The Strategy of Actions on Five Priority Areas of Development of the Republic of Uzbekistan for 2017-2021 (hereinafter referred to as the Strategy of Actions) is considered the most important programmatic document defining the priority directions of state policy in the medium-term perspective.

In 2017, special attention in implementing the Strategy of Actions was directed at the practical application of the principle "Human Interests - Above All" and the noble idea that "People do not serve state bodies, but state bodies serve the people," primarily by establishing direct communication with the people and ensuring the real protection of citizens' rights, freedoms, and lawful interests.

Within the framework of the State Program on Implementation of the Strategy of Actions in the "Year of Communication with the People and Human Interests," the adoption of more than 30 laws and more than 900 by-law documents served as a solid legal foundation for large-scale reforms, rapid development of the economy and social sphere, and raising the welfare of the people.

The Virtual Reception Office of the President of the Republic of Uzbekistan and People's Reception Offices, as well as special departments for handling citizens' appeals established in each state body, contributed to forming a qualitatively new and effective system of working with the population.

The Concept of Administrative Reforms in the Republic of Uzbekistan defined specific measures for fundamentally reforming the state administration system, developing the "Electronic Government" and state services delivery system, reducing administrative impact on the economy, expanding market mechanisms of management, and creating a healthy competitive environment and favorable investment climate.

A comprehensive set of measures was implemented to ensure the fair independence of courts and form democratic and transparent mechanisms for selecting judicial personnel. The establishment of administrative and economic courts in localities made it possible to increase the level of access to justice.

As a result of measures taken to reform the law enforcement system, early prevention of offenses, and combating crime, the overall crime rate in the country decreased by 15.7 percent, and in 1.2 thousand mahallas (neighborhoods), no crimes were committed.

Approaches to combating terrorism and extremism, previously limited mainly to fighting the consequences of security threats and dangers, were conceptually reviewed. In solving these problems, the priority task was defined as fighting for people's consciousness, primarily by raising the legal culture and spirituality of the youth.

Special attention was paid to resolving vital issues of citizens who have linked their destiny with Uzbekistan, work honestly and conscientiously for the prosperity of our country, and have become stateless due to circumstances beyond their control. During the past period, 1,243 individuals were accepted as citizens of the Republic of Uzbekistan.

Broad changes were implemented in the economic sphere, primarily, the introduction of free convertibility of the national currency, which ensures conditions for Uzbekistan to fulfill its obligations and repatriate the income of foreign partners, and to increase the country's investment attractiveness, was an important step in this regard.

Completely new principles and mechanisms for forming the state budget were introduced, and measures were taken to ensure the transparency of its revenues and expenditures. Measures were taken to utilize untapped reserves aimed at increasing the efficiency of state asset management and increasing the revenue part of the budget.

A completely new procedure for forming development state programs of the Republic of Uzbekistan was approved, which involves: in the first stage - developing and approving long-term (targeted for 10-15 years) sectoral, territorial, and targeted development concepts; in the second stage - forming portfolios of sectoral, territorial, and targeted projects; in the third stage - forming development state programs.

Comprehensive measures for the development of the social sphere were directed, primarily, at strengthening social protection and healthcare for citizens, providing the population with affordable and high-quality medicines, increasing employment and real incomes of citizens, expanding the construction of affordable social housing, and comprehensive support for persons with disabilities.

Model and multi-story houses with a total residential area of more than 3.5 million square meters were built in cities and villages. The volume of residential construction increased 3.5 times compared to 2010.

A decision was adopted on restoring 11-year general secondary education based on the results of communication with the people, transparent mechanisms for admission to higher education institutions were introduced, and quotas were significantly increased. The post-graduate education system was aligned with international standards.

As a result of measures taken to ensure interethnic peace and harmony and the implementation of a well-considered and mutually beneficial foreign policy, reliable relations were established with neighboring states, and favorable conditions were created for the development of trade, economic, cultural, and humanitarian ties in the Central Asian region.

In the past year alone, 21 high-level visits were carried out, meetings were held with the heads of 60 states and international organizations, more than 400 agreements were reached, and agreements worth more than 60 billion US dollars were signed.

duplicate functions and powers of justice bodies in protecting the rights and lawful interests of small business, private entrepreneurship entities, foreign investors, and enterprises with foreign investment participation are eliminated;

the inspection (audit) of financial-economic activities conducted within the framework of criminal cases shall not exceed one month; in individual cases, the inspection may be extended by a period not exceeding one month by the Prosecutor General of the Republic of Uzbekistan or his deputies;

3. The Cabinet of Ministers of the Republic of Uzbekistan shall, within two months:

develop and submit to the Legislative Chamber of the Oliy Majlis, after public discussion, draft laws of the Republic of Uzbekistan "On Innovative Activity" and "On Science," which include measures for state and public support for innovative and scientific activities, including interest-free lending for innovative projects and providing state guarantees to commercial banks for lending to innovative projects;

4. The Ministry of Information Technologies and Communications of the Republic of Uzbekistan, together with the Prosecutor General's Office, shall, within one month, develop and introduce a special electronic information system that provides for the constant entry of necessary information about inspections conducted by supervisory bodies, monitoring, and measures taken to eliminate offenses identified in the activities of business entities.

