List of Parastatal Entities of the Federal Public Administration

The Ministry of Finance and Public Credit publishes the updated annual list of 199 active parastatal entities and 8 entities undergoing disincorporation within the Federal Public Administration. The document categorizes these entities into decentralized agencies, majority state-owned enterprises, public trusts, and state productive enterprises, assigning each to its coordinating ministry or sector. It explicitly excludes autonomous universities and notes that specific entities, such as the Federal Electricity Commission and Petróleos Mexicanos, are not subject to the Federal Law on Parastatal Entities.

LIST of the Parastatal Entities of the Federal Public Administration

CONSIDERING

That the Federal Law on Parastatal Entities provides in its article 12, first paragraph, that the Ministry of Finance and Public Credit must publish annually in the Official Gazette of the Federation, the list of parastatal entities that are part of the Federal Public Administration;

That in order to reflect in the present List of Parastatal Entities of the Federal Public Administration the updated integration of the parastatal sector, the modifications derived from the creation, change of sector or denomination of the parastatal entities are included, as well as the processes of disincorporation thereof, and

That the effects of the List of Parastatal Entities of the Federal Public Administration are declaratory and not constitutive, so the enumeration and categorization thereof in the present instrument only obeys what is established in the applicable legal provisions to each entity and to the information sent to this Legal Unit; for which the following is issued

The information contained in this List was corroborated with the coordinating and globalizing dependencies of the Federal Public Administration, in accordance with what is established in articles 48, 49 and 50 of the Organic Law of the Federal Public Administration; 82 and Transitory Twenty-One of the General Law on Humanities, Sciences, Technologies and Innovation; 5 of the Law of the National Health Institutes; 125 of the Law of Credit Institutions; 2, 57 and 58 of the Law of the Federal Electricity Commission, and 2, 59 and 60 of the Law of Petróleos Mexicanos.

Likewise, the information established in this List considers the publications made in the Official Gazette of the Federation up to the date of signing of the present and was prepared with the information and documentation available on said date.

In terms of what is established in article 3, last paragraph, of the Federal Law on Parastatal Entities, the parastatal entities referred to in numbers 22, 58, 74, 185 to 199 of section A of this List, as well as number 1, fraction II, Section B, are not subject to said legal order nor to its Regulations.

This List does not include universities and higher education institutions to which the law grants autonomy, in terms of article 3, first paragraph, of the Federal Law on Parastatal Entities.

Through the Decree by which the decentralized public entity Mexican National Railways is extinguished and its Organic Law is repealed, published in the Official Gazette of the Federation, on June 4, 2001, said decentralized entity was extinguished; however, it retains its legal personality exclusively for the purposes of the liquidation process.

The National Council for the Evaluation of Social Development Policy was transformed into a constitutional autonomous body; however, said transformation has not yet been made effective, so it retains the nature of a decentralized agency, in accordance with Transitory Twenty-One of the Decree by which various provisions of the Political Constitution of the United Mexican States are reformed, added and repealed, in political-electoral matters, published in the Official Gazette of the Federation on February 10, 2014.

Transitory Four of the Decree by which the General Law of Education is issued and the General Law of Educational Physical Infrastructure is repealed, published in the Official Gazette of the Federation on September 30, 2019, establishes that, from the entry into force of said instrument, the extinction process of the National Institute of Educational Physical Infrastructure will begin, which retains its legal personality exclusively for the purposes of the liquidation process.

On October 29, 2021, the Decree by which the disincorporation by extinction of the Public Trust, considered a Parastatal Entity, named Fund of Expropriated Enterprises of the Sugarcane Sector, was published in the Official Gazette of the Federation, whose first article establishes the authorization for the realization of the acts conducive to the disincorporation of said Trust, through its extinction.

On April 13, 2022, the Resolution by which the constitution of a Majority State-Owned Enterprise named Airport, Railway and Auxiliary Services Group Olmeca-Maya-Mexica, S.A. de C.V., which will be grouped in the sector coordinated by the Ministry of National Defense, was authorized, was published in the Official Gazette of the Federation. Likewise, by notarial instrument, number 33, Special Volume Number Two, 192-23-ASGV, dated April 24, 2023, the minutes of the extraordinary general meeting of shareholders dated March 17, 2023, were protocolized, in which the change of denomination and modification to the bylaws of the aforementioned Majority State-Owned Enterprise were agreed, to remain as "Airport, Railway, Auxiliary and Related Services Group, Olmeca-Maya-Mexica S.A. de C.V."

On August 24, 2022, the Agreement by which the Mexican Institute of Youth is grouped into the sector coordinated by the Ministry of Labor and Social Welfare was published in the Official Gazette of the Federation.

