The Savings Protection Committee of the Fund for the Protection of Popular Financial Societies and the Protection of their Savers (Protection Fund) announces the dissolution and liquidation of Consejo de Asistencia al Microemprendedor, S.A. de C.V. It establishes the procedure for the Payment of Guaranteed Obligations (POG) to the Society's savers. Savers must submit a written application within 180 calendar days of the notice's publication, detailing their accounts and desired payment method. The payment is capped at the national currency equivalent of 25,000 Investment Units (Udis) per saver, based on the Udi value on September 19, 2025, and will be processed within 80 calendar days of validation.

FUND FOR THE PROTECTION OF POPULAR FINANCIAL SOCIETIES AND FOR THE PROTECTION OF THEIR SAVERS (BANSEFI FID 10216)
NOTICE TO SAVERS OF CONSEJO DE ASISTENCIA AL MICROEMPRENDEDOR, S.A. DE C.V. (IN LIQUIDATION).
The Savings Protection Committee of the FUND FOR THE PROTECTION OF POPULAR FINANCIAL SOCIETIES AND FOR THE PROTECTION OF THEIR SAVERS (TRUST 10216) (the "Protection Fund"), in accordance with articles 105, 109 section VI, 110 and 112 of the Popular Savings and Credit Law ("LACP") and Title Seven, Chapter III, of the General Provisions applicable to Popular Savings and Credit Entities, Integration Organizations, Community Financial Societies and Rural Financial Integration Organizations referred to in the Popular Savings and Credit Law (the "Provisions") according to the latest reform published in the Official Gazette of the Federation (the "DOF") on July 25, 2025, informs that Consejo de Asistencia al Microemprendedor, S.A. de C.V., (in liquidation) (the "Society") has entered into a state of dissolution and liquidation, derived from the revocation of the authorization to function and operate as a Popular Financial Society, which was notified by the National Banking and Securities Commission ("CNBV") on September 19, 2025; therefore, it announces the bases according to which the Payment of Guaranteed Obligations ("POG") will proceed for the savers of said Society and the procedure they must follow to process it.
Bases:
Submission of Applications.
FIRST.- Each of the savers or those who prove to be interested parties must submit individually and within 180 (one hundred eighty calendar days) following the date on which this notice was published in the DOF, a written application in the format issued by the Protection Fund (the "Application" or the "Payment Application"), duly completed and signed by the interested party, addressed to Consejo de Asistencia al Microemprendedor, S.A. de C.V., (in liquidation), in which they must detail:
a) Name of the holder or co-holders of the Account or Accounts, whether Individual or Collective. In a single Application, all operations carried out with the Society by virtue of which the applicant is a creditor of the Society and which are considered protected obligations must be listed. Likewise, the Federal Taxpayer Registry ("RFC") and/or the Unique Population Registry Key ("CURP") must be included, if applicable;
b) Address and, if applicable, telephone number and email address, where the interested party can be located;
c) Client number, as well as the number of the Individual or Collective Account or Accounts in which the interested party participates;
d) Estimated amount of deposits according to the last account statement received or supporting document in the possession of the interested party issued by the Society, including accrued interest, as of the date on which the resolution of revocation or dissolution and liquidation was made public and, if applicable, the outstanding balance of loans or credits held with the Society, including those documented by credit instruments. The foregoing is without prejudice to the provisions of Art. 311 of the Provisions.
e) Form in which payment is desired, in accordance with the provisions of Art. 316 of the Provisions, indicating, if applicable, the details of the account in the name of the interested party to which the electronic transfer will be made.
The Payment Application format will be available to savers or interested parties at the office of Consejo de Asistencia al Microemprendedor, S.A. de C.V., (in liquidation), indicated at the end of this communication, as well as on the Protection Fund's website (www.fondodeproteccion.mx) and the Society's own website, and/or the digital means that the Liquidation makes available.
The aforementioned Application must be submitted duly completed and signed by the saver or interested party, at the address or through the aforementioned digital means, accompanied by the following documentation:
I. Original and copy of the contract(s), account statements or other documents that prove the money deposit operations referred to in article 302, first and second paragraphs of the Provisions.
II. Original and copy of an official identification that proves their identity or the capacity in which they appear to request payment, which may be a voter's credential issued by the National Electoral Institute, passport, national military service card or professional license.
III. In the event that the holder(s) have died, the beneficiary(ies) and/or the person who has been designated as executor must submit the Application and documentation in accordance with what said holder would have been entitled to, the death certificate of the holder and the documentation that, in accordance with applicable legislation, proves their capacity as executor, in original and copy.
IV. In the event that the holder(s) of the operation are minors or incapacitated, the Application(s) must be submitted by whoever exercises parental authority or guardianship, proving such capacity with the legal documents indicated in sections I and II of this section, in original and copy.
V. Proof of address valid for no more than 3 months.
VI. In the event that the Payment Application process is carried out through a legal representative of natural persons, also include:
a) The private document granted and signed before two witnesses by the holder, when the amount of the operations claimed as protected obligations does not exceed one thousand times the amount of the Unit of Measurement and Update at the moment of granting, said document must be accompanied by a photocopy of an official identification of the grantor, of the witnesses and of the attorney-in-fact, or else,
b) The public deed or power of attorney signed before two witnesses and with the signatures of the grantor and the witnesses ratified before a public notary, before the judicial or administrative authority, as appropriate, when the amount of the protected obligations claimed is equal to or greater than the equivalent of one thousand times the amount of the Unit of Measurement and Update at the moment of granting.
c) In case of not having any of the aforementioned official identification documents, they must present an original and copy of their birth certificate, accompanied by two witnesses who have one of the official identifications mentioned in numeral II above.
