RELATIONSHIP of the Parastatal Entities of the Federal Public Administration

GRISEL GALEANO GARCÍA, Federal Fiscal Attorney, based on articles 1st, 3rd, 45, 46 and 47 of the Organic Law of the Federal Public Administration; 2nd, 3rd, 4th, 5th and 12, first paragraph, of the Federal Law of Parastatal Entities; 82 and Transitory Twenty-First of the General Law on Humanities, Sciences, Technologies and Innovation; 5 of the Law of the National Health Institutes; 30 and 125 of the Credit Institutions Law; 3rd of the Regulations of the Federal Law of Parastatal Entities, and 26, fraction XII, of the Internal Regulations of the Secretariat of Treasury and Public Credit, and

CONSIDERING

That the Federal Law of Parastatal Entities provides in its article 12, first paragraph, that the Secretariat of Treasury and Public Credit must publish annually in the Official Gazette of the Federation, the list of parastatal entities that are part of the Federal Public Administration;

That the list of parastatal entities mentioned above must be published in the Official Gazette of the Federation, within the first 15 days of the month of August, in accordance with article 3rd of the Regulations of the Federal Law of Parastatal Entities;

That in order to reflect in this present List of Parastatal Entities of the Federal Public Administration the current integration of the parastatal sector, the modifications derived from the creation, the change of sector or denomination of the parastatal entities are included, as well as the processes of disincorporation of the same, and

That the effects of the List of Parastatal Entities of the Federal Public Administration are declaratory and not constitutive, so the enumeration and categorization of the same in the present instrument only obeys what is established in the applicable legal provisions to each entity and to the information sent to this Legal Unit; therefore, the following is issued

Notes:

The information contained in this Relationship was corroborated with the coordinating sectoral and globalizing dependencies of the Federal Public Administration, in accordance with what is provided by articles 48, 49 and 50 of the Organic Law of the Federal Public Administration; 82 and Transitory Twenty-First of the General Law on Humanities, Sciences, Technologies and Innovation; 5 of the Law of the National Health Institutes, and 125 of the Credit Institutions Law.

Likewise, the information established in this Relationship considers the publications made in the Official Gazette of the Federation up to the date of signing of this document and was prepared with the information and documentation available on that date.

In terms of what is provided by article 3rd, last paragraph, of the Federal Law of Parastatal Entities, the parastatal entities referred to in items 22, 56, 72, 181 and 182 of section A of this Relationship, as well as item 1, fraction II, Section B, are not subject to said legal order nor to its Regulations.

This Relationship does not include universities and higher education institutions to which the law grants autonomy, in terms of article 3rd, first paragraph, of the Federal Law of Parastatal Entities.

Through the Decree by which the decentralized public organism Ferrocarriles Nacionales de México is extinguished and its Organic Law is repealed, published in the Official Gazette of the Federation, on June 04, 2001, said decentralized organism was extinguished, however, it retains its legal personality exclusively for the purposes of the liquidation process.

The Transitory Fourth of the Decree by which the General Education Law is issued and the General Law of Educational Physical Infrastructure is repealed, published in the Official Gazette of the Federation on September 30, 2019, establishes that, from the entry into force of said instrument, the process of extinction of the National Institute of Educational Physical Infrastructure will begin, which retains its legal personality exclusively for the effects of the liquidation process.

On October 29, 2021, the Decree by which the disincorporation by extinction of the Public Trust, considered a Parastatal Entity, named Fondo de Empresas Expropiadas del Sector Azucarero was published in the Official Gazette of the Federation, whose first article establishes the authorization for the realization of the acts conducive to the disincorporation of said Trust, through its extinction.

On May 29, 2023, the Decree by which the decentralized public organism named Financiera Nacional de Desarrollo Agropecuario, Rural, Forestal and Fisheries was extinguished, and its Organic Law was repealed, was published in the Official Gazette of the Federation.

On December 21, 2023, the Decree by which the decentralized organism of the Federal Public Administration, non-sectorized, named Notimex, National Agency of the Mexican State, was extinguished, and the Law that creates the News Agency of the Mexican State was repealed, was published in the Official Gazette of the Federation.

On July 16, 2024, the Resolution by which the disincorporation by dissolution and liquidation of the majority state-participation company named Compañía Mexicana de Exploraciones, S.A. de C.V. was authorized, was published in the Official Gazette of the Federation.

On August 12, 2024, the Resolution by which the disincorporation by merger of the majority state-participation companies named Grupo Aeroportuario de la Ciudad de México, S.A. de C.V. and Servicios Aeroportuarios de la Ciudad de México, S.A. de C.V., as merged entities, in the Aeropuerto Internacional de la Ciudad de México, S.A. de C.V., as the merging entity, grouped under the sector coordinated by the Secretariat of the Navy, was published in the Official Gazette of the Federation.

On October 31, 2024, the Decree by which paragraph five of article 25, paragraphs six and seven of article 27 and paragraph four of article 28 of the Political Constitution of the United Mexican States were reformed, in matters of areas and companies strategic, through which, the legal nature of Petróleos Mexicanos and the Comisión Federal de Electricidad was modified, from state productive companies to state public enterprises.

