Order modifying the distribution and calendarization of resources for the Health Services Contribution Fund for the 2026 fiscal year

This Order modifies Annexes 16 and 22 of the Agreement regarding the distribution and calendarization of resources for General Branches 28 and 33 for the 2026 fiscal year, specifically adjusting the scheduled amounts for the third quarter of 2026 for the Health Services Contribution Fund (FASSA). The modification reallocates undistributed geographic resources to support the provision of free health services, medications, and associated supplies for individuals without social security, as mandated by the General Health Law. The adjustment applies to the federative entities of Mexico and takes effect upon publication in the Official Journal of the Federation on July 9, 2026.

ORDER modifying the one by which the governments of the federative entities are informed of the distribution and calendarization for the disbursement, during the 2026 fiscal year, of the resources corresponding to General Branches 28 Participations to Federative Entities and Municipalities and 33 Federal Contributions to Federative Entities and Municipalities, published in the Official Journal of the Federation on December 12, 2025, and its modifications published in that official dissemination organ on February 6 and April 8, 2026, regarding the Health Services Contribution Fund.

CONSIDERING

That on December 12, 2025, the "Order by which the governments of the federative entities are informed of the distribution and calendarization for the disbursement, during the 2026 fiscal year, of the resources corresponding to General Branches 28 Participations to Federative Entities and Municipalities and 33 Federal Contributions to Federative Entities and Municipalities" was published in the Official Journal of the Federation, in compliance with what is stated in article 44, fourth paragraph, of the Federal Budget and Fiscal Responsibility Law;

That on February 6, 2026, the "Order by which the one by which the governments of the federative entities are informed of the distribution and calendarization for the disbursement, during the 2026 fiscal year, of the resources corresponding to General Branches 28 Participations to Federative Entities and Municipalities and 33 Federal Contributions to Federative Entities and Municipalities, published in the Official Journal of the Federation on December 12, 2025, is modified, regarding the Social Infrastructure Contribution Fund, its indigenous component, and the Health Services Contribution Fund" was published in the Official Journal of the Federation, which modified, among others, annexes 16 and 22 regarding the Health Services Contribution Fund;

That on April 8, 2026, the "Order by which the one by which the governments of the federative entities are informed of the distribution and calendarization for the disbursement, during the 2026 fiscal year, of the resources corresponding to General Branches 28 Participations to Federative Entities and Municipalities and 33 Federal Contributions to Federative Entities and Municipalities, published in the Official Journal of the Federation on December 12, 2025, and modified by publication in that official dissemination organ on February 6, 2026, is modified, regarding the Health Services Contribution Fund" was published in the Official Journal of the Federation, which modified annexes 16 and 22 regarding the Health Services Contribution Fund;

That in annex 22 of the Order referred to in the previous consideration, it was established that the resources not distributed geographically are a provision for the fulfillment of the obligations provided for in the General Health Law, in accordance with the actions carried out for the provision of free health services, medications, and other associated supplies for people without social security, and may be distributed to the concurrent federative entities;

As a result of the above and based on the non-distributable geographic amount of the Health Services Contribution Fund, the scheduled distribution of the amounts corresponding to the federative entities with respect to the third quarter of the 2026 fiscal year has been modified, the above with the purpose of assisting them in the provision of free health services in accordance with the applicable provisions, and

That in order to inform of the modification to the distribution and calendarization of the amounts corresponding to the federative entities of the Health Services Contribution Fund, with respect to the third quarter of the 2026 fiscal year, the following has been deemed appropriate

ORDER MODIFYING THE ONE BY WHICH THE GOVERNMENTS OF THE FEDERATIVE ENTITIES ARE INFORMED OF THE DISTRIBUTION AND CALENDARIZATION FOR THE DISBURSEMENT, DURING THE 2026 FISCAL YEAR, OF THE RESOURCES CORRESPONDING TO GENERAL BRANCHES 28 PARTICIPATIONS TO FEDERATIVE ENTITIES AND MUNICIPALITIES AND 33 FEDERAL CONTRIBUTIONS TO FEDERATIVE ENTITIES AND MUNICIPALITIES, PUBLISHED IN THE OFFICIAL JOURNAL OF THE FEDERATION ON DECEMBER 12, 2025, AND ITS MODIFICATIONS PUBLISHED IN THAT OFFICIAL DISSEMINATION ORGAN ON FEBRUARY 6 AND APRIL 8, 2026, REGARDING THE HEALTH SERVICES CONTRIBUTION FUND
