On Measures to Implement Modern Information Technologies in the Payment System in the Sphere of Trade and Services, as Well as Strengthening Public Control in This Sphere

The President of the Republic of Uzbekistan approves the introduction of online cash register machines (online-KKM) and virtual cash registers to transmit sales data to the State Tax Committee in real-time. The decree exempts businesses adopting these technologies from using traditional fiscal cash registers and cash books, allows flexible bank deposit schedules for cash revenue, and permits tax deductions for the cost of online-KKM up to ten times the base calculation unit. It also excludes cashback bonuses from personal income tax, mandates specific receipt content including QR codes, and establishes a phased implementation schedule for businesses based on revenue thresholds, with full compliance required by January 1, 2022. An experiment involving prize games based on QR codes in Tashkent is authorized starting October 1, 2019, with a budget of one billion sums.