On November 28, 2024, the Decree by which various provisions of the Organic Law of the Federal Public Administration were reformed, added and repealed, was published in the Official Gazette of the Federation, which established in its Transitory Twelfth, third paragraph, among other things, that, from the entry into force of said Decree, the parastatal entities named Servicio Postal Mexicano, Agencia Espacial Mexicana and INFOTEC Centro de Investigación e Innovación en Tecnologías de la Información y Comunicación, are sectorized to the Agencia de Transformación Digital y Telecomunicaciones.

On November 28, 2024, the Decree by which various provisions of the Organic Law of the Federal Public Administration were reformed, added and repealed, mentioned above, provided, in its Transitory Fifteenth, last paragraph, that, from its entry into force, the decentralized organism named "Financiera para el Bienestar" remains sectorized to the Secretariat of Treasury and Public Credit.

On December 02, 2024, the Decree by which the Universidad Nacional Rosario Castellanos was created as a decentralized organism of the Federal Public Administration, which is grouped in the sector currently coordinated by the Secretariat of Science, Humanities, Technology and Innovation, was published in the Official Gazette of the Federation.

On December 20, 2024, the Decree by which various provisions of the Political Constitution of the United Mexican States were reformed, added and repealed, in matters of organizational simplification, which had as its object, among other things, to extinguish the National Council for the Evaluation of Social Development Policy.

On January 21, 2025, the Decree by which the

Orders the desincorporation by merger of Seguridad Alimentaria Mexicana with Diconsa, S.A. de C.V.

By notarial instrument number 68,184, of Book 416, dated February 12, 2025, the minutes of the extraordinary general shareholders' meeting of Diconsa, S.A. de C.V. dated January 29, 2025, were formalized, in which it was agreed to change its name to Alimentación para el Bienestar, S.A. de C.V. and modify Clause Second of its bylaws.

On March 18, 2025, the Decree by which the Law of the State Public Enterprise, Federal Electricity Commission; the Law of the State Public Enterprise, Petróleos Mexicanos; the Electricity Sector Law; the Hydrocarbons Sector Law; the Planning and Energy Transition Law; the Biofuels Law; the Geothermal Law; and the Law of the National Energy Commission are issued; various provisions of the Law of the Mexican Oil Stabilization and Development Fund are reformed; and various provisions of the Organic Law of the Federal Public Administration are reformed, added, and repealed, were published in the Federal Official Gazette. In this decree, in the Law of the State Public Enterprise, Federal Electricity Commission, in its Third Transitional Clause, second paragraph, it states that by operation of law, the productive subsidiary companies of the Federal Electricity Commission are extinguished.

In the Decree mentioned in the previous paragraph, in the Law of the State Public Enterprise, Petróleos Mexicanos, in its Third Transitional Clause, second paragraph, it is established that by operation of law, Pemex Exploración y Producción, Pemex Transformación Industrial, and Pemex Logística are extinguished.

On April 1, 2025, the Decree by which various articles of the Decree by which the decentralized body named Financiera para el Bienestar, formerly Telégrafos Nacionales, is reformed, added to, and repealed was published in the Federal Official Gazette. Among other things, this established the grouping of said decentralized body into the sector coordinated by the Secretariat of Finance and Public Credit.

On April 25, 2025, the Decree by which the decentralized body of the Federal Public Administration named Productora de Semillas para el Bienestar "PROSEBIEN" is created was published in the Federal Official Gazette.

On April 29, 2025, the Resolution authorizing the desincorporation by dissolution and liquidation of the majority state-participation company named FONATUR Solar, S.A. de C.V. was published in the Federal Official Gazette.

On May 2, 2025, the Resolution modifying the one by which the desincorporation by merger of the majority state-participation companies named Aeropuerto Internacional de Palenque, Señor Pakal, S.A. de C.V.; Aeropuerto Internacional de Chetumal, Cuna del Mestizaje, S.A. de C.V.; Aeropuerto Internacional de Tulum, Zamá, S.A. de C.V., and Aerolínea del Estado Mexicano, S.A. de C.V., with Grupo Aeroportuario, Ferroviario, de Servicios Auxiliares y Conexos, Olmeca-Maya-Mexica, S.A. de C.V. as the merging entity, published on August 17, 2023, was published in the Federal Official Gazette. This resolution excluded Aerolínea del Estado Mexicano, S.A. de C.V. from the cited desincorporation process with Grupo Aeroportuario, Ferroviario, de Servicios Auxiliares y Conexos, Olmeca-Maya-Mexica, S.A. de C.V., and declared concluded the desincorporation by merger process for the rest of the companies.

By notarial instrument number 125,170, of Book 4,113 dated June 20, 2025, the minutes of the extraordinary general shareholders' meeting of Liconsa, S.A. de C.V. dated May 12, 2025, were formalized, in which it was agreed to change its name to Leche para el Bienestar, S.A. de C.V. and reform Article Second of its bylaws.

On July 16, 2025, the Decree by which various provisions of the General Law of Social Development, the Federal Budget and Fiscal Responsibility Law, and the General Law of Government Accounting are reformed, added to, and repealed was published in the Federal Official Gazette. In its First Transitional Clause, second paragraph, it states that upon the entry into force of said Decree, the decentralized body of the Federal Public Administration, sectorized to the Secretariat of Welfare, named National Council for the Evaluation of Social Development Policy, is extinguished, preserving its legal personality to carry out the acts referred to in this.
