PSD Circular No. 05: Regarding the continuation of ATM and MFS services within COVID-19 situation

The Payment Systems Department of Bangladesh Bank directs all scheduled banks and mobile financial service providers to maintain cash supply and essential services during the COVID-19 lockdown. Institutions must ensure ATMs are operational with a minimum withdrawal limit of BDT 100,000, while MFS and internet banking services must remain active within approved areas and timeframes. All service providers are required to strictly adhere to government-mandated health protocols, with these instructions effective from April 14, 2021.

Dear Sir,

Regarding the continuation of ATM and MFS services in the situation arising from COVID-19.

In light of the decision communicated in the letter number 04.00.0000.514.16.003.20.120 dated 12 April, 2021, from the Cabinet Division of the Government of the People's Republic of Bangladesh, to ensure the availability of daily cash for the public's urgent and essential needs, the following instructions are issued to institutions providing ATM, Internet Banking, and MFS services:

  1. During the period of government-declared restrictions, ATMs must remain operational and arrange for timely cash supply to meet the public's demand for cash. In this regard, the minimum amount for ATM cash withdrawal shall be 01 (One) Lakh Taka. Furthermore, the minimum amount for a single transaction for cash withdrawal shall be the same for both Cash-in and Cash-out.

  2. Mobile Financial Services operating in approved areas alongside other essential daily necessities/services shall ensure service provision and cash supply within the timeframes specified by the government.

  3. Internet banking must be utilized as a transaction medium where applicable to ensure access to approved essential services.

  4. In all service provision, government-mandated health protocols must be observed.

These instructions shall be effective from 14 April 2021.
