PSD-1 Circular No. 01: Regarding MFS and P2P transactions on the occasion of the upcoming 13th National Parliamentary election.
The Department of Payment Systems-1 imposes temporary restrictions on Mobile Financial Services (MFS) and Internet Banking (IBFT) transactions from February 9, 2026, at 12:00 AM to February 12, 2026, at 11:59 PM to prevent misuse during the 13th National Parliamentary Election. During this period, P2P transaction limits are set at 1,000 BDT per transaction with a maximum of 10 transactions per day, while all other MFS transactions are temporarily suspended. Merchant payments and utility bill transactions remain unaffected, but all providers must establish Quick Response Cells, implement close monitoring, report suspicious activities immediately, and provide necessary cooperation to the Election Commission and law enforcement agencies.

Regarding MFS and P2P transactions on the occasion of the upcoming 13th National Parliamentary election.
With reference to the above, it is informed that the following instructions are being issued to prevent misuse of P2P transactions through MFS and IBFT under NPSB in the upcoming 13th National Parliamentary Election:
a) From 12:00 AM on 09/02/2026 to 11:59 PM on 12/02/2026; for a period of 96 hours, the limits for MFS individual accounts are determined as follows: • In the case of P-to-P transactions, the maximum limit per transaction will be 1000/- (One Thousand) Taka and the maximum number of transactions will be 10 per day; • In the case of Merchant Payment and Utility Bill, the rules for regular transactions will remain unchanged according to existing regulations; • Besides this, all other types of MFS transactions will be temporarily suspended during the specified period.
b) For each Mobile Financial Service Provider, it is mandatory to form its own Quick Response Cell to handle and resolve complaints related to MFS and take necessary measures for the election;
c) All types of transactions during the aforementioned period will be brought under close monitoring by the MFS Provider, and in the case of suspicious or abnormal transactions, reports must be submitted to the concerned police station as soon as possible;
d) P-to-P Internet Banking (transactions through IBFT) will be completely suspended during the aforementioned period;
e) MFS Providers and Banks will provide necessary cooperation as required by the Election Commission and law enforcement agencies.
Normal transactions will resume as usual after the specified time limit.
