CONCERNING
THE PREPARATION AND SUBMISSION OF PLANS AND REALIZATION REPORTS ON FINANCIAL LITERACY AND FINANCIAL INCLUSION
In light of the implementation of Financial Services Authority Regulation Number 3 of 2023 concerning the Enhancement of Financial Literacy and Financial Inclusion in the Financial Services Sector for Consumers and the Community (State Gazette of the Republic of Indonesia Year 2023 Number 5/OJK, Supplement to the State Gazette of the Republic of Indonesia Number 30/OJK) and the mandate of Article 13 paragraph (6) of Financial Services Authority Regulation Number 22 of 2023 concerning Consumer and Community Protection in the Financial Services Sector (State Gazette of the Republic of Indonesia Year 2023 Number 40/OJK, Supplement to the State Gazette of the Republic of Indonesia Number 62/OJK), it is necessary to regulate provisions regarding the preparation and submission of plans and realization reports on financial literacy and financial inclusion as follows:
I. GENERAL PROVISIONS
In this Financial Services Authority Circular Letter, the following terms are defined:

Financial Services Institution, hereinafter abbreviated as LJK, is an institution that conducts activities in the banking sector, capital market, insurance, pension fund, venture capital, microfinance institution, financing institution, and other financial services institutions.

Financial Business Actor, hereinafter abbreviated as PUJK, is:
a. LJK and/or parties conducting business activities in collecting funds, disbursing funds, and/or managing funds in the financial services sector; and
b. other financial business actors,
both those conducting business activities conventionally and those based on Sharia principles in accordance with applicable laws and regulations in the financial services sector.

Financial Literacy is knowledge, skills, and beliefs that influence attitudes and behaviors to improve the quality of decision-making and financial management to achieve the financial well-being of the community.

Financial Inclusion is the availability of access to utilize affordable, quality, and sustainable products and/or services from PUJK according to the needs and capabilities of the community to enhance the financial well-being of the community.

- Financial Education is a series of processes or activities to enhance Financial Literacy.
II. FORM AND PREPARATION OF FINANCIAL LITERACY AND FINANCIAL INCLUSION REPORTS

PUJK has the obligation to prepare and submit:
a. Financial Literacy Reports; and
b. Financial Inclusion Reports,
to the Financial Services Authority.

The Reports referred to in item 1 consist of:
a. Financial Literacy Report
- plan report for activities to enhance Financial Literacy; and
- realization report for activities to enhance Financial Literacy.
b. Financial Inclusion Report
- plan report for activities to enhance Financial Inclusion; and
- realization report for activities to enhance Financial Inclusion.

The plan report for activities to enhance Financial Literacy referred to in item 2 letter a item 1) contains:
a. name of activity;
b. category of activity;
c. objective of activity;
d. scope of activity;
e. form of implementation;
f. method of implementation;
g. materials;
h. target and/or number of participants;
i. schedule;
j. region;
k. frequency of implementation;
l. source and amount of costs;
m. cooperation/collaboration of implementation;
n. initiator of activity;
o. evaluation indicators; and
p. form of evaluation,
which are prepared with reference to the format and guidelines for preparing the plan report for activities to enhance Financial Literacy as contained in Roman I Part A and Roman II Part A of the Appendix which is an inseparable part of this Financial Services Authority Circular Letter.

The plan report for activities to enhance Financial Inclusion referred to in item 2 letter b item 1) contains:
a. activities to enhance Financial Inclusion which contain:
- name of activity;
- category of activity;
- objective of activity;
- scope of activity; and
- form of implementation;
b. activity targets;
c. number of target consumers;
d. schedule;
e. region;

f. frequency of implementation;
g. cooperation/collaboration of implementation;
h. evaluation indicators; and
i. form of evaluation,
which are prepared with reference to the format and guidelines for preparing the plan report for activities to enhance Financial Inclusion as contained in Roman I Part B and Roman II Part B of the Appendix which is an inseparable part of this Financial Services Authority Circular Letter.

