Normative Instruction BCB No. 759 — Publishes Version 8.0 of the Open Finance Data and Services Scope Manual

The Central Bank of Brazil issued Normative Instruction No. 759 to mandate the mandatory use of Version 8.0 of the Open Finance Data and Services Scope Manual by participating institutions. This update introduces new data and scope requirements for the credit portability service and supersedes the previous Normative Instruction No. 724. The regulation enters into force on November 3, 2026, ensuring standardized data sharing to foster competition and trust in the financial ecosystem.

The Heads of the Department of Financial System Regulation (Denor), the Department of Supervision of Cooperatives and Non-Bank Institutions (Desuc), the Department of Banking Supervision (Desup), and the Department of Information Technology (Deinf), in the exercise of the authority conferred upon them by Article 23, item I, letter "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340 of September 21, 2023, based on Article 3, item I, of Resolution BCB No. 32 of October 29, 2020,

R E S O L V E:

Art. 1. This Normative Instruction publishes version 8.0 of the Open Finance Data and Services Scope Manual, which is mandatory for participating institutions, as per the Annex.

Sole Paragraph. The manual referred to in the caput, in its most recent version, will be available on the Open Finance page on the Central Bank of Brazil's website and on the Open Finance Portal of Brazil, maintained by the Governance Structure for Open Finance referred to in Article 44, § 1, of Joint Resolution No. 1 of May 4, 2020.

Art. 2. Normative Instruction BCB No. 724 of April 16, 2026, published in the Official Gazette of the Union on April 22, 2026, is hereby revoked.

Art. 3. This Normative Instruction enters into force on November 3, 2026.

Terms of Use

This manual details the technical requirements for implementing the elements necessary for the operation of Open Finance, complementing the current regulation on the subject.

The manual will be reviewed and updated periodically to ensure compatibility with regulation, as well as to incorporate improvements resulting from the evolution of Open Finance and technology.

More detailed information and examples of the application of this manual can be found in the guides and tutorials available on the Open Finance Portal of Brazil, in the Developer Area.

  1. Introduction

The data and services subject to sharing represent a crucial part of Open Finance, as they will be determinants for the degree of usefulness and interest in Open Finance by society. Thus, ensuring the quality, availability, and integrity of these data and services is fundamental to building trust in Open Finance.

Joint Resolution No. 1 of May 4, 2020, establishes the obligation to share data of products and services made available by institutions to their clients, while Circular No. 4,015 of May 4, 2020, disciplines the scope of this data.

This manual was prepared to specify the minimum detailing and standardization necessary for sharing. In this sense, the fields in the tables below are related with additional information and description of attributes, when pertinent. For the implementation of Application Programming Interfaces (APIs) in accordance with the requirements of current regulation, detailed technical guidance must be made available on the Open Finance Portal of Brazil.

The data listed in this manual are mandatory for implementation, according to Circular No. 4,015 of 2020, and are translated into the technical specification according to analysis and deliberation by the Open Finance Governance Structure, and may be consolidated or expanded into multiple fields. When certain data are considered optional, according to the technical specifications of the Open Finance Governance Structure, participating institutions may only refrain from sending data for which there is impossibility due to their non-existence, with no discretion in this forwarding.

It should be noted that participating institutions in Open Finance have autonomy to decide on the sharing of data additional to those related in this manual, provided that prior client consent regarding personal data is respected and current legislation and regulation are observed. Prior client consent, for specific purposes and timeframes, is also required for the sharing of client registration and transactional data provided for in this manual.

This manual also specifies the minimum data necessary for sharing the payment transaction initiation service, and details the scope of payment modalities that must be implemented in Open Finance, according to the schedule established by the Central Bank of Brazil. Regarding data, in addition to the minimum information for payment transaction initiation, the data set out in regulations or instruments that discipline the functioning of the payment arrangement related to the respective payment transaction and other data established in the specifications available on the Open Finance Portal of Brazil must generally be provided.

For the operational aspects of Open Finance, it is necessary to consult complementary information sources, available on the Open Finance Portal of Brazil, where specifications related to the high-level view, the data dictionary (in this case, the type, format, size, and other pertinent attributes of data fields), as well as data groupings and API codes, can be found.

Finally, it is worth highlighting that fostering competition among financial institutions, payment institutions, and other institutions authorized to operate by the Central Bank of Brazil, through the comparability of shared information, is one of the objectives to be achieved with Open Finance. Thus, all information contained in this manual must be provided in accordance with the standardization established in current regulation, where applicable.

2.5 Classification of Dependencies and Services Provided

2.5.1 Types of Dependencies

The types of dependencies of institutions authorized to operate by the Central Bank of Brazil, according to current regulation regarding the installation, in the country, of dependencies of financial institutions and other institutions authorized to operate by the Central Bank of Brazil, and which can be shared in Open Finance, are as follows:

I - Branch;

II - Service Point (PA);

III - Electronic Service Point (PAE); and

IV - Disaggregated Administrative Unit (UAD).

2.5.2 Types of Services Provided by Branches or Service Points

The list of services provided by branches or service points must be in accordance with that established by the regulation applicable to their disclosure in the form of open data, detailing, at a minimum, the following:

I - opening of deposit or prepaid payment accounts;

II - cash withdrawal;

III - receipts, payments of any nature;

IV - electronic transfers aimed at moving deposit or payment accounts owned by clients;

V - balance and statement inquiries for deposit and payment accounts;

VI - investments and redemptions;

VII - active and passive execution of payment orders upon request of clients and users;

VIII - cash and check deposits;

IX - credit operations, as well as other services provided for monitoring the operation;

X - credit card;

XI - insurance;

XII - leasing operations;

XIII - opening of post-paid payment accounts;

XIV - purchase and sale of foreign currency in cash;

XV - purchase and sale of checks or traveler's checks, as well as loading foreign currency onto prepaid cards;

XVI - purchase and sale of gold; and

XVII - other products or services.

The codes corresponding to the services listed must be standardized for common observance by all participating institutions.

2.5.3 Types of Services Provided by Correspondents in the Country

The customer service activities carried out by correspondents in the country, according to current regulation, are as follows:

I - reception and forwarding of proposals for opening deposit and payment accounts maintained by the contracting institution;

II - carrying out receipts, payments, and electronic transfers aimed at moving deposit and payment accounts owned by clients maintained by the contracting institution;

III - receipts and payments of any nature, and other activities resulting from the execution of contracts and agreements for service provision maintained by the contracting institution with third parties;

IV - active and passive execution of payment orders processed through the contracting institution upon request of clients and users;

V - reception and forwarding of proposals for credit and leasing operations granted by the contracting institution, as well as other services provided for monitoring the operation;

VI - receipts and payments related to exchange bills accepted by the contracting institution; and

VII - carrying out exchange operations that are the responsibility of the contracting institution.

The codes corresponding to the services listed must be standardized for common observance by all participating institutions.