5. The Prosecutor General's Office of the Republic of Uzbekistan shall, within one month:

with the Ministry of Information Technologies and Communications of the Republic of Uzbekistan and the Chamber of Commerce and Industry, develop and introduce a procedure for checking information about violations of laws in the activities of business entities by supervisory bodies;

6. The State Tax Committee of the Republic of Uzbekistan, together with the Chamber of Commerce and Industry and other interested agencies, shall, within one month, develop and approve a comprehensive program of measures for preventing offenses in the field of entrepreneurial activity, delivering and explaining legislative norms.

7. The Prosecutor General's Office of the Republic of Uzbekistan shall, ensuring the unconditional implementation of the principle of inevitability of responsibility of guilty persons in each case of an offense, strengthen supervision over the enforcement of legislation aimed at protecting the rights and lawful interests of business entities, primarily, in the field of entrepreneurial activity, including foreign investors and enterprises with foreign investment participation.

8. It is established that:

b) The Ministry of Information Technologies and Communications of the Republic of Uzbekistan is considered the specially authorized state body in the field of electronic commerce.

9. The Ministry of Justice of the Republic of Uzbekistan shall, within the deadlines set in the State Program:

together with the Council of Ministers of the Karakalpakstan Republic, regional, and Tashkent city Khokimiyats, ensure the construction and equipping of district (city) state services centers - "People's Reception Offices" according to approved model projects;

with the Ministry of Information Technologies and Communications, the Council of Ministers of the Karakalpakstan Republic, regional, and Tashkent city Khokimiyats, introduce systems for electronic queues and remote video monitoring of the provision of state services, organize mobile state services centers in remote populated areas, and ensure the provision of state services through mobile communication means.

10. The prohibition on hiring citizens without temporary or permanent registration, as well as the liability of employers for hiring citizens living without temporary or permanent registration or not registered at their place of residence, shall be abolished.

11. The commissions for implementing the priority directions of development of the Republic of Uzbekistan envisaged in the Strategy of Actions shall ensure effective control over the full, timely, and high-quality execution of the measures included in the State Program, as well as the submission of summarized information on the implementation of the Strategy of Actions to the Chancellery of the President of the Republic of Uzbekistan every quarter.

The Cabinet of Ministers of the Republic of Uzbekistan shall ensure the coordination of the activities of state and economic management bodies, local state authority bodies, and other organizations in implementing the measures envisaged in the State Program.

12. Responsible state bodies and organizations for implementing the measures envisaged in the State Program:

• primarily, to comprehensively support and encourage innovative ideas and technologies aimed at introducing modern production, and active entrepreneurship;
• to create necessary conditions for the rapid development of science and innovative activities that contribute to the sustainable growth of the socio-economic potential of regions and the improvement of the living standards and well-being of the population;
• to comprehensively support forward-thinking, proactive, and responsible employees and citizens;
• to pay special attention to implementing the principle that "each civil servant must prove their worthiness of the position they hold every day by their labor."

13. The Ministry of Justice of the Republic of Uzbekistan and the Ministry of Innovative Development of the Republic of Uzbekistan, together with the "Strategy of Development" Center, shall:

• develop recommendations on ensuring systematic monitoring of the implementation of the State Program and taking additional measures for its timely and high-quality execution;
• ensure the monthly aggregation of information on the implementation of the State Program and its posting on their websites with specific indicators and positive changes achieved;
• submit information to the Administration of the President of the Republic of Uzbekistan on the results of monitoring every quarter;
• ensure the preparation, publication, and wide distribution of information and analytical reviews on the results of the implementation of the State Program in foreign languages.

14. The National Information Agency of Uzbekistan, the National Television and Radio Broadcasting Company of Uzbekistan, the Uzbekistan Press and Information Agency, the Public Fund for Support and Development of Independent Print Media and Information Agencies of Uzbekistan, the National Association of Electronic Media, and the National Association of Non-Governmental Non-Commercial Organizations of Uzbekistan, in close cooperation, shall:

• widely explain the goals and objectives of this Decree through mass media and the Internet;
• ensure the timely delivery of honest and complete information on the progress of the implementation of the State Program to the broad public.

15. The Ministry of Foreign Affairs of the Republic of Uzbekistan shall:

• ensure the systematic delivery to the international public of the content and essence of this Decree, as well as necessary information aimed at increasing the country's investment attractiveness;
• ensure comprehensive assistance to responsible state bodies and organizations for implementing the State Program in studying advanced foreign experience.

16. The Ministry of Justice of the Republic of Uzbekistan, together with the Prosecutor General's Office and other interested ministries and departments, shall submit proposals to the Cabinet of Ministers of the Republic of Uzbekistan within two months on amendments and additions to legislative acts arising from this Decree.

17. Control over the execution of this Decree shall be entrusted to the Prime Minister of the Republic of Uzbekistan A.N. Aripov, the State Advisors to the President of the Republic of Uzbekistan, and the Prosecutor General of the Republic of Uzbekistan I.B. Abdullaev.
