The National Insurance and Bonds Commission authorizes José Alberto Bourget Parra to serve as the administrative liquidator of Istmo Mexico, Compañía de Reaseguros, S.A. de C.V., following the revocation of its operating authorization. The appointee must submit a surety bond equivalent to 1,500 Units of Measure and Update and a five-year credit report within five business days of notification. Compensation for the liquidation is paid from the insolvent institution's assets and is determined by applicable regulations.

SUBJECT: Appointment of administrative liquidator of Istmo Mexico, Reinsurance Company,
S.A. de C.V.

In session 196 of August 29, 2017, the Board of Directors of this National Insurance and Bonds Commission agreed to declare the revocation of the authorization to operate as an insurance institution granted by the Federal Government through the Ministry of Finance and Public Credit to Istmo Mexico, Reinsurance Company, S.A. de C.V.
In that same session, upon the proposal of this Presidency, the Board of Directors agreed to authorize your appointment as administrative liquidator of the aforementioned company, whereby you are designated as such to take office upon notification of the indicated declaration of revocation of authorization.
Within five business days following the date of notification of this official letter, you must deliver to this Commission:
Original of the surety bond or original of the document accrediting the constitution of a conditional deposit in a fiduciary institution or original of the deposit certificate in Bansefi, under the understanding that the guarantee:
a)
Must be issued before and in favor of the National Insurance and Bonds Commission;
b)
Must have as its object to guarantee the correct performance of your duties as administrative liquidator of Istmo Mexico, Reinsurance Company, S.A. de C.V.
c)
Will only be cancelled with prior written consent of the National Insurance and Bonds Commission.
d)
Will have an amount equivalent to 1500 Units of Measure and Update.
The foregoing, in accordance with articles 397 of the Law of Insurance and Bonds Institutions, in relation to article 327 of the Mercantile Bankruptcy Law, with Rules 47 and 49 of the General Rules of the Mercantile Bankruptcy Law and with the "Decree declaring reforms and additions to various provisions of the Political Constitution of the United Mexican States, in matters of de-indexation of the minimum wage" published in the Official Journal of the Federation on January 27, 2016 and in force from January 28, 2016.
Special credit report, provided by a credit information society, containing your background for at least 5 years prior to the start date of the position, in accordance with what is established in fraction III of article 396 of the Law of Insurance and Bonds Institutions.
Your fees and necessary expenses to carry out the liquidation will be paid from the insurance institution in liquidation and will be fixed in accordance with what is established in article 398 of the Law of Insurance and Bonds Institutions in relation to the guidelines provided in Chapter 29.4 of the
Unified Insurance and Bonds Circular.
It is not omitted to point out to your attention that, subject to what is established by the penultimate paragraph of article 396 of the Law of Insurance and Bonds Institutions, in case you do not meet the requirements established in said legal provision, you must abstain from accepting the position and manifest such circumstance in writing to this Commission.
This is issued based on what is established by articles 366, first paragraph, 367, fractions I and II, 369, fraction XIII, 370, last paragraph, 372, fractions XXI, XLI, 382, first and second paragraphs, 389,
first paragraph, 396, 397, 398, 399 and others related of the Law of Insurance and Bonds Institutions.
