On Measures for Further Improving the Mechanism for Paying Pensions and Benefits

1. Consent is given to the proposal of the Ministry of Finance of the Republic of Uzbekistan and the Central Bank of the Republic of Uzbekistan to gradually transfer the payment of pensions, social benefits, compensations and other payments (hereinafter referred to as pensions and benefits) in cash form from "Uzbekiston Pochtasi" JSC to the branches of the Joint-Stock Commercial People's Bank of the Republic of Uzbekistan (hereinafter referred to as the People's Bank) during the period from March to July. 2. It is established that, starting from July 1, 2017, the payment of pensions and benefits in all regions of the Republic of Uzbekistan will be carried out exclusively by the People's Bank.

The payment of pensions and benefits by the People's Bank is carried out on a trial basis:

starting from April 1 of the current year - in 13 cities subordinate to the regions, as well as in 6 districts of Tashkent city, in accordance with Appendix 1 ;

starting from May 1, 2017 - in 39 rural districts, in accordance with Appendix 2 . [ OKOZ: 1. 07.00.00.00 Legislation on Finance and Credit. 3. The Cabinet of Ministers of the Karakalpakstan Republic, the Khokimiyats of the regions and Tashkent city shall provide the People's Bank with separate rooms free of charge for the organization of special cashiers for the issuance of pensions and benefits in cash, in the buildings of neighborhood committees of settlements, villages and auls, as well as in other administrative buildings convenient for pensioners to receive funds. It is established that for persons who do not have the opportunity to move independently and to receive pensions and benefits from special cashiers, pensions and benefits are delivered directly to their place of residence by the People's Bank. 4. The People's Bank:

ensures the approval of the organizational structure within one week, taking into account the increase in the number of cashier and controller positions to 4,000 staff units, the completion of the necessary number of specialists responsible for the delivery of pensions and benefits to the population in cash form in the central apparatus and branches, and their training to perform the assigned functions;

ensures the purchase of the necessary amount of inventory and computer equipment directly under contracts without holding competitive (tender) auctions, with the exception; See previous edition. 5. "Uzavtosanoat" JSC shall ensure the purchase of 590 "Damas" brand motor vehicles according to the orders of the People's Bank for the organization of delivery of cash funds to special cashiers.

ensures the continuous provision of pensions and benefits by the People's Bank in the necessary volume of cash funds, taking into account that all payments are completed by the 27th day of each month according to the orders of the People's Bank; See previous edition. ensure the issuance of relevant permits for the adaptation of 590 "Damas" brand motor vehicles for the transportation of cash funds;

ensure the provision of the People's Bank's cash-in-transit service with the relevant devices for protection and security to ensure the storage and integrity of cash funds, in accordance with the established procedure. See previous edition.

8. The amount of payment for the People's Bank's services for the payment of pensions and benefits is established at 1 percent of the total amount of the delivery of pensions and benefits. 9. The Pension Fund under the Ministry of Finance of the Republic of Uzbekistan, together with the People's Bank: [ OKOZ:

10. The Main Directorate of State Financial Control of the Ministry of Finance of the Republic of Uzbekistan and the Pension Fund shall ensure control and systematic monitoring of the targeted and purposeful use of Pension Fund funds. 11. The Ministry of Finance of the Republic of Uzbekistan, together with interested ministries and departments, shall submit proposals to the Cabinet of Ministers of the Republic of Uzbekistan within the period until June 1, 2017, regarding amendments and additions to legislative acts arising from this decree.

12. The supervision of the implementation of this decree is entrusted to the Prime Minister of the Republic of Uzbekistan A. Aripov and the Chairman of the Central Bank F. Mullažonov.
