PSD Circular No. 08: Amendment of PSD Circular No. 04/2017
This circular amends Section 2.2.1 of PSD Circular No. 04/2017 to permit all member banks and financial institutions of bKash in Bangladesh to operate and complete transactions via other Bangladesh Digital Financial Services (BDFS) providers alongside bKash, provided they ensure system security and do not issue local transaction reversals based on the Customer's Request (CR). All other provisions of PSD Circular No. 04/2017 remain unchanged. The directive takes immediate effect.

Dear Sir,
Subject: Partial Amendment of PSD Circular No. 04/2017.
Reference is invited to PSD Circular No. 04/2017 dated 24/08/2017 and PSD Circular No. 06/2018 dated 12/09/2018 on the subject cited above.
Section 2.2.1 of PSD Circular No. 04/2017 shall be replaced as follows:
"All member banks and financial institutions of bKash operating in Bangladesh may operate/complete transactions via bKash as well as other Bangladesh Digital Financial Services (BDFS) providers, subject to ensuring the security of their own systems, until local transaction reversals are not issued based on the Customer's Request (CR)."
In addition, other matters in PSD Circular No. 04/2017 shall remain unchanged.
This directive shall take immediate effect.
