishes the Cabinet of Ministers as the body ensuring policy implementation and designates the Agency for Youth Affairs as the specialized executive body with authority over program development, legal compliance monitoring, and international cooperation. The legislation mandates local executive bodies to develop and implement regional programs, monitor youth employment, and coordinate with non-governmental organizations to support youth entrepreneurship, family support, and social protection.

Chapter 1. General Provisions

Article 1. The purpose of this Law is to regulate relations in the field of state policy towards youth.

Article 2. Legislation on State Policy towards Youth consists of this Law and other legislative acts. [ OKOZ: 1. 19.00.00.00 International Relations. International Law / 19.06.00.00 Law of International Treaties / 19.06.03.00 Application and Interpretation of Treaties]

If an international treaty of the Republic of Uzbekistan establishes rules other than those provided for in the legislation on State Policy towards Youth of the Republic of Uzbekistan, the rules of the international treaty shall apply. The following basic concepts are used in this Law:

state policy towards youth — a system of socio-economic, organizational and legal measures implemented by the state and aimed at creating conditions for the social formation of youth and the development of their intellectual, creative and other potential; [ SPiT: 1. youth (young citizens) — persons who have reached the age of fourteen and have not reached the age of thirty; [ SPiT: 1. Family Law / Young Family]

young family — a family in which both spouses are not older than thirty years, or a family consisting of a single father or single mother not older than thirty years raising a child (child), including a divorced man (divorced woman); [ SPiT: 1. Labor Law / Young Specialist]

young specialist — an employee not older than thirty years who has graduated from an institution of higher or secondary specialized, vocational education, entered employment within three years after graduating from the educational institution in the specialty obtained, and has been working in the specialty indicated in the document on education for no more than three years; [ SPiT: 1. youth entrepreneurship — entrepreneurial activity carried out by young citizens without forming a legal entity, as well as by legal entities whose founders are young citizens.

Article 4. Basic Principles of State Policy towards Youth

The basic principles of state policy towards youth include:

openness and transparency;

participation of youth in the implementation of state policy towards youth;

support and encouragement of youth initiatives;

primacy of spiritual, moral and cultural values;

non-discrimination of youth.

Article 5. Main Directions of State Policy towards Youth

The main directions of state policy towards youth include:

ensuring the rights, freedoms and legitimate interests of youth;

preserving the life and health of youth;

assisting in the spiritual, intellectual, physical and moral development of youth;

ensuring open and quality education for youth;

employing youth and creating conditions for their employment; See previous edition.

educating youth in the spirit of patriotism, civic feeling, tolerance, respect for laws, national and universal values, enabling them to resist harmful influences and trends, instilling firm confidence and views on life, and forming an uncompromising attitude towards corruption; (Paragraph seven of Article 5 amended by Law No. URQ-1155 of the Republic of Uzbekistan dated June 22, 2026 — , June 23, 2026, No. 03/26/1155/0616)

protecting youth from behaviors leading to the violation of moral foundations, as well as from ideas of terrorism and religious extremism, separatism, fundamentalism, violence and cruelty;

raising the level of legal consciousness and legal culture of youth;

supporting and encouraging talented and gifted youth;

creating conditions for the development of youth entrepreneurship;

forming a desire among youth for a healthy lifestyle, as well as creating conditions for meaningful organization of youth leisure time and mass development of youth sports;

supporting young families spiritually and materially, implementing a system of comprehensive measures to create decent housing and socio-domestic conditions for them;

Article 6. State policy towards youth may be implemented on the basis of state programs, regional and other programs.

State programs, regional and other programs are developed and implemented with the aim of creating necessary conditions for the social support of youth, protection and realization of the personal, political, economic, social and cultural rights, freedoms and legitimate interests of young citizens, increasing their role and activity in public life, and raising a healthy and mature younger generation.

The Cabinet of Ministers of the Republic of Uzbekistan:

ensures the implementation of state policy towards youth;

ensures the development and implementation of state programs in the field of state policy towards youth;

develops and adopts normative legal acts aimed at implementing state policy towards youth;

coordinates the activities of bodies and institutions implementing and participating in the implementation of state policy towards youth within their competence;

organizes the generalization and analysis of the implementation of state policy towards youth and takes measures to further improve it;

ensures cooperation between state bodies and institutions, non-profit non-governmental organizations and other institutions of civil society on issues of implementing state policy towards youth;

carries out international cooperation in the field of state policy towards youth.

