Prime Minister’s Relief Fund for Flood, Earthquake and Other Calamities
Commercial and microfinance banks must collect donations for the Prime Minister’s Relief Fund via cash, cheques, and digital channels, crediting all funds to the designated State Bank of Pakistan IBAN. Banks are required to enable internet, mobile, and wallet applications for donations, remove transfer limits, and prominently display the fund's IBAN across all branches and digital platforms. Overseas remittances are to be processed through the National Bank of Pakistan using specific beneficiary details, with funds subsequently surrendered to the SBP principal account. Banks must maintain individual donor records, share weekly donation details with the National Disaster Management Authority, and treat these transactions under a fee-based model rather than reimbursement schemes.

State Bank of Pakistan StateBank_Pak www.sbp.org.pk Finance Department FD Circular Letter No.03 of 2025 September 09, 2025 The Chief Executives / Presidents All Commercial Banks and Microfinance Banks Dear Sir / Madam, PRIME MINISTER’S RELIEF FUND FOR FLOOD, EARTHQUAKE AND OTHER CALAMITIES Kindly refer to State Bank of Pakistan (SBP) FD Circular Letter No. 03 of 2022 dated August 5, 2022 and Circular Letter No. 5 of 2022 dated August 24, 2022 regarding establishment of “PM’s Flood Relief Fund 2022” the scope of which was subsequently expended to collect the donations for Earthquake under the revised title as “Prime Minister’s Relief Fund for Flood, Earthquake and Other Calamities”. 2. In order to facilitate donors a single account has been opened in SBP vide IBAN: PK69FGPM0024632999990624 for collection of donations to the Fund. All the commercial and microfinance banks shall receive donations in cash or cheques at all their branches across the country for onward credit to above mentioned account. The banks shall also enable their internet banking, mobile banking Apps and mobile wallets Apps for collection of donations in the said account. Donors have been provided multiple options for making donation to the Fund as described below: A. Domestic Donations: i. Cash Deposits at Banks’ Counters: Donors and contributors may make their donations to the fund in cash at any branch of any bank operating in Pakistan, which shall transfer the amount collected either through Raast or RTGS to SBP. Similarly, donations may also be made at any of the field offices of SBP Banking Services Corporation. ii. Deposit of Crossed Cheques in bank’s Drop Boxes: The donors may make their donations to the Fund by dropping crossed cheques in the name of the Fund in their respective bank’s drop box. All banks shall make available drop-box facility at their selected branches for donors where they may drop their crossed cheques in favor of the Fund. The banks shall, accordingly debit the customer’s account and transfer the donation through Raast. iii. Alternate Delivery Channels (ADCs): Banks shall mandatorily provide the option for collecting donations through above stated IBAN via their internet banking, mobile banking Apps and mobile wallets Apps. Bank shall also remove all

The commercial and microfinance banks shall prominently display the above mentioned IBAN at their websites and ADCs. B. Overseas Donations: Overseas Pakistanis may remit their donations by wire-transfer or by using the services of Money Service Bureaus (MSBs), Money Transfer Operators (MTOs) or Exchange Houses (EHs). The donors may provide the following beneficiary details to their respective banker, MSB, MTO or EH: Description Details Bank National Bank of Pakistan Branch NBP Main Branch, NBP Head Office Building, Talpur Road, Karachi. Title of Account Prime Ministers Relief Fund for Flood, Earthquake and Other Calamities IBAN PK92NBPA0002004181048973 SWIFT Code NBPAPKKAMBR The banks are also advised to inform their MTOs/ Tie-ups regarding the aforesaid details of Fund account, mechanism for remittance of donations and display the details on their website and social media platforms for information of overseas donors. The donations so received by the NBP shall be surrendered to Fund’s principal account maintained with SBP.
- As advised vide SBP EPD Circular Letter No. 14 of 2022, dated September 12, 2022, the transactions on account of the donations to the Fund shall not be claimed under ‘Reimbursement of TT Charges Scheme’; rather the same shall be on “Fee-Based Model”.
- The banks shall maintain the details of individual donors i.e. name of donor the amount of his/her donation, mode of payment etc., with them, which shall be made available to SBP as and when needed. The banks shall also share details of individual donors, amount of their donations and mode of payment on weekly basis with the NDMA on email address: dirfin@ndma.gov.pk.
- Above instructions supersede the earlier instructions issued vide Circular Letter No. 3 of 2022.
