PSD-1 Circular Letter No. 03: Regarding "Add Money" from Card to MFS Personal Account
The Bangladesh Bank has extended the deadline for Mobile Financial Services Provider Institutions and Scheduled Banks operating in Bangladesh to implement instructions described in serial numbers 02 and 03 of PSD-1 Circular No: 03/2026 (issued on May 19, 2026). The new deadline is December 31, 2026. Failure to ensure implementation by this date will require the cessation of the 'Add Money' facility from cards to MFS accounts starting January 1, 2027. All other instructions of the original circular remain in effect.

Dear Sir/Madam,
Regarding 'Add Money' from Card to MFS Personal Account.
Your attention is drawn to PSD-1 Circular No: 03/2026 issued on 19 May 2026 regarding the above subject.

The deadline for implementing the instructions described in serial numbers 02 and 03 of the aforementioned circular has been extended until 31/12/2026. If the implementation of the described instructions is not ensured within the said period, the opportunity to 'Add Money' to MFS accounts from cards must be stopped from 01/01/2027.

Furthermore, other instructions of the referenced circular will remain unchanged.

This instruction is issued under the power conferred by Section 18 of the Payment and Settlement Systems Act, 2024.
