PSD Circular No. 08: Inclusion of NBFI's in BD-RTGS System

The document mandates that all scheduled banks and financial institutions in Bangladesh must include their institutional transactions (Pacs.009) in the Bangladesh Real Time Gross Settlement (BD-RTGS) system, while prohibiting customer transactions (Pacs.008) at this stage. Institutions are instructed to take necessary measures to commence RTGS transactions starting June 1, 2022, following the mandatory use of the EDSMoney platform for interbank money market dealing.

Dear Sir,

Regarding the inclusion of Financial Institutions in the BD-RTGS System.

You are aware that all interbank money market dealing activities conducted by all scheduled banks and financial institutions are being mandatorily executed through the EDSMoney platform. With the aim of settling Fund Settlement matters promptly and instantly after conducting dealing through the EDSMoney platform, Financial Institutions have been included in the Bangladesh Real Time Gross Settlement (BD-RTGS) system. However, initially, Financial Institutions can only conduct institutional transactions (Pacs.009); they cannot conduct any customer transactions (Pacs.008). You are hereby instructed to take necessary measures to commence RTGS transactions from June 1, 2022.
