On Measures for Further Ensuring the Country's Food Security
The President of Uzbekistan cancels individual customs, tax, and other preferential benefits for specific entities importing food products, effective February 1, 2018, and prohibits the Cabinet of Ministers from granting such future preferences. The decree mandates the liberalization of food trade by removing bans on selling consumer goods on commodity exchanges, eliminating license requirements for wholesale trade in open electronic auctions, and allowing non-residents to open bank accounts and conduct currency transactions related to exchange sales. It further requires the development of a comprehensive plan to attract food suppliers, the creation of specialized storage and processing facilities through public-private partnerships, and the establishment of a legal framework for food security. The Cabinet of Ministers, along with various ministries and agencies, is tasked with optimizing customs procedures, analyzing retail trade legislation, and ensuring transparency in electronic trading systems within specified deadlines.
