The President of Uzbekistan approved a comprehensive set of measures to ensure stable food supply and expand domestic production, including specific production forecasts for fruits, vegetables, meat, and dairy for 2009 and 2011. The decree mandates that from July 1, 2009, industrial-scale processing and production of meat and dairy products be conducted exclusively by legal entities, while granting these enterprises the right to sell products directly to consumers via mobile units with cash remittance to banks. It also establishes a tax incentive reducing the unified tax payment rate by 50% for micro-enterprises and small businesses specializing in meat and dairy processing until January 1, 2016, with savings directed toward modernization and laboratory development.

of the President of the Republic of Uzbekistan
ON ADDITIONAL MEASURES TO EXPAND FOOD PRODUCTION AND FILL THE DOMESTIC MARKET
In order to ensure stable satisfaction of the population's needs for food products, to fill the domestic consumer market with food products produced in our country without shortage, to rapidly build modern, high-efficiency processing compact enterprises equipped with advanced machinery and technology, primarily in rural areas, to form new jobs on this basis, to provide employment for more people, and to increase their income and standard of living:
Main parameters for the production of the most important types of food products in 2009 are in accordance with Appendix 1 * ;
Forecast volumes for new areas for planting fruit and vegetable products, potatoes, melons, and grapes, as well as their cultivation by regions of the republic in 2009, are in accordance with Appendix 2 * ;
Forecast volumes for meat and milk production by regions of the republic in 2009 are in accordance with Appendix 3 * ;
The program for the construction of new enterprises using mini-technologies and compact equipment for processing meat and dairy products, as well as service points for raw milk production, in the regions of the republic in 2009–2011 is in accordance with Appendices 4 and 4a * ;
Calculated volumes for areas for planting non-traditional oilseed crops, their production, and the preparation of vegetable oil from these crops in 2009 are in accordance with Appendix 5 * ;
Forecast parameters for the implementation of drip irrigation systems in the republic are in accordance with Appendix 6 * .
The Ministry of Economy of the Republic of Uzbekistan, together with the Ministry of Agriculture and Water Resources, shall prepare and submit to the Cabinet of Ministers proposals for the rational use of fruit and vegetable, potato, melon, and grape products based on forecast volumes for their cultivation in 2009, by February 15, 2009.
The Council of Ministers of the Republic of Karakalpakstan, and Khokimiyats of regions and districts, together with the Ministry of Agriculture and Water Resources of the Republic of Uzbekistan, shall ensure the construction of 5 light-structure greenhouses using alternative fuel sources in addition to existing greenhouses in each rural district. Starting from July 1, 2009, activities related to the industrial-scale processing of meat and dairy products and the production of finished products shall be carried out only by entrepreneurial entities organized in the form of a legal entity; See previous edition.
Enterprises processing meat and milk are granted the right to sell their products to the population in cash using mobile units, provided that cash funds are collected (handed over to banks) in the manner established by legislative acts. The "Uzstandart" Agency, together with the Ministry of Health of the Republic of Uzbekistan and the "Uzgoshtsutsoyuz" Association, shall develop and approve in the established manner a system for establishing complex control over the quality of finished meat and dairy products within one month. A tax incentive shall be granted to micro-enterprises and small businesses specializing in the processing of meat and milk, in the form of a 50% reduction in the unified tax payment rate until January 1, 2016, for the main type of activity. The released funds shall be directed specifically for the technical re-equipment and modernization of production enterprises, including the construction and equipping of new laboratories, the introduction of new product types, and the development of the raw material base. Supervision over the implementation of this decree shall be entrusted to the Prime Minister of the Republic of Uzbekistan, Sh.M. Mirziyoyev.