VII. In the event that the Payment Application process is carried out through legal representative(s) of legal entities, also include:
a. Constitutive deed of the represented society, duly protocolized and registered in the corresponding Public Registry of Commerce, including any changes made after its constitution.
b. Deed containing the powers granted to the legal representative, duly protocolized and registered in the corresponding Public Registry of Commerce. In the case of powers granted abroad or any others different from those indicated in numeral VI and subsection a) of this numeral, the provisions of the applicable legislation will apply for them to be recognized as valid.
c. Proof of address of the legal entity in question.
VIII. If applicable, a copy of the account statement cover, in the name of the interested party, to which the payment of guaranteed obligations would be deposited.
The Protection Fund will be responsible for making the Payment Application forms for Guaranteed Obligations available to interested parties at the office of Consejo de Asistencia al Microemprendedor, S.A. de C.V., (in liquidation), indicated at the end of this communication, as well as on the Protection Fund's website and, if applicable, will instruct the Liquidator or Legal Representative to do the same at the Society in liquidation.
SECOND.- Likewise, a copy of any proof of money deposits not included in the account statements presented must be attached.
THIRD.- In case of non-existence or lack of the savings contract, in addition to the lack of proof of the money deposit(s) that would presume the existence of the delivery of economic resources from any supposed saver to Consejo de Asistencia al Microemprendedor, S.A. de C.V., (in liquidation), the payment of guaranteed obligations will not proceed.
Non-existence of a savings contract will be understood when there is no document in the possession of the Society or the supposed saver that presumes the existence of the contractual relationship between both.
FOURTH.- The officials of the Society's office and, if applicable, of the enabled financial entity(ies) must receive the Application and validate the documentation presented by the saver(s), assign a folio number, the date and time of submission, and provide the applicant with a copy of said received Application as an acknowledgment of receipt, with the aforementioned data; the same process will be carried out with applications submitted through digital means.
Restrictions.
FIFTH.- No payment may be made to members of the board of directors, commissioner, as well as officials of the first two hierarchical levels of the Society. Operations that have not complied with legal, regulatory, administrative provisions, as well as sound practices and uses among popular financial societies, in which there is bad faith on the part of the holder, and those related to illicit acts or operations falling under the provisions of article 400 Bis of the Criminal Code for Mexico City in matters of common jurisdiction and for the entire Republic in matters of federal jurisdiction, are also not guaranteed.
Payment of Savings and Investments.
SIXTH.- If applicable, the Payment of Guaranteed Obligations will be made at the office of Consejo de Asistencia al Microemprendedor, S.A. de C.V., (in liquidation) or at any of the offices or places indicated at the end of this communication, where the Application was received, considering the means established by the saver or interested party to receive it.
SEVENTH.- The Payment of Guaranteed Obligations subject to protection will be made by payment order, non-negotiable nominative check that may be delivered to the interested party as indicated in the previous paragraph, or by electronic transfer to an account maintained by the saver or interested party in a financial entity, as stipulated in their Application, in accordance with BASE FIRST.
Payment will be made per saver up to the national currency equivalent of 25,000.00 Investment Units (Udis) as of the date the payment is determined. The amount to be paid will be fixed in Udis according to the value of said investment unit on September 19, 2025.
EIGHTH.- The Protection Fund will make the payment within 80 calendar days following the date on which the validity of the received information has been confirmed, provided that the Payment Application was submitted within the 180 calendar day period, unless the Savings Protection Committee determines otherwise.
Calculation of the Amount of Savings and Validation Procedure for Applications.
NINTH.- To calculate the payment amount, all savings and investment accounts of the same saver must be considered.
TENTH.- For the calculation of the amount to be paid, the outstanding balance of credits in favor of the holders and co-holders of savings and investment accounts must be subtracted, including ordinary interest and all accessories.
The liquidator designated for Consejo de Asistencia al Microemprendedor, S.A. de C.V., (in liquidation), having received the Applications, will perform the corresponding calculations and validations, remitting them to the Savings Protection Committee of the Protection Fund within fifteen business days following the receipt of the Application.
ELEVENTH.- The Savings Protection Committee will validate within 20 business days and resolve the admissibility of every application submitted, for the corresponding payment.
TWELFTH.- The Savings Protection Committee will send to the Liquidation of Consejo de Asistencia al Microemprendedor, S.A. de C.V., (in liquidation), at least weekly, reports with the following information:
i. List of applications that have been considered totally or partially admissible;
ii. List of applications that have been considered inadmissible, and
iii. The dates on which payment will be made for those applications referred to in section I above.
THIRTEENTH.- In accordance with the provisions of Article 34 of the Popular Savings and Credit Law, said information reports will only refer to the Saver by the folio number corresponding to their application. Such lists must be placed in a visible location in the office(s) indicated at the end of this communication and must be published on the Protection Fund's and the Society's websites for consultation by interested parties or savers.
The Society's office located at Atanasio G. Sarabia 1565, Colonia Héroes de Churubusco, C.P. 09090, Iztapalapa, Mexico City, between Sur 111 A and Sur 111, will be the address where savers of Consejo de Asistencia al Microemprendedor, S.A. de C.V., (in liquidation) may submit their Application for Payment of Guaranteed Obligations and/or through the digital means and addresses that the Liquidation makes available.
By instructions of the Savings Protection Committee, the foregoing is informed for all legal purposes.