On August 26, 2022, the Decree by which the disincorporation by extinction of the National Popular Housing Trust was authorized was published in the Official Gazette of the Federation.

On August 31, 2022, the Decree by which the decentralized public entity named Health Services of the Mexican Social Security Institute for Well-being (IMSS-BIENESTAR) was created was published in the Official Gazette of the Federation.

On September 15, 2022, the Resolution by which the constitution of a Majority State-Owned Enterprise named Mexican Tourist Airport Group, S.A. de C.V., which will be grouped in the sector coordinated by the Ministry of Infrastructure, Communications and Transport, was authorized, was published in the Official Gazette of the Federation.

On September 22, 2022, the Resolution by which the constitution of a Majority State-Owned Enterprise, named Integral Tourism Marías Islands, S.A. de C.V., which will be grouped in the sector coordinated by the Ministry of the Navy, was authorized, was published in the Official Gazette of the Federation.

On October 21, 2022, the Decree by which the denomination of the decentralized entity Telecommunications of Mexico, Telecomm, was modified to remain as "Financial Institution for Well-being", and various articles of the similar one by which the decentralized entity named National Telegraphs and its subsequent modifications are created, were reformed, was published in the Official Gazette of the Federation.

On May 8, 2023, the Decree by which the General Law on Humanities, Sciences, Technologies and Innovation is issued, and various provisions of the Federal Law on Parastatal Entities and of the Planning Law are reformed and added, was published in the Official Gazette of the Federation, which established in its Transitory Fifth that, from the entry into force of said Decree, all the

references in other legal systems, norms, procedures, acts and legal instruments that make mention of the National Council of Science and Technology, shall be understood as made to the National Council of Humanities, Sciences and Technologies.

On May 18, 2023, the Resolution authorizing the constitution of a State-Majority Participation Company named "Aerolínea del Estado Mexicano", S.A. de C.V., grouped under the sector coordinated by the Secretariat of National Defense, was published in the Official Gazette of the Federation.

On May 29, 2023, the Decree extinguishing the decentralized public body named National Financial Institution for Agricultural, Rural, Forestry and Fisheries Development, and abrogating its Organic Law, was published in the Official Gazette of the Federation.

On August 8, 2023, the Agreement grouping the para-state entities named "Grupo Aeroportuario de la Ciudad de México", S.A. de C.V.; "Servicios Aeroportuarios de la Ciudad de México", S.A. de C.V., and "Aeropuerto Internacional de la Ciudad de México", S.A. de C.V., under the sector coordinated by the Secretariat of the Navy, was published in the Official Gazette of the Federation.

On August 17, 2023, the Resolution authorizing the disincorporation by merger of the State-Majority Participation Companies named Palenque International Airport, Señor Pakal, S.A. de C.V.; Chetumal International Airport, Cradle of Mestizaje, S.A. de C.V.; Tulum International Airport, Zamá, S.A. de C.V., and Mexican State Airline, S.A. de C.V., with the Airport, Railway, Auxiliary Services and Related Services Group, Olmeca-Maya-Mexica, S.A. de C.V., as the merging entity, was published in the Official Gazette of the Federation.

On November 6, 2023, the Decree creating the decentralized public body University of Indigenous Languages of Mexico "ULIM" was published in the Official Gazette of the Federation.

On November 13, 2023, the First Extraordinary Session of the General Shareholders' Assembly of the Mexican Corporation for Materials Research S.A. de C.V. was held, at which the change of name to InnovaBienestar de Mexico, S.A.P.I. de C.V. was formalized.

On December 4, 2023, the Decree reforming various provisions of the General Law of Sustainable Fisheries and Aquaculture was published in the Official Gazette of the Federation, whose Second Transitional Provision stated that the mentions contained in other laws, regulations and, in general, in any provision regarding the National Institute of Fisheries and Aquaculture, whose name is modified by virtue of the aforementioned Decree, shall be understood as referring to the Mexican Institute of Research in Sustainable Fisheries and Aquaculture.

On December 6, 2023, the Agreement grouping the State-Majority Participation Company Educal, S.A. de C.V. under the sector coordinated by the Secretariat of Public Education was published in the Official Gazette of the Federation.

On December 21, 2023, the Decree extinguishing the decentralized body of the Federal Public Administration, ungrouped, named Notimex, National Agency of the Mexican State, and abrogating the Law creating the National Agency of the Mexican State, was published in the Official Gazette of the Federation.

On July 16, 2024, the Resolution authorizing the disincorporation by dissolution and liquidation of the State-Majority Participation Company named Mexican Exploration Company, S.A. de C.V., was published in the Official Gazette of the Federation.