The realization report for activities to enhance Financial Literacy referred to in item 2 letter a item 2) contains:
a. name of activity;
b. category of activity;
c. objective of activity;
d. scope of activity;
e. form of implementation;
f. method of implementation;
g. materials;
h. target and/or number of participants;
i. schedule;
j. region;
k. frequency of implementation;
l. source and amount of costs;
m. cooperation/collaboration of implementation;
n. initiator of activity;
o. evaluation indicators;
p. form of evaluation;
q. evaluation results; and
r. documentation,
which are prepared with reference to the format and guidelines for preparing the realization report for activities to enhance Financial Literacy as contained in Roman I Part A and Roman III Part A of the Appendix which is an inseparable part of this Financial Services Authority Circular Letter.

The realization report for activities to enhance Financial Inclusion referred to in item 2 letter a item 2) contains:
a. activities to enhance Financial Inclusion which contain:
- name of activity;
- category of activity;
- objective of activity;
- scope of activity; and
- form of implementation;
b. activity targets;
c. number of target consumers;
d. schedule;
e. region;
f. frequency of implementation;
g. cooperation/collaboration of implementation;
h. evaluation indicators;
i. form of evaluation;
j. evaluation results; and
k. documentation,
which are prepared with reference to the format and guidelines for preparing the realization report for activities to enhance Financial Inclusion as contained in Roman I Part B and

Roman III Part B of the Appendix which is an inseparable part of this Financial Services Authority Circular Letter.
III. SUBMISSION OF FINANCIAL LITERACY AND FINANCIAL INCLUSION REPORTS

The plan report for activities to enhance Financial Literacy and Financial Inclusion is submitted no later than November 30 before the year the activity is implemented. If November 30 falls on a Saturday, Sunday, or holiday, the plan report for activities to enhance Financial Literacy and Financial Inclusion is submitted on the next working day.

The realization report for activities to enhance Financial Literacy and Financial Inclusion is submitted semi-annually and is done no later than July 31 of the current year and January 31 of the following year. If the deadline for submitting the realization report for activities to enhance Financial Literacy and Financial Inclusion falls on a Saturday, Sunday, or holiday, the realization report is submitted on the next working day.

Adjustments to the plan report for activities to enhance Financial Literacy and Financial Inclusion are submitted no later than 30 (thirty) days after the date of the request letter from the Financial Services Authority.

Changes to the plan report for activities to enhance Financial Literacy and Financial Inclusion are made at most 1 (one) time for 1 (one) semester and are submitted no later than 30 (thirty) days before the implementation of the activity.
IV. RESPONSIBLE PERSON FOR REPORTS
PUJK designates one member of the Board of Directors responsible for the preparation and presentation of Financial Literacy and Financial Inclusion reports through the internal policies of each PUJK.
V. PROCEDURES FOR SUBMISSION OF REPORTS
- Submission of Financial Literacy and Financial Inclusion Reports
a. Submission of Financial Literacy and Financial Inclusion Reports is submitted to the Financial Services Authority c.q. the Executive Head of Supervision of Financial Business Actor Behavior, Education, and Consumer Protection.
b. Submission of Financial Literacy and Financial Inclusion Reports is conducted online (daring) through the electronic reporting system for supervision of Financial Business Actor behavior, education, and consumer protection provided by the Financial Services Authority.
c. In the event that the electronic reporting system referred to in letter b experiences a disturbance, the Financial Services Authority informs about the occurrence of the disturbance through:
- the electronic reporting system;
- email to PUJK that has access to the electronic reporting system referred to in letter b; or
- letter to PUJK.
d. In the event that the Financial Services Authority has conveyed information about the occurrence of a disturbance through the mechanism referred to in letter c, the Financial Services Authority may convey the aforementioned information through the Financial Services Authority website.
e. In the event that the electronic reporting system referred to in letter b experiences a disturbance, PUJK submits the report online via the official email of PUJK to the Financial Services Authority accompanied by a digital copy or scanned copy of the cover letter signed by one member of the Board of Directors responsible for the preparation and presentation of Financial Literacy and Financial Inclusion reports.
f. Online submission of reports as referred to in letter e is submitted to the official email address of the Financial Services Authority designated by the Financial Services Authority.
g. In the event that the electronic reporting system provided by the Financial Services Authority referred to in letter b and the official email address of the Financial Services Authority referred to in letter f experience a disturbance, the submission of reports is conducted offline (luring) in the form of an electronic copy (softcopy) stored in hardware, such as compact disc, flashdisk, and other storage media, accompanied by a cover letter signed by one member of the Board of Directors responsible for the preparation and presentation of Financial Literacy and Financial Inclusion reports.
h. Offline submission of reports as referred to in letter g is conducted through the following mechanisms:
- directly to the Financial Services Authority; or
- through a courier service company.
i. Offline submission of reports as referred to in letter g is submitted to:

u.p. Head of Financial Services Authority Office according to the region where the PUJK headquarters is located, for PUJK whose headquarters are located outside the Special Capital Region of Jakarta and Banten provinces.
j. PUJK that has submitted Financial Literacy and Financial Inclusion Reports via:
- email address; or

