For online tax payments and government services, fees are capped at 20-50 BDT for card/internet banking and 1% or 30 BDT for MFS/PSP wallets, with no chargebacks allowed. These directives become effective on February 20, 2025.

Dear Sir,
Regarding the determination of fees/charges for transactions conducted via NPSB and government payments made through card schemes.
Fees/charges for electronic transactions conducted via National Payment Switch Bangladesh (NPSB) and International Payment Scheme (IPS) within the country are determined as follows:

This charge shall be paid by the Issuing Bank/Institution to the Acquiring Bank/Institution. In the case of cash withdrawals, the Issuing Bank/Institution may collect a maximum of 15 (Fifteen) Taka (VAT included) from the customer for the first 5 transactions per month (20,000/- Taka per transaction or higher amount as per customer's requirement). For subsequent transactions, the Issuing Bank/Institution may collect the full charge from the customer. In this regard, under NPSB, a customer may withdraw cash up to a maximum of 2,00,000/- Taka per month. For other transactions besides cash withdrawal, the Issuing Bank/Institution may collect the full amount of the mentioned service charge from the customer.

The aforementioned fees/service charges shall not be collected from the customer in any manner.

3.2. In the case of cash withdrawal using POS within the country, the Issuing Bank/Institution shall pay a service charge of maximum 20.00 (Twenty) Taka (VAT included) per transaction to the Acquiring Bank/Institution. The Issuing Bank/Institution may collect the said charge from the customer.
Internet Banking Fund Transfer (IBFT) For fund transfer to another bank by a customer of one bank using the Internet Banking Fund Transfer method under NPSB, the service charge per transaction is maximum 10.00 (Ten) Taka (VAT included); which the Originating Bank may collect from its customer.
Online Income Tax Payment and Government Services 5.1. To encourage taxpayers and facilitate online income tax payment, the applicable fees/charges for income tax payment (MCC-9311 Tax payments) via card payment, internet banking, and MFS/PSP wallet from the e-Return system are as follows:
a) For transactions up to 25,000/- (Twenty-five Thousand) Taka using cards issued in Bangladesh and internet banking, a maximum of 20/- (Twenty) Taka (VAT included) per transaction may be collected from the customer; and for transactions above 25,000/- (Twenty-five Thousand) Taka, a maximum of 50/- (Fifty) Taka (VAT included) per transaction may be collected; b) For transactions using MFS/PSP wallet, a maximum of 1% or 30/- (Thirty) Taka (VAT included) per transaction, whichever is lower, may be collected from the customer; c) No chargeback shall apply against these transactions.
5.2. a) In the case of payment for government services via card, except for services payable under Merchant Category Code (MCC)- 9211 (Court costs including alimony and child support), MCC-9222 (Fines), MCC-9399 shall be used for payment of other government services, and no chargeback shall apply against MCC-9399.
b) In the case of card transactions incurred against MCC-9399, for payments up to 25,000 (Twenty-five Thousand) Taka for cards issued in Bangladesh, the Acquiring Bank/Institution shall collect a maximum of 20 (Twenty) Taka (VAT included) per transaction from the customer, of which 5 (Five) Taka (VAT included) shall be paid to the Issuing Bank/Institution. For such transactions above 25,000 (Twenty-five Thousand) Taka, the prevailing fees/charges of the relevant Banks/Institutions shall apply.
This directive shall come into effect from February 20, 2025.
