Measures to Encourage the Expansion of Cooperation Between Large Industrial Enterprises and Artisanal Production

The decree establishes that artisans working on the basis of a labor contract with industrial enterprises are classified as employed, receive electronic work books, and accrue work experience for pension and social insurance purposes. It prohibits the provision of hazardous, high-voltage, or technically complex equipment to artisans for home use and exempts them from additional certification if they follow the ordering enterprise's technology, shifting quality responsibility to the artisan upon return to the factory or to the factory upon retail sale. The Cabinet of Ministers must approve a new Regulation on Artisanal Production within one month detailing these operational and social protection mechanisms.

The strengthening of cooperative relations between large industrial enterprises and artisans solves the important problem of increasing family budget incomes, sharply reducing the number of unemployed population, and attracting their active part to production. At the same time, artisans are ensured the right to calculate work experience and assign pensions and social insurance benefits. Based on the provision of necessary raw materials and materials by industrial enterprises to artisans, the development of family contracting creates an opportunity for citizens to use time effectively, while also mastering the production of certain types of low-profitability and labor-intensive products at home, which, in turn, helps increase the efficiency of large enterprises.
