The presence of a large number of interdepartmental collegial bodies (commissions, councils, working groups, etc.) endowed with state-authority powers leads to the substitution of tasks and functions of executive bodies, the blurring of responsibility for adopted decisions and the achievement of specific results;

the lack of due responsibility and initiative among certain managers negatively affects the timely and qualitative solution of set tasks and target goals for the comprehensive socio-economic development of territories. The lack of unified legal foundations for the civil service, uniform norms defining the status of civil servants, and criteria for evaluating their activities does not allow for the creation of a professional corps of civil servants;

a low level of socio-material protection of employees of executive bodies, the mismatch of their socio-legal status with the degree of responsibility imposed, the absence of unified principles for forming the wage fund and social security create conditions for the outflow of qualified personnel and manifestations of corruption, unfair and unbalanced distribution of financial resources allocated by the state.

Existing shortcomings in the system of state administration do not allow for adequate response to growing societal demands, resolution of accumulated local problems, advance economic development, and, as a consequence, achieving expected positive changes in people's lives.

Successful implementation of large-scale reforms at the current stage of the country's development requires the creation of a completely new and efficiently functioning system of state administration.

In this regard, significant work is being carried out in the country to fundamentally improve and modernize the system of state administration.

To ensure the openness of the activities of state bodies and improve the system of public service delivery, electronic portals and databases have been created.

In particular, to simplify the process of obtaining permits and licenses, the website www.license.gov.uz was created, and to ensure the delivery of public services on the "one-stop shop" principle, birdarcha.uz was established. As a result of the review and optimization of public services, the number of procedures for registering a business entity has been reduced by 4 times, and the time required for registration has been reduced to 30 minutes.

At the same time, an objective assessment of the large-scale work carried out over the past year, the results of the activities of state management bodies, and open and direct dialogue with the population have revealed the need for a systematic solution to existing problems and shortcomings.

First of all, this concerns:

the declarative nature of the tasks of certain departments and the insufficiency of organizational and legal mechanisms for their implementation; an ineffective system of performance evaluation that is reduced merely to stating facts and collecting statistics and often does not reflect the actual situation on the ground; excessive centralization of state functions, which reduces the role of local authorities in forming territorial development programs and solving pressing population issues; low level of innovative development, leading to bureaucratization and high costs; the combination by economic management bodies of state regulatory and economic functions, as well as the practice of selective provision of benefits and preferences, which hinders the development of a healthy competitive environment; the lack of proper accountability and initiative among individual leaders, which negatively affects territorial development.

These shortcomings hinder the successful implementation of state policy on the modernization of economic sectors and the social sphere, the comprehensive development of territories, and the improvement of the standard of living and well-being of the population.

In this context, the Decree of the Head of State "On Approving the Concept of Administrative Reform in the Republic of Uzbekistan" is an important step in implementing the Strategy of Actions on Five Priority Directions of Development of the Republic of Uzbekistan for 2017–2021 and, in essence, opens a new page in the state and public construction of Uzbekistan.

The Concept of Administrative Reform in the Republic of Uzbekistan defines 6 main directions for the fundamental reform of the system of state administration.

The first direction is dedicated to improving the institutional and organizational-legal foundations of the activities of executive bodies. Measures in this area provide for:

implementation of clear criteria and procedures for the creation and abolition of executive bodies; optimization of executive bodies with rational use of personnel and material resources; increase in the independence of executive bodies and improvement of mechanisms for their interaction with the Cabinet of Ministers; sequential improvement of the system of public service delivery and further implementation of the "Electronic Government" system; development of administrative justice and implementation of collegial consideration of appeals.

The second direction provides for the specification of tasks, mechanisms for their implementation, and areas of responsibility of executive bodies, in connection with which measures will be taken to:

increase the initiative and role of territorial bodies of executive bodies in the formation of development programs; implementation of a fundamentally new system for evaluating the activities of executive bodies of all levels and their heads, based on the achievement of target indicators; use of modern methods of work organization successfully applied in international practice, including quality management, indicative planning, outsourcing, crowdsourcing; implementation of modern forms of interaction with the public in the development of development programs and monitoring their implementation.

