On Additional Measures to Support Young Families Active in the Social Life of the Country with Housing
This resolution has lost its force based on the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 394 dated June 28, 2021 "On Additional Measures for Housing Construction for Young People in 2021-2023".
In accordance with the Law of the Republic of Uzbekistan "On the Basics of State Policy towards Young People in the Republic of Uzbekistan", the Resolution of the President of the Republic of Uzbekistan No. PQ-2124 dated February 6, 2014 "On Additional Measures Directed at Implementing State Policy towards Young People in the Republic of Uzbekistan", as well as for the purpose of further social support of young families actively participating in the social life of the country and improving their housing and living conditions, the Cabinet of Ministers decides:
a) for housing specified in state programs for construction in 2019:
for construction and reconstruction of low-cost multi-apartment housing in cities — granted for a term of 20 years with a 3-year preferential period and an interest rate of 7 percent per annum during the first 5 years, and at the level of the refinancing rate of the Central Bank of the Republic of Uzbekistan for the subsequent period, with an initial payment constituting 25 percent of the apartment value;
for construction and reconstruction of low-cost housing in rural areas according to updated model projects — granted for a term of 15 years with a 3-year preferential period and an interest rate of 7 percent per annum during the first 5 years, and at the level of the refinancing rate of the Central Bank of the Republic of Uzbekistan for the subsequent period, with an initial payment constituting the following amounts:
for two-, three-story multi-apartment (2- and 3-room) houses and 2-, 3-room single-story houses — 10 percent;
for two-story 4-room combined houses — 25 percent;
b) within the framework of state programs planned for 2020 and subsequent years in cities and rural areas — granted for a term of 20 years with a 1-year preferential period and an interest rate increasing uniformly each year from a strictly fixed 7 percent during the first 5 years up to the level of the refinancing rate of the Central Bank of the Republic of Uzbekistan, and at the refinancing rate of the Central Bank of the Republic of Uzbekistan for the subsequent period, with the initial payment for the apartment:
in cities — in accordance with the conditions for selling apartments approved by the Resolution of the President of the Republic of Uzbekistan No. PQ-3350 dated October 23, 2017 to young families, residents of dilapidated housing, and other categories of citizens in need of improving housing conditions;
in rural areas — established at an amount not less than 10 percent of the value of the apartment to be purchased. The Single Customer Service under the Cabinet of Ministers of the Karakalpakstan Republic, regional, and Tashkent city Khokimiyats are considered customers for the construction and reconstruction of Young People's Housing; (Para. 2, second paragraph amended by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 712 dated September 12, 2017 — Collection of Legislation of the Republic of Uzbekistan, 2017, No. 37, Art. 996)
To approve the cost of apartments, housing construction, as a rule, is carried out in the form of reconstruction according to the most convenient projects, taking into account the construction of unfinished buildings and other objects, and housing with appropriate infrastructure;
Within the framework of construction and reconstruction of facilities intended for placement of Young People's Housing, the customer or contracting organizations may attract commercial bank loans for a term of up to 5 years at an interest rate not exceeding the refinancing rate of the Central Bank of the Republic of Uzbekistan. REGULATION
I. General Provisions
This Regulation establishes the procedure for considering issues of providing apartments (hereinafter referred to as apartments) from Young People's Housing to young families in accordance with the Law of the Republic of Uzbekistan "On State Policy towards Young People" and the Resolution of the President of the Republic of Uzbekistan No. PQ-2124 dated February 6, 2014 "On Additional Measures Directed at Implementing State Policy towards Young People in the Republic of Uzbekistan". The following main concepts are used in this Regulation:
young families — families consisting of a husband and wife, both of whom are not older than thirty years at the time of submitting an application for registration for the purchase of apartments from Young People's Housing on a mortgage loan basis, or a family consisting of a single father or single mother not older than thirty years raising a child (child), including divorced men (divorced women), widowers (widows). territorial commission — a commission established in the Karakalpakstan Republic, regions, and Tashkent city in the composition specified in Appendix 1 to this Regulation, and approved by the Chairman of the Cabinet of Ministers of the Karakalpakstan Republic, regional, and Tashkent city Khokims, respectively, for considering issues of the purchase of apartments from Young People's Housing by young families on a mortgage loan basis; (Para. 2, third paragraph amended by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 760 dated September 11, 2019 — National Database of Legislation of Legal Acts, 12.09.2019, No. 09/19/760/3731)
recommendation — a recommendation issued by the Central Council of the Union of Young People of Uzbekistan serves as the basis for concluding a contract for the provision of a mortgage loan between the mortgage loan recipient and a commercial bank located at the place of permanent registration of the loan recipient. a) for housing specified in state programs for construction in 2019:
for construction and reconstruction of low-cost multi-apartment housing in cities — granted for a term of 20 years with a 3-year preferential period and an interest rate of 7 percent per annum during the first 5 years, and at the level of the refinancing rate of the Central Bank of the Republic of Uzbekistan for the subsequent period, with an initial payment constituting 25 percent of the apartment value;

in rural areas — established at an amount not less than 10 percent of the value of the apartment to be purchased.
