Mandatory Completion of the SCUML Sectoral AML/CFT/CPF Risk Assessment Questionnaire

EFCC/SCUML/HQ/04/VOL1/174 17/07/2026 CIRCULAR TO ALL DESIGNATED NON-FINANCIAL BUSINESSES AND PROFESSIONS (DNFBPs) AND SELF-REGULATORY BODIES (SRBs) MANDATORY COMPLETION OF THE SCUML SECTORAL AML/CFT/CPF RISK ASSESSMENT QUESTIONNAIRE The Special Control Unit Against Money Laundering (SCUML), pursuant to its statutory mandate under the Money Laundering (Prevention and Prohibition) Act, 2022, the Terrorism (Prevention and Prohibition) Act, 2022, and other extant Anti-Money Laundering, Counter-Terrorism Financing and Counter-Proliferation Financing (AML/CFT/CPF) laws and regulations, hereby directs Designated Non-Financial Businesses and Professions (DNFBPs) to register and complete the 2026 Sectoral Risk Assessment (SRA) Questionnaire. The following DNFBPs are concerned:

  1. Real Estate
  2. Dealers in Precious Metals and Stones
  3. Casinos
  4. Accountants
  5. Trust and Company Service Providers KINDLY NOTE THAT ONLY THE DNFBPs CATEGORIES LISTED ABOVE ARE REQUIRED TO FILL THE SECTORAL ASSESSMENT QUESTIONNAIRE The filing of the Annual Sectoral Risk Assessment Questionnaire is a mandatory national exercise designed to assess the money laundering, terrorism financing and proliferation financing (AML.CFT/CPF) risks facing each DNFBP sector. The questionnaire will directly inform SCUML's risk￾based supervisory strategy, regulatory policies, and enforcement priorities. All DNFBPs are required to access the questionnaire through the following portal: http://riskmatrixtool.efcc.gov.ng

The deadline for submission of completed questionnaires is: Monday, 10th August, 2026 THIS DEADLINE IS FINAL. NO EXTENSION OF TIME SHALL BE GRANTED. Self-Regulatory Bodies are therefore directed to immediately disseminate this Circular to all their members and take necessary steps to ensure full compliance within the stipulated timeframe. DNFBPs are reminded that the provision of false, misleading or incomplete information, or failure to complete the questionnaire within the prescribed period, constitutes a serious breach of statutory obligations and may attract regulatory sanctions. Accordingly, any DNFBP that fails to register and submit the completed questionnaire on or before 10th August, 2026 shall be liable strict sanctions including referral for further regulatory or law enforcement action where appropriate. All Chief Executive Officers, Managing Partners, Compliance Officers and Principal Officers of DNFBPs are therefore advised to treat this Circular with the utmost urgency and ensure that their organizations comply with this directive without delay.