The third direction is the reduction of administrative impact on economic sectors and the expansion of market management mechanisms. In this direction, it is planned to:

limit the creation of commercial organizations with state participation and reorganize existing state-owned enterprises in sectors where the private sector operates effectively; develop clear market mechanisms for state participation in economic activity; improve the legal and institutional framework for social and public-private partnership to solve socio-economic issues; transfer certain state functions to the private sector.

The fourth direction provides for the improvement of mechanisms for the vertical management system and interaction of executive bodies, including:

phased decentralization of state administration; expansion of financial opportunities for local state authorities, increasing their role and responsibility; strengthening the powers of local state authorities in matters of selection and staffing of managerial personnel of territorial bodies.

The fifth direction includes measures to introduce modern forms of strategic planning, innovative ideas, developments, and technologies into the system of state administration. Among these measures, the following should be noted:

implementation of innovative forms of state administration that ensure optimization and simplification of public service delivery procedures; active attraction of investment into the development of innovative ideas and technologies; creation of developed infrastructure necessary for the successful implementation of modern scientific research and innovative achievements; widespread implementation of environmental protection, resource-saving, and energy-saving technologies.

And finally, in the last sixth direction, the formation of an effective system of professional civil service is outlined, as well as the establishment of effective mechanisms for combating corruption, for the achievement of which the following are planned:

ensuring transparency and openness of the civil service, implementation of new mechanisms for establishing open dialogue with the population; increase in the productivity of civil servants through the introduction of a modern system of remuneration and social security.

In addition, the Decree approved the "Roadmap," which provides for more than 40 specific measures for the practical implementation of the provisions of the Concept of Administrative Reform in the Republic of Uzbekistan.

Also, the Commission for the Implementation of the Concept of Administrative Reform in the Republic of Uzbekistan and working groups for conducting critical studies and preparing proposals for the fundamental reform of the system of state administration have been established.

The Commission will organize the high-quality development by working groups of corresponding draft regulatory legal acts, as well as carry out strict control over the full, timely, and high-quality implementation of the Concept of Administrative Reform and the "Roadmap."

Along with this, the Commission is tasked with approving the schedule for conducting critical studies and preparing proposals for the fundamental reform of the system of state administration, on the basis of which it is planned to review the activities of more than 100 state and economic management bodies.

The implementation of the administrative reform is aimed at achieving the following results:

  1. Creation of a system of state administration that meets global trends of innovative development, capable of ensuring the full implementation of planned reforms, timely identification and effective resolution of problems of socio-political and socio-economic development, including by:

optimization and decentralization of the system of state administration by eliminating redundant and non-specific tasks, functions, and powers, eliminating duplication and parallelism; debureaucratization and reduction of state administration costs, increasing the efficiency of activities and transparency of the decision-making system; implementation of a strategic planning system, innovative ideas, developments, and technologies; further reduction of administrative impact on economic sectors and expansion of market management mechanisms, aimed at developing a healthy competitive environment, increasing the country's investment attractiveness, and business activity of the population; formation of effective forms of public and parliamentary control, aimed primarily at preventing corruption.

  1. Creation of effective mechanisms for ensuring the rights and freedoms of citizens, further improvement of their well-being and level of satisfaction with the activities of executive bodies, including by: improvement of administrative procedures aimed at clear regulation of legal relations between state bodies and individuals and legal entities; development of the system of administrative justice, providing for the improvement of the procedure for appealing decisions and actions of executive bodies, implementation of mechanisms for collegial consideration of appeals from individuals and legal entities; increase in the efficiency of public service delivery through the improvement of the "Electronic Government" system; ensuring the supremacy of law, strengthening legality and law and order in society.

The implementation of the measures provided for in the Concept of Administrative Reform in the Republic of Uzbekistan will undoubtedly give a new impetus to the modernization of the system of state administration taking into account modern trends of innovative development and world standards.

In general, the implementation of the administrative reform in the Republic of Uzbekistan will contribute to the full realization of the noble idea "The people should not serve state bodies, but state bodies should serve the people."
