Nigeria’s inherent proliferation financing risk is rated high, with vulnerabilities identified from the prior absence of a targeted financial sanctions legal framework, low institutional awareness, and exposure to sanctioned state actors and non-state groups. Nigerian competent authorities, financial institutions, and designated non-financial businesses are required to implement targeted financial sanctions, conduct continuous transaction screening against UNSCR lists, and strengthen controls over proliferation-sensitive goods and dual-use materials. The assessment provides a baseline threat profile covering the Democratic People’s Republic of Korea, the Islamic Republic of Iran, and domestic non-state actors to guide regulatory enforcement and counter-proliferation financing measures.
