The Monetary Authority of Singapore (MAS) Notice 649 establishes the minimum liquid assets (MLA) and liquidity coverage ratio (LCR) requirements for all banks in Singapore. These requirements apply to Full Banks (Locally Incorporated and Branch) and Wholesale Banks (Locally Incorporated and Branch), issued under sections 38(1) and 65(2) of the Banking Act 1970. The notice ensures regulated banks maintain sufficient liquidity to meet their short-term obligations and has undergone several amendments since its initial effective date in 2015.

It sets out the minimum liquid assets (MLA) requirements and liquidity coverage ratio (LCR) requirements that a bank has to comply with.