Applications of young families regarding the purchase of apartments are considered in accordance with the scheme specified in Appendix 2 to this Regulation. II. Registration of Young Families for Apartment Provision
a) young families registered as in need of improving living conditions and who have achieved high results in science, art, literature, sports, and other fields (as a rule, holders of state awards, the "Uzbekiston belgisi" badge, winners of prestigious international and republican competitions, contests, and olympiads);
b) socially active young families who have been active within the system of the Union of Young People of Uzbekistan for at least three years — based on the submission of the Central Council of the Union of Young People of Uzbekistan;
c) young families who have demonstrated outstanding performance and service in an active labor collective — based on the submission of the Central Council of the Union of Young People of Uzbekistan according to the recommendation of the heads of state authority bodies, state and economic management bodies, and other state organizations of republican significance. a) if the young family lives under a rental agreement or in residential premises in buildings unfit for habitation at the place of their permanent registration, or if they are not owners of residential premises at their permanent residence address; (Para. 5, sub-paragraph "a" amended by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 593 dated September 28, 2020 — National Database of Legislation of Legal Acts, 29.09.2020, No. 09/20/593/1340)
b) if there are family members suffering from acute forms of chronic diseases according to the list approved by the Ministry of Health of the Republic of Uzbekistan and in need of living in a separate apartment. In the presence of the grounds specified in Para. 5 of this Regulation, at the desire of the husband and wife, the young family may be registered as in need of improving living conditions under one or all of the grounds simultaneously.
To register a young family as in need of improving living conditions, one of the spouses submits the following documents to the district (city) council of the Union of Young People at the place of their permanent registration: (Para. 7, first paragraph amended by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 593 dated September 28, 2020 — National Database of Legislation of Legal Acts, 29.09.2020, No. 09/20/593/1340)
a) an application addressed to the Chairman of the district (city) council of the Union of Young People; (Para. 7, sub-paragraph "a" amended by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 712 dated September 12, 2017 — Collection of Legislation of the Republic of Uzbekistan, 2017, No. 37, Art. 996)
b) a copy of the marriage certificate, and a certificate issued by the Civil Status Registry Office (ZAGS) regarding whether a single father or single mother raising a child has never been married or is divorced, or whether a widower (widow) is widowed; (Para. 7, sub-paragraph "b" amended by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 712 dated September 12, 2017 — Collection of Legislation of the Republic of Uzbekistan, 2017, No. 37, Art. 996)
c) a certificate issued from the place of residence regarding the composition of the family and copies of passports of family members (birth certificates);
d) a certificate issued by the body of self-government of citizens at the place of residence confirming that the living conditions of the young family comply with the conditions specified in Para. 5 of this Regulation;
e) a copy of the work book certified with the employer's seal (certification with a seal is not required from subjects of entrepreneurship); (Para. 7, sub-paragraph "e" amended by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 661 dated August 10, 2019 — National Database of Legislation of Legal Acts, 11.08.2019, No. 09/19/661/3571)
f) certificates of income of the applicant (family members) for the last 12 months issued from the permanent place of work, or copies of declarations of income of the applicant (family members — husband and wife) for the last 12 months certified by the state tax service body at the place of residence;

h) documents confirming that the young family complies with the requirements of Para. 4 of this Regulation.
The application is registered in a separate journal for registering applications for housing provision.
The district (city) council of the Union of Young People sends the received documents to the Territorial Commission for consideration within a period of two days from the day of their acceptance. The Territorial Commission thoroughly studies the compliance of the submitted documents with the established requirements and checks the authenticity of all documents within 10 working days from the day the documents were submitted to the district (city) council of the Union of Young People. In this regard, the Territorial Commission is responsible for checking the compliance of the documents with the established requirements and their authenticity. The Territorial Commission conducts an on-site inspection of the applicant's living conditions and creditworthiness (income of the applicant and family members). Based on the inspection results, an inspection report is drawn up.
Based on the review results, the Territorial Commission issues a conclusion on registering the young family as in need of improving living conditions or refusing registration.
The conclusion on registration, along with the attached documents submitted, is sent to the Central Council of the Union of Young People within three days. The district (city) council of the Union of Young People informs the applicants in writing of the reasons for refusal upon returning the documents submitted by them within two days. In this regard, the Central Council of the Union of Young People registers the young family as in need of improving living conditions based on the number of housing units specified in state programs for young families actively participating in the social life of the country. The Central Council of the Union of Young People may organize a separate commission or working group consisting of members and employees of the Central Council of the Union of Young People to thoroughly and legally examine the documents. A decision on registration or refusal of registration is made by the Central Council of the Union of Young People no later than 5 working days from the day the documents were submitted by the relevant territorial commission. The Central Council of the Union of Young People sends the decision to the relevant territorial commission no later than 5 working days from the day the decision on registration or refusal of registration is made. The Territorial Commission informs the applicant and the district (city) council of the Union of Young People in writing about the decision made by the Central Council of the Union of Young People within 5 working days. Registration may be refused in cases where the grounds specified in Paras. 4 and 5 of this Regulation do not exist, as well as if the submitted documents do not comply with the requirements of Para. 7 of this Regulation.
III. Provision of Apartments to Young Families on a Mortgage Loan Basis
The date of registration, and in case of equal situations — the degree of housing provision, is the main condition for determining the sequence of purchasing apartments on a mortgage loan basis.
both spouses are orphans — wards of "Houses of Mercy";
one or several members of the family receiving a preferential mortgage loan suffer from acute forms of chronic diseases according to Para. 5 of this Regulation. If the recipient of the preferential mortgage credit is a socially active young person who has been active within the system of the Union of Young People of Uzbekistan for at least three years, a recommendation from the Central Council of the Union of Young People of Uzbekistan is issued out of turn. Contracting construction organizations ensure the conclusion of purchase and sale contracts for apartments based on the received lists within ten working days from the date of receipt of the lists.
