On the Implementation of the "Every Family is an Entrepreneur" Program

The decree implements the "Every Family is an Entrepreneur" program across all districts and cities of Uzbekistan to improve living standards and ensure employment through family entrepreneurship. It mandates regional and local centers to study household potential, provide preferential loans up to 300 million soums with specific collateral requirements, and allocate unused land to new business entities. The program requires commercial banks to offer loans at rates up to 14 percent, establishes a compensation fund for interest expenses, and tasks various ministries with legalizing unregistered businesses, simplifying insurance terms, and organizing equipment exhibitions, with a pilot launch in the Andijan Region starting June 10.

On the Implementation of the "Every Family is an Entrepreneur" Program

In recent years, extensive work has been carried out to create decent living conditions for the population, improve the business climate, and ensure employment by socially and economically developing the country, supporting active entrepreneurship, innovative ideas, and creative potential.

At the same time, the results of the analysis conducted show that efforts to involve the population in entrepreneurship and thereby create new jobs, ensure employment, provide practical assistance to citizens wishing to earn income through their own labor, and rationally use labor resources are not at the required level.

The ancient craft traditions of our hardworking people and their entrepreneurial potential indicate that there is a great deal of experience and reserves for popularizing family entrepreneurship, craftsmanship, artisanal work, and other types of entrepreneurial activity, and for expanding the production of agricultural products through the effective use of crop areas.

With the aim of creating conditions for every family to engage in entrepreneurship and have a stable source of income:

  1. It is established that the "Every Family is an Entrepreneur" Program (hereinafter referred to as the Program) is implemented in every district and city of our country, primarily in remote and harsh natural-climate condition areas, aimed at fundamentally improving the material conditions of the population and achieving significant positive changes in the quality and level of life.

comprehensive support for the entrepreneurial initiatives of the population wishing to engage in entrepreneurship, allocation of preferential loans to them, and ensuring systematic practical assistance from relevant agencies at every stage of organizing and conducting entrepreneurial activity;

fundamentally expanding the scope of services provided to family entrepreneurship in localities, and constructing market infrastructure facilities, service branches, and service outlets for the sale of products produced by entrepreneurial families;

creating additional jobs and income sources for the population by allocating vacant land plots in rural areas and mahallas to newly established family entrepreneurship entities;

identifying entrepreneurs who are temporarily not carrying out financial and economic activities and operating without state registration, and implementing specific measures to restore and legalize their activities.   1. To the Regional Centers for Supporting Family Entrepreneurship:

coordinate the work of district (city) Centers for Supporting Family Entrepreneurship based on the results of studying each family;

monitor measures taken to resolve issues identified based on the results of studies by district (city) Centers for Supporting Family Entrepreneurship, and submit issues that need to be resolved at the republican level to the Cabinet of Ministers of the Republic of Uzbekistan, relevant ministries, and agencies;

implement additional measures for the development of entrepreneurial activity in districts and cities, and develop proposals for creating a more favorable business climate;

submit detailed information to Program coordinators on the measures being implemented and their results regarding the execution of tasks set forth in the Program in every district and city;

conduct training sessions on the topic "Fundamentals of Carrying Out Entrepreneurial Activity and Its Types Adapted to Local Conditions" by going out to localities to guide citizens interested in engaging in this activity, and present ready-made business plans developed for various directions based on specific calculations;

continuously study domestic and foreign markets to form a database of the list and volume of products with stable and current demand, update it monthly, and regularly deliver this information to the population and provide guidance through mass media and the Internet;

conduct presentations of modern mini-technologies and other equipment for the production of marketable products to families wishing to engage in entrepreneurship, and assist in their purchase;

create opportunities for the population living in multi-story buildings to earn additional income by organizing craftsmanship and micro-firms producing small volumes of products;

assist in the activities of entrepreneurs by selling products produced by entrepreneurs (including to budgetary organizations). cover every family and household on the basis of a census, carefully studying their potential, desires, and suggestions for engaging in entrepreneurship;

during the study, determine whether families have entrepreneurial ideas and skills, and whether there are sufficient conditions for carrying out this activity;

analyze the entrepreneurial potential and opportunities of every family living in yards and multi-story buildings, and provide broad guidance and assistance for organizing their entrepreneurial activity based on the characteristics of their living area;

organize the allocation of loans by commercial banks to persons wishing to start or develop entrepreneurship;

provide suggestions on the effective use of the personal household plots of the population, and assist in their implementation;

provide practical assistance in creating the necessary conditions and resolving existing problems for families engaged in entrepreneurship and wishing to expand their activity type, as well as for re-establishing the activities of entrepreneurial entities and artisans who have stopped their activities for various reasons;

provide recommendations and assistance in organizing entrepreneurial activity, formalizing documents in its implementation, and providing other state services;

visit families that have newly established entrepreneurship at least once a month, study and resolve problems arising during their activities, and study the effectiveness of the use of allocated preferential loans; See previous edition.

The State Fund for Supporting the Development of Entrepreneurial Activity under the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter referred to as the Fund) shall allocate compensation for guarantees and interest expenses for loans allocated to entrepreneurial entities within the framework of the Program on a priority basis. Members of the Regional Centers for Supporting Family Entrepreneurship shall, based on their decisions, monitor the full commissioning of projects to which preferential loans were allocated and the effective operation of these projects in the future.

Program coordinators shall separately monitor the implementation status of investment projects for which loans were allocated based on the decisions of the Regional Centers for Supporting Family Entrepreneurship.   1. Starting from June 10 of the current year, the "Every Family is an Entrepreneur" Regional Program (hereinafter referred to as the Regional Program) shall be implemented on a pilot basis in the districts and cities of the Andijan Region.

The Hokim of the Andijan Region (Sh.Q. Abdurakhmanov) shall establish the working groups indicated in this Decree by June 10 of the current year.

For the purpose of financial support of the tasks envisaged in the Regional Program, it is accepted for information that funds in the amount of 200 million US dollars will be attracted by the Ministry of Investments and Foreign Trade of the Republic of Uzbekistan from credit lines of foreign financial institutions. Program coordinators shall distribute these funds among commercial banks of the Andijan region and by districts (cities), taking into account the capacity of districts (cities), the validity of received appeals, the prospects of formed projects, the creation of additional jobs, and actual needs, and shall be granted the authority to redistribute them as necessary. The National Bank of Foreign Economic Activities of the Republic of Uzbekistan (A.K.   1. It is established that in other regions of the republic, the Program will be implemented on the basis of a resolution of the Cabinet of Ministers of the Republic of Uzbekistan, taking into account specific financial sources and calculations for its implementation.

  2. It is recommended to the Central Bank of the Republic of Uzbekistan, together with the Ministry of Justice, to develop the procedure for granting loans within the framework of the "Every Family-Business" program within one week.

  3. It is recommended to the Uzbek National Television and Radio Company, the Uzbek National Information Agency, and other mass media to widely cover the goals and tasks established by this resolution.

  4. Control over the implementation of this resolution is entrusted to the Prime Minister of the Republic of Uzbekistan A.N. Aripov and the Deputy Prime Minister of the Republic of Uzbekistan — Minister of Finance J.A. Kuchkarov.
