On Further Measures to Stimulate the Development of Private Entrepreneurship and Small Business

The Decree establishes the criteria for entities classified as small business, effective July 1, 2014, defining micro-enterprises by employee limits (up to 20 in production, 10 in services, 5 in trade) and small enterprises by sector-specific caps (e.g., 200 in light industry, 50 in machinery). It caps intermediary fees on redistributed foreign credits for small business at 0.15% of annual profit and restricts the shortening of repayment periods for subloans to no more than three months. The Cabinet of Ministers is mandated to adopt resolutions on improving the Chamber of Entrepreneurs and the Union of Peasant and Farmer Farms within two weeks, while other ministries must align legislation with these rules within one month. The document was declared void on April 30, 2021, under Decree No. PF-6218 regarding the systematization of the national legislative base.