- electronic copy (softcopy),
due to a disturbance in the electronic reporting system, has the obligation to resubmit the report via the electronic reporting system no later than 5 (five) working days after it is declared that the system disturbance has been resolved.
k. The Financial Services Authority conveys notification that the system disturbance has been resolved through:
- the electronic reporting system; and/or
- email address to PUJK that has a user code.
l. In the event that the Financial Services Authority has conveyed notification that the system disturbance has been resolved through the mechanism referred to in letter k, the Financial Services Authority may convey the aforementioned notification through the Financial Services Authority website.
m. PUJK is deemed to have submitted Financial Literacy and Financial Inclusion Reports to the Financial Services Authority with the following provisions:
- for online submission via the electronic reporting system, it is proven by notification of the completion of report filling submitted via the electronic reporting system;
- for online submission via the email address referred to in letter e, it is proven by notification from the Financial Services Authority via email; or
- for offline submission as referred to in letter g, it is proven by a receipt from the Financial Services Authority.
n. In the event that PUJK makes adjustments or changes to the Financial Literacy and Financial Inclusion plan reports, the procedure for submitting adjustments or changes to the plan reports continues to refer to the provisions in this Financial Services Authority Circular Letter.
o. In the event of a change in the email address for online submission of reports as referred to in letter f and/or the Financial Services Authority office address for offline submission of reports as referred to in letter i, the Financial Services Authority will convey notification regarding the change in address via letter or announcement conveyed through:
- the electronic reporting system;
- the official email address of the Financial Services Authority to PUJK that has a user code; and/or
- the Financial Services Authority website.
- Electronic Reporting System for Supervision of Financial Business Actor Behavior, Education, and Consumer Protection
a. PUJK must have access to the electronic reporting system to submit Financial Literacy and Financial Inclusion Reports as referred to in Roman V item 1 letter b.

b. PUJK submits a request to the Financial Services Authority by stating the name, email address, and phone number of the member of the Board of Directors or PUJK officer who will be given access, to obtain access to the electronic reporting system as referred to in letter a.
c. The PUJK request as referred to in letter b is submitted via the official email address of the Financial Services Authority designated by the Financial Services Authority.
d. PUJK ensures periodically:
- active users are members of the Board of Directors and/or officers who have authority and understand the filling of Financial Literacy and Financial Inclusion reports;
- notifies the Financial Services Authority if there is a change in users and designates new users, subsequently the Financial Services Authority deactivates unused users;
- maintains the confidentiality of the user code and password provided; and
- the user code and password provided are used in accordance with regulations.
VI. OTHER PROVISIONS

Submission of requests for exemption from implementing activities to enhance Financial Literacy and Financial Inclusion is submitted to:
a. Executive Head of Supervision of Financial Business Actor Behavior, Education, and Consumer Protection Financial Services Authority u.p. Head of Financial Literacy, Financial Inclusion and Communication Department or Head of Financial Services Authority Office,
for PUJK whose headquarters or branch offices of PUJK located abroad are in the Special Capital Region of Jakarta and Banten provinces.
b. Executive Head of Supervision of Financial Business Actor Behavior, Education, and Consumer Protection Financial Services Authority u.p. Head of Financial Services Authority Office according to the region where the PUJK headquarters is located, for PUJK whose headquarters are located outside the Special Capital Region of Jakarta and Banten provinces.

Submission of exemption requests as referred to in item 1 is conducted offline and signed by one member of the Board of Directors of PUJK.
VII. CLOSING PROVISIONS
- At the time this Financial Services Authority Circular Letter comes into force:
a. Financial Services Authority Circular Letter Number 1/SEOJK.07/2014 concerning the Implementation of Education to Enhance Financial Literacy to Consumers and/or the Community;
b. Financial Services Authority Circular Letter Number 30/SEOJK.07/2017 concerning the Implementation of Activities to Enhance Financial Literacy in the Financial Services Sector; and
