The decree mandates the Central Bank and authorized banks to increase the volume of free convertible currency available for exchange by allocating at least 120 million US dollars by the second half of 1995. It requires authorized banks to resell unused foreign currency purchased by clients within fifteen working days and preserves existing procedures for lending and refinancing foreign currency funds from foreign banks and international financial institutions. The Ministry of Finance and the Central Bank are instructed to submit proposals by January 1, 1996, to transfer gold and foreign exchange resources to the Central Bank to strengthen the national currency, while the Prosecutor's Office and State Tax Committee are tasked with ensuring strict compliance with export-import operation regulations.