The Agency for Youth Affairs of the Republic of Uzbekistan is a specialized executive body in the field of state policy towards youth (hereinafter referred to in the text as the specialized executive body). The specialized executive body:

develops and implements state programs in the field of state policy towards youth;

participates in law-making activities in the field of state policy towards youth, prepares proposals for improving relevant normative legal acts;

exercises control over compliance with the legislation on State Policy towards Youth;

implements measures aimed at protecting the rights, freedoms and legitimate interests of youth;

participates in the prevention of offenses among youth;

analyzes the implementation of state policy towards youth, and also develops proposals for its improvement;

implements measures aimed at the legal and social protection of youth, as well as ensuring their employment;

systematically organizes work with young people studying abroad;

submits proposals to the heads of state bodies and organizations for consideration, which are mandatory, regarding the elimination of identified violations of the legislation on State Policy towards Youth, the causes and conditions that allowed them;

implements measures to ensure cooperation between state bodies and organizations on issues of implementing state policy towards youth;

collaborates with non-profit non-governmental organizations, bodies of self-government of citizens and other institutions of civil society in the implementation of state policy towards youth;

takes measures to develop international cooperation in the field of state policy towards youth.

The specialized executive body may also exercise other powers in accordance with the legislation.

The specialized executive body and its territorial departments have the right to send requests to state bodies and organizations with a demand to provide reasoned explanations regarding the execution of normative legal acts and programs on the implementation of state policy towards youth, as well as other important issues falling within their competence.

Drafts of normative legal acts directly or indirectly affecting the implementation of state policy towards youth are subject to mandatory coordination with the specialized executive body. take measures to improve the quality of education and upbringing of youth, introduce modern forms and methods of education into the educational process;

organize sports sections, science and technology clubs, creative clubs, and clubs in educational institutions to ensure meaningful leisure time for youth;

participate in activities aimed at raising the level of legal consciousness and legal culture of youth, as well as their spiritual and moral upbringing;

provide socio-psychological and pedagogical assistance to youth with disabilities;

take measures for the social rehabilitation and social adaptation of young citizens;

collaborate with other bodies and institutions participating in the implementation of state policy towards youth. See previous edition.

identifies young citizens suffering from alcoholism, drug addiction, poisoning, mental disorders, infectious diseases, and other socially dangerous diseases, registers them, conducts inspections, and implements medical and social rehabilitation and social adaptation;

ensure the participation of talented and gifted young people in international and republican events in the field of physical education and sports;

Culture Bodies:

fully support creative young people, creating the necessary conditions for them to fully demonstrate their abilities and talents;

A youth non-profit organization may own buildings, facilities, housing stock, equipment, materials, cultural and educational property intended for health improvement, funds, securities, and other property necessary for the material support of its activities as provided for in its charter. international exchange of experience for youth;

ensuring access on a competitive basis for gifted and talented youth to training, retraining, and internship programs at educational and research institutions, including in foreign countries;

creation of conditions for young specialists and scientists to conduct research and cultural-educational work, assistance in implementing the developments of young scientists, as well as preserving and developing the personnel potential of youth;

development of the network of sports-educational institutions and clubs, support for gifted and talented young athletes, and holding sports competitions among youth; See previous edition.

The state supports the economic independence of youth.

State support for youth entrepreneurship:

assistance by state bodies in organizing youth entrepreneurship;

provision of preferential loans to attract youth to entrepreneurial activity;

training of youth in the basics of entrepreneurial activity and development of cooperation between educational institutions and employers on a contractual basis;

implementation through the development and implementation of programs to support youth entrepreneurship. See previous edition.

Youth social service operates in the Republic of Uzbekistan for the purpose of social protection of youth and young families.

The directions of activity of youth social service include:

providing psychological-pedagogical and legal assistance and advice to young citizens;

providing social assistance to young citizens with limited capabilities;

providing social assistance to young families;

assisting in the realization of the rights, freedoms, and legitimate interests of youth in educational and labor collectives; See previous edition.
